Efforts to solve administrative procedures best for people and businesses

On the morning of July 11, the People's Committee of Can Tho City held a meeting to listen to reports on the operation of the two-level local government in the area. This is the second online meeting connecting 103 communes and wards organized by the People's Committee of Can Tho City after the merger.

At the meeting, leaders of the People's Committees of Thoi An Dong, Thanh Quoi, Long Phu 1, Tan Phuoc Hung, Vinh Phuoc, Phu Loi wards... reported on the activities from the beginning of July until now.

Accordingly, communes and wards have made efforts to operate smoothly, especially in serving administrative procedures for people. However, in reality, there are still many difficulties: there are no guiding documents so the operating budget of communes and wards has not been arranged; the facilities are not guaranteed, the People's Committee headquarters is inherited from the (old) commune or was invested a long time ago so the working rooms are still lacking, the area is small, cramped, and degraded...

In addition, some public administrative service centers are still cramped and not equipped with facilities and equipment; computers are degraded due to lack of funds for renovation and repair; and functional areas are not arranged according to regulations.

According to the Department of Home Affairs of Can Tho City, the database is not yet synchronized, such as land information has not been decentralized to communes and wards (issuing land use right certificates for the first time, changing land use purposes...); the electronic one-stop software has not been connected to the shared electronic household registration software, the electronic household registration software does not have data so it cannot issue household registration extracts...

In addition, commune-level officials and civil servants have limited IT skills and have not received specialized training, thus affecting operations, especially in digital transformation.

Chairman of Can Tho City People's Committee Tran Van Lau praised Phu Loi ward for its effective operations at the public administration center and for organizing a morning coffee model with people and businesses.

According to the Chairman of Can Tho City People's Committee, communes and wards should study and learn from the operations of these two models in Phu Loi ward.

In his concluding remarks, Secretary of the Can Tho City Party Committee Do Thanh Binh acknowledged the efforts of the leaders and staff of communes and wards in operating the government apparatus to better serve the people.

The Secretary of the Can Tho City Party Committee requested the Chairman of the Can Tho City People's Committee to direct the removal and resolution of difficulties and recommendations of communes and wards so that the next meeting will no longer have to report on current difficulties. Communes and wards should focus on stabilizing the organizational structure; assigning cadres to positions that ensure capacity, avoiding the situation of selecting cadres to fill the vacancies.

Strengthen propaganda, encourage cadres to unite, highly unified, and complete tasks well. In particular, it is necessary to focus on solving administrative procedures for people and businesses; overcome difficulties, focus on striving to fulfill targets and tasks in 2025 to achieve the highest results.

According to the Department of Home Affairs, Can Tho City has resolved 2,132 cases (including: Hau Giang - 668; Soc Trang - 987; Can Tho (old) - 477) to take leave and enjoy benefits and policies according to regulations.

The Department of Science and Technology has completed the conversion of the administrative procedure settlement information system and deployed it synchronously for Can Tho City after the merger. The system has been connected to the National Public Service Portal since June 30 to ensure smooth operation after the operation of the two-level local government. The system has synchronized 2,135 administrative procedures and completed the connection with the systems.

The Department of Finance is currently advising the People's Committee of Can Tho City to review and submit to the People's Council of Can Tho City to regulate the support regime for cadres, civil servants, public employees and workers after the administrative unit arrangement; the support level for cadres, civil servants, public employees and workers who are not eligible for official housing and transportation to work is 4,000,000 VND/person/month, including: travel expenses of 1,000,000 VND; food expenses: 1,500,000 VND; accommodation of 1,500,000 VND.
