Efforts to clear land for Phuc Son Industrial Park

Identify the problem clearly

The Phuc Son Industrial Park project in Quang Trung commune (Tan Yen district, former Bac Giang province) was approved for investment by the Prime Minister in early 2024. The project has a scale of 123.94 hectares with a total investment of VND 1,836 billion, invested by Le Delta Joint Stock Company (Hanoi).

Implementing the plan of the Provincial People's Committee, in April 2024, the People's Committee of the old Tan Yen district (now Quang Trung commune People's Committee) - where the project is located, chaired and coordinated with relevant departments, branches and investors to organize compensation and site clearance for phase 1 of 70 hectares. The remaining area will be cleared in phase 2, starting from the end of this year. In fact, during the implementation process, the project had many "bottlenecks" that had not been resolved, so the initial progress was not achieved as planned.

Ms. Nguyen Thi Ngoc Huyen, Deputy Director of the Tan Yen Land Fund Development Center Branch, said that the unit was assigned by the People's Committee of the old Tan Yen district to organize the site clearance of Phuc Son Industrial Park. However, many households did not agree with the compensation plan and offered a higher price than the law. Many households previously arbitrarily transferred the land use purpose, but did not complete legal procedures; consolidated and exchanged fields but did not issue red books, so the origin of the land was unclear, taking a lot of time to verify; not to mention that there were cases where permanent structures were built on public land; and there were no representatives for inheritance... leading to difficulties in completing the compensation plan.

Determined to remove obstacles

With the determination to soon have a site to welcome investors, implementing the direction of the province, the People's Committee of the former Tan Yen district and now the People's Committee of Quang Trung commune has developed a plan to clear the site of Phuc Son Industrial Park and considers this a key task of the year. Accordingly, the locality has established a site clearance team, launched a peak period of site clearance. Strengthening the force, assigning experienced officers to closely follow the area in the villages to closely monitor the situation. Every week, the site clearance team meets to review the work, grasp the difficulties and problems related to each case to have timely solutions; at the same time, strengthening propaganda work to each household...

To gain the people's consensus, the staff of the Tan Yen Land Fund Development Center Branch and the commune staff directly participated in the site clearance, regardless of the sun or rain, going to each house to mobilize. For cases where the origin of the land is unknown, the Tan Yen Land Fund Development Center Branch together with the communes and villages reviewed the relevant records and documents and held meetings with the people to verify the land plot information. In cases where legal procedures have not been carried out, when transferring land, they are guided to complete the records in accordance with the regulations between the transfer parties, ensuring compensation conditions.

With that approach, the difficulties in site clearance of Phuc Son Industrial Park were gradually overcome. People agreed and handed over the site to the investor. For example, Mr. Nguyen Van Huynh's family in Cham village is one of the households with a large area of recovered land. Initially, because he did not fully understand the policy, his family was still concerned about the compensation price. After being informed by officials and clearly explained the benefits when the project was implemented in the locality, Mr. Huynh agreed to hand over 2 plots of land with an area of over 1,000 ^m2 and received more than 400 million VND in compensation.

Up to now, the area cleared for phase 1 of the project has reached 68/70 hectares as planned. Mr. Nguyen Van Tuan, Vice Chairman of Quang Trung Commune People's Committee, said that the locality has completed the procedures and is proposing the Provincial People's Committee to lease land to the investor to build infrastructure and attract secondary investors soon. For the remaining area, Quang Trung Commune People's Committee is coordinating with the Land Fund Center to continue to remove obstacles, striving to clear the entire area of phase 1 by the end of this year.
