Since July 21, due to the impact of storm No. 3 combined with the strong tropical convergence zone, the western region of Nghe An has been suffering from prolonged heavy rain and flooding. Heavy rain concentrated in the western communes (formerly in the districts of Ky Son, Tuong Duong, Con Cuong, Anh Son), has caused the water level on the rivers to rise, causing flooding in many residential areas, cutting off traffic and posing a potential risk to the safety of the dam.

Faced with unusual weather conditions, since the morning of July 22, Khe Bo Hydropower Plant has closely monitored hydrological reports and coordinated closely with relevant authorities. At 2:00 p.m. on July 22, the plant began operating the reservoir, discharging water through the generator and spillway with a flow rate of 500 m³/s to 2,000 m³/s. The flood discharge was carried out in accordance with the single reservoir and inter-reservoir operation procedures on the Ca River basin, to ensure the safety of the project and create flood prevention capacity.

However, prolonged heavy rains and rapidly increasing water flow into the lake caused the lake water level to continue to rise. By July 23, there was a time when the water flow into the lake had reached 7,402 m³/s. The high water pressure required urgent on-site response to minimize the risk of flooding in the factory area. The Disaster Prevention and Control Command at the factory urgently deployed a shock team, organized the plugging of cable holes and technical ditches with sandbags, ensuring that water did not overflow into key items.

Upon receiving information about the flood situation and large discharge at the Factory, on the night of July 22, the Company's Board of Directors and leaders of relevant professional departments traveled from Hanoi to Khe Bo to directly inspect, grasp the situation and direct response work. The journey lasted nearly 9 hours due to many flooded and cut-off roads. Despite the harsh weather and traffic disruptions, the working group still made efforts to approach the factory in safe conditions to coordinate with on-site forces to come up with flexible operating plans, closely following the reality of floods and rains.

Strengthening leadership and direct direction at the scene demonstrates a high sense of responsibility and determination in response work, while creating conditions for making operational decisions close to actual developments, ensuring that operations are tightly controlled in all situations.
Mr. Nguyen Anh Tuan - General Director of Vietnam Electricity Development Joint Stock Company said: Currently, the equipment system at Khe Bo Hydropower Plant is still operating stably, ensuring continuous data transmission for operational work. However, the weather situation is still unpredictable, especially when dangerous climate patterns are still maintained in the Central region.

The on-duty forces at the plant continue to maintain a 24/7 working regime, regularly updating the lake water level, water flow, and rainfall in the upstream area. Technical teams are assigned to periodically check the status of cable ditches, drainage lines, valve gates, and related items to promptly detect and handle any problems that may arise.
"In addition to ensuring safe operation, the unit also closely coordinates with local authorities and functional units, preparing plans to evacuate residents, ensuring safety for people and property in downstream areas, and minimizing damage caused by floods," Mr. Tuan emphasized.
