On August 11, Phu Tho Provincial Police informed that recently, the Economic Police Department presided over and coordinated with relevant units to inspect the production facility of MQ Food Company Limited (formerly Cuong Huong Company Limited), directed by Vu Thi Huong (residing in Vinh Hung commune, Phu Tho province).

During the inspection, the police discovered 3 cold storages containing 30 tons of buffalo meat, fresh pork and 1 ton of fresh sausage; and 1 finished product storage warehouse containing 3 tons of dried buffalo meat and 3.4 tons of packaged dried pork. At the time of inspection, the facility could not present documents proving the origin of the above foods.
Expanding the inspection at the food production facility of Vu Thi Hien (Vu Thi Huong's sister) in Vinh Hung commune, the police discovered an additional 300kg of dried meat being packaged, along with 2 vacuum machines and many packages bearing the brand name of Cuong Huong Company Limited.

Initially, the police determined that all the raw materials were frozen buffalo and pork imported from India, most of which were of unknown origin and had no invoices or documents. During the inspection, some shipments in the cold storage gave off a foul odor.
In particular, to gain consumer trust, Huong established a "virtual" branch named Cuong Huong LLC (later renamed MQ Food LLC) located in the former Ha Giang City (now Tuyen Quang Province) and printed the words "Highland Specialty" on the product packaging.

In addition, Huong also bought HACCP certification (a system of hazard analysis and critical control points for food, recognized as a food safety quality management system worldwide ) printed on product packaging, and designed her own QR code to stick on the packaging, even though she had not registered with the competent authorities.
According to authorities, from 2020 to now, Huong has used more than 1,000 tons of frozen meat to produce about 400 tons of dried meat, earning more than 100 billion VND.
