Specifically, on August 31, the People's Committee of Quang Ngai province issued Decision No. 61/VB-UBND on supplementing a budget of more than VND 213 billion for communes, wards, and special zones in the province to give gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2; in which the additional central budget with the target in Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister is more than VND 212 billion, the rest will be matched by the Provincial People's Committee from the provincial budget reserve in 2025.

The province requires communes, wards, and special zones to closely coordinate with commune-level police and related units according to their assigned functions and tasks and management areas to urgently organize the implementation of gift distribution to people and must complete it by September 1 according to the instructions of the Ministry of Finance ; ensure the right progress, publicity, transparency, and right subjects, and avoid loss, waste, and negativity.
Ms. Vu Thi Kim Loan, Vice Chairwoman of Nghia Hanh Commune People's Committee, said that after receiving information from the Provincial People's Committee, the locality held an urgent meeting and decided to immediately establish 15 gift-giving teams. The commune's officials and civil servants also temporarily put aside their personal matters, ready for the common good; divided into many small groups to go to each village to give gifts to the people.
According to statistics, the whole commune has more than 7,000 households with more than 29,000 people benefiting from this policy. On the afternoon of August 31, the commune paid in advance to people in Phu Binh Dong and Dai An Dong 2 villages as well as transferred money to 1,388 registered cases through linking social security accounts on VNeID. For the elderly who are lonely, sick, or have difficulty traveling, the locality will assign a gift-giving team to their homes to give money, determined to complete before 5:00 p.m. the same day. "The payment to people in the remaining 13 villages will take place on September 1, and must be completed by 9:00 p.m. at the latest, so that no one is left behind," said Ms. Loan.
l On the afternoon of August 31, the People's Committee of Quy Nhon Nam Ward (Gia Lai Province) simultaneously opened 3 gift distribution points at the headquarters: the Ward People's Committee (No. 146 Can Vuong Street), the Ward Party Committee (No. 70 Han Mac Tu Street) and the Ward Police (No. 121 Tay Son Street). Each person received 100,000 VND from the Central budget allocation.
At the ward People's Committee headquarters, from early afternoon, the campus was crowded with people waiting to complete procedures. The reception desks were scientifically arranged, the police and militia forces were on duty to support order maintenance, guide people to fill in information, and check the list.
Ms. Nguyen Thi Thuy Hien (59 years old, residing in residential group 7, Quy Nhon Nam ward) shared: “This is the first time I have received a gift on Independence Day. Although the amount is not large, it is the timely care and encouragement of the State for the people, especially the poor workers. I am very touched and grateful”.
Some elderly and disabled people were directly assisted by ward officials in completing procedures and receiving money. Mr. Nguyen Van Thanh (72 years old) said: “The officials were very enthusiastic and attentive. We did not have to wait long, and the procedures were quick and easy.”
According to Ms. Nguyen Thi Bich Hoa - Chairwoman of Quy Nhon Nam Ward People's Committee, due to the large number of people coming to receive the handouts at the same time, some problems arose in the initial implementation. "The ward promptly arranged additional distribution tables, mobilized staff and functional forces to work during the holidays to resolve the issue quickly, not making people wait too long" - Ms. Hoa said.
Previously, on the night of August 30, the Gia Lai Provincial Department of Finance completed the transfer of more than VND355 billion in National Day gifts on September 2 to the accounts of 135 communes, wards and towns in the province. This is the central budget allocated to spend on about 3.55 million people in the area. According to the Department of Finance, the payment was made from August 31 and completed before the September 2 holiday to ensure that all people receive timely benefits.
The atmosphere at the payment points showed the excitement and consensus of the people. The giving of gifts on Independence Day this year is both a gesture of gratitude and contributes to strengthening the people's trust in the care of the Party, State and Government.
