Document No. 596 dated July 23, 2025 on implementing the cooperation and skills testing plan between the Ministry of Home Affairs of Vietnam and the Ministry of Employment and Labor of Korea, the Cooperation Program to send Vietnamese workers to Korea to work (referred to as the EPS Program) reiterated this condition.

Also according to the announcement of the Overseas Labor Center, in 2025, Korea will recruit 1,600 workers from Vietnam to work as fishermen and citizens in coastal/coastal communes and wards.
In addition to the permanent residence requirement, candidates must pass the Korean language test with a score of 60 or higher to receive their application. The recruitment exam will be held in 2 rounds from September 30 to November 12, 2025 at the latest; successful candidates will be selected based on their test scores from top to bottom until the quota is filled.

Mr. Tran Huu Thuong - Deputy Director of the Employment Service Center, Nghe An Department of Home Affairs said: After 3 days of receiving registration documents, from August 13 to 15, the whole province only had 428 students from 10 coastal/coastal communes of Nghe An province registered, about 30% compared to before.

In addition to the cooperation activities of sending workers to Korea to work as fishermen, the Provincial Employment Service Center is currently implementing the EPS Cooperation Program to send Vietnamese workers to Korea in the fields of agriculture, manufacturing, mechanical engineering, etc. The target is for the remaining districts and towns. However, compared to previous years, the recruitment target has decreased.

Results of the first round of recruitment exam in 2025, only nearly 500 workers out of a total of nearly 5,000 Nghe An workers registered to take the exam passed.
Also according to the Provincial Employment Service Center, the peak period is 2021 - 2022, each year Nghe An has nearly 6,000 workers going to Korea to work.
