The standards for being called up for military service
Article 4 of the 2015 Law on Military Service states that military service is the honorable duty of citizens serving in the People's Army. Performing military service includes serving on active duty and serving in the People's Army reserve.
At the same time, Article 31 of the 2015 Law on Military Service also stipulates that citizens are called to join the army when they meet the following criteria:
- Have a clear background;
- Strictly comply with the Party's guidelines and policies and the State's policies and laws;
- Have enough health to serve in the army according to regulations;
- Have appropriate cultural level.
In particular, regarding cultural standards, according to Clause 4, Article 4, Circular 148/2018/TT-BQP, citizens with a cultural level of grade 8 or higher will be selected and called for military service, from high to low. Localities with difficulties in meeting military recruitment targets will report to competent authorities for consideration and decision to select citizens with a cultural level of grade 7.
Regarding health standards, Circular 148/2018/TT-BQP also clearly states that health must be of type 1, 2, 3 according to the provisions of Joint Circular No. 16/2016/TTLT-BYT-BQP. Citizens with health of type 3, myopia of 1.5 diopters or more, farsightedness at various levels, drug addiction, HIV infection, AIDS will not be called up for military service.

According to Article 30 of the 2015 Law on Military Service, the age for military service is from 18 to 25 years old.
In the case of male citizens with college or university degrees who have been temporarily deferred from military service, the age for military service is until the age of 27.

Some cases of temporary deferment of military service
Article 41 of the Law on Military Service and Circular 148/2018/TT-BQP stipulates a number of cases of temporary postponement of military service:
a) Not healthy enough to serve in the army according to the conclusion of the Health Examination Council.
b) Being the sole worker who must directly support relatives who are no longer able to work or have not reached working age; in a family that has suffered serious damage to people and property due to accidents, natural disasters, or dangerous epidemics as confirmed by the People's Committee of the commune, ward, or town (hereinafter referred to as the commune level).
c) A child of a war invalid or a person infected with Agent Orange whose working capacity is reduced from 61% to 80%.
d) Having a brother, sister or sibling who is a non-commissioned officer or soldier serving in the army; a non-commissioned officer or soldier performing duty in the People's Public Security.
d) People who are subject to migration or resettlement in the first 3 years to extremely disadvantaged communes under the State's socio -economic development project decided by the People's Committee of the provincial level or higher.
e) Cadres, civil servants, public employees, and youth volunteers mobilized to work in areas with particularly difficult socio-economic conditions according to the provisions of law.
g) Currently studying at a generaleducation institution; currently receiving full-time university training at a university, full-time college training at a vocational education institution during a training course of a training level.

The following citizens are exempt from military service:
a) Children of martyrs, children of first-class disabled soldiers.
b) A brother or a younger brother of a martyr.
c) One child of a second-class disabled veteran; one child of a sick soldier with a reduced working capacity of 81% or more; one child of a person infected with Agent Orange with a reduced working capacity of 81% or more.
d) People doing key work are not soldiers or People's Police.
d) Cadres, civil servants, public employees, and youth volunteers mobilized to work in areas with especially difficult socio-economic conditions as prescribed by law for 24 months or more.
