Continuing the program of the 9th Session of the 15th National Assembly, on the afternoon of June 13, the National Assembly discussed in the hall the Draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
Participating in the discussion, delegate Duong Khac Mai, Deputy Head of the specialized delegation, Dak Nong National Assembly Delegation, agreed and highly appreciated the great efforts of the Drafting Committee to amend and supplement a number of articles of the 2013 Constitution and recognized that, in a very short time, urgently in the context of implementing the revolution to streamline the organization and apparatus in the political system under the direction of the Central Party, a very large amount of work has been completed, including collecting opinions from all walks of life on amending and supplementing a number of articles of the 2013 Constitution.
Consulting the opinions of all classes of people ensures constitutionality and is a broad political activity among all classes of people, creating deep consensus in society, mobilizing the intelligence of all classes of people in participating in amending the fundamental law, the original law, the main law, and the orientation in the legal system of the Socialist Republic of Vietnam.
Regarding the content of the draft resolution, delegate Duong Khac Mai agreed with the name of the Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam; basically agreed with the structure and content of the draft resolution, which fully, clearly, comprehensively, and comprehensively demonstrated the strategic vision and met the urgent requirements in the country's development practice in the new era.
However, the delegate proposed to add the authority of the People's Council delegate to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy at the local level in Clause 8, Article 1 of the draft resolution (Clause 2, Article 115 of the current Constitution). Because in practice, questioning has been proven to be the most effective form of supervision, conveying voters' opinions directly and quickly to the person being questioned.
Regarding the effective date, delegate Duong Khac Mai highly agreed that the resolution will take effect immediately after the National Assembly votes to pass it, to create a solid foundation for the implementation of urgent tasks in the implementation of the political apparatus rearrangement revolution, with the important highlight being the implementation of a two-level local government, eliminating the intermediate level, to ensure the construction of a government with an administrative system close to the people, serving the people well. The resolution taking effect sooner every day will contribute to quickly overcoming current difficulties and obstacles, ensuring consistency from the Party's policies to the State's laws; creating motivation for the whole society from the people to businesses to actively participate in the cause of building a strong country. And this also demonstrates the implementation of Uncle Ho's teaching "Whatever is beneficial to the people must be done with all our might" and also demonstrates the viewpoint of our Party throughout the revolutionary process of building Socialism and increasingly deep international integration.
