Prime Minister Pham Minh Chinh has just signed and issued Resolution No. 205/NQ-CP on the regular Government meeting in June 2025 and the Government's online conference with localities.
According to the Resolution, on the socio-economic situation in June, the second quarter and the first 6 months of 2025; directions, tasks and key solutions in July, the third quarter and the last 6 months of 2025, the outstanding results: The Government unanimously assessed: in June, the second quarter and the first 6 months of 2025, the world situation continued to have many new, rapid, complicated and unpredictable developments; geopolitical tensions and military conflicts continued to escalate in a number of countries and regions; strategic competition between major countries became increasingly fierce; the trade war has not ended, the US tariff policy is constantly changing, deeply affecting the global investment and business environment, and the world economic growth outlook is declining.
Domestically, under the centralized and unified leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary To Lam; the close and effective coordination and support of the National Assembly; the participation of the entire political system; the consensus and active participation of the people and the business community; the support and assistance of international friends; the Government, the Prime Minister, all levels, sectors and localities have closely followed the Party's policies and the State's laws; closely monitored and grasped the situation, directed and operated resolutely, synchronously, effectively, with a focus on key tasks and solutions in all fields; focused on handling increasingly frequent and demanding tasks, while paying attention to solving outstanding and long-standing issues and flexibly and effectively responding and adapting to urgent and sudden issues that arise; Excellently completed the tasks of the first 6 months of 2025 under the authority assigned by the Party, State and people, with a very large, complicated and unprecedented amount of work in a very short time, especially the implementation of the revolution in organizational apparatus, implementing 2-level local government.
In the first 6 months of 2025, the Government and the Prime Minister issued 203 legal documents, 3,440 directive and administrative documents; organized 1,167 conferences, meetings, working sessions and business trips to localities and establishments; many policies and solutions have been effective.
Socio-economic situation in the first 6 months of 2025 achieved many important results
Thanks to that, the socio-economic situation in June and the first 6 months of 2025 achieved many important results in most areas, continuing the positive trend, with each month being better than the previous month, each quarter being higher than the previous quarter, and the first 6 months of this year being higher than the same period last year, a bright spot in global economic growth.
The macro economy is basically stable, inflation is controlled, growth is promoted, and major economic balances are ensured.
Gross domestic product (GDP) in the second quarter is estimated at 7.96% over the same period, and 7.52% in the first 6 months, basically achieving the 7.6% growth scenario stated in Resolution No. 154/NQ-CP, the highest level in the 2011-2025 period, the highest forecast in ASEAN and among the world's leading groups.
There are 17/34 localities after the merger with growth of over 8%; in which, localities achieving growth rates of approximately double digits or more such as Quang Ngai, Hai Phong, Quang Ninh, Ninh Binh, Bac Ninh, Phu Tho, Da Nang.
The average consumer price index (CPI) for the first 6 months increased by 3.27% over the same period. The monetary market was basically stable, and lending interest rates continued to decline.
State budget revenue in the first 6 months was equal to 67.7% of the estimate, up 28.3% over the same period last year in the context of exemption, reduction, and extension of taxes, fees, charges, and land rents of about 107.7 trillion VND.
Thoroughly save on regular expenditures, meet the tasks of spending on socio-economic development, national defense, security, implement regimes and policies for cadres, civil servants, public employees, workers and armed forces when arranging the apparatus, paying due debts, and social security policies according to regulations. Deficit, public debt, government debt, and national foreign debt are well controlled.

Total import-export turnover, export and import of goods in June increased sharply compared to the same period, reaching 18.1%, 16.3%, 20.2% respectively; in the first 6 months, export increased by 14.4%, trade surplus is estimated at 7.63 billion USD.
Disbursement of public investment capital accelerated; estimated disbursement by the end of June was VND268.1 trillion, reaching 32.46% of the plan assigned by the Prime Minister, 4.26% higher than the same period in terms of ratio, about VND80 trillion in absolute terms.
The implementation of key national projects and works continues to be accelerated. In June, 6 more North-South Expressway component projects in the East were put into operation, bringing the total length of expressways put into operation nationwide to 2,268km.
Major sectors and fields of the economy grew positively. Industry maintained stable growth; the industrial production index (IIP) in June increased by 10.8% over the same period last year, and the total for the first 6 months increased by 9.2%, the highest since 2020; many localities had high IIP growth such as Phu Tho, Ninh Binh, Bac Giang, Quang Ngai...; energy security was ensured. The agricultural sector developed well, meeting consumption and export needs, ensuring food security.
The trade and service sector grew strongly; total retail sales of goods and consumer service revenue increased by 8.3% in June, and by 9.3% in the first 6 months compared to the same period last year. Tourism continued to be a bright spot; international arrivals to Vietnam in the first 6 months reached nearly 10.7 million, up 20.7% over the same period last year.
In June, more than 24,400 enterprises were newly established, up 60.5% over the same period; the number of enterprises returning to operation reached nearly 14,400 enterprises, up 91.1%; in the first 6 months, more than 152,700 enterprises were newly established and returned to operation, up 26.5% over the same period.
Total social investment capital in the first 6 months increased by 9.8%; total registered foreign direct investment (FDI) capital reached over 21.5 billion USD, up 32.6%, realized FDI capital reached over 11.7 billion USD, up 8.1% over the same period.
Many international organizations continue to positively assess the direction and administration of the Government and the Prime Minister and forecast optimistically about our country's economic growth.
Social security work has been carried out fully, promptly, publicly and transparently. In total, in the past 6 months, the Government has supported more than 10,300 tons of rice for people during the Lunar New Year and the crop gap; social policy credit programs have supported loans for over 1.3 million beneficiaries.
All levels, sectors and localities have supported the elimination of temporary and dilapidated houses with a number of 263,843 houses, reaching 94.7% of the plan, of which 224,854 houses were inaugurated and 37,989 houses are under construction. People's lives continue to improve, the rate of households assessed to have income in the month remains unchanged and increases compared to the same period last year to 96.6%, up 1% over the same period.
Cultural and social fields continue to receive attention. All levels, sectors and localities have organized many unique and meaningful cultural and artistic activities to celebrate the 100th anniversary of Vietnam Revolutionary Press Day, the 110th birthday of General Secretary Nguyen Van Linh...; actively prepared the exhibition "80 years of the Journey of Independence - Freedom - Happiness", celebrating the 80th anniversary of National Day September 2. All levels and sectors proactively and actively organized emulation congresses, creating an exciting atmosphere to achieve achievements to welcome the 11th National Patriotic Emulation Congress and Party Congresses at all levels, towards the 14th National Congress of the Party. Successfully organized the National High School Graduation Exam in 2025.
Effectively carry out medical examination and treatment, disease prevention, especially infectious diseases, which are common in hot weather; improve the quality of medical services, ensure medicines and medical supplies.
The work of reorganizing administrative units at all levels and building a two-level local government model has been carried out vigorously, closely following the direction of the Central Committee, the Politburo, the Secretariat, the General Secretary, the National Assembly, and the National Assembly Standing Committee. The Government has issued 28 Decrees on decentralization, delegation of power, and assignment of authority; the Prime Minister has chaired a National Conference to direct and guide the professional and technical aspects of the (new) commune level.
On June 30, 2025, all 34/34 localities simultaneously held a ceremony to announce the Resolutions and decisions of the Central and local governments on the arrangement of provincial and communal administrative units, the establishment of provincial and municipal party committees and local leadership personnel to officially operate from July 1, 2025, marking a new development stage of the state administrative apparatus and a synchronous, streamlined, effective, efficient, and closer-to-the-people political system.

The new organizational model has initially operated stably, administrative procedures are processed quickly without interruption, creating a positive premise for continuing to perfect the model in the coming time.
The work of building and perfecting institutions and laws, reforming administrative procedures, improving the business environment, and national digital transformation has been strongly promoted. The Government and the Prime Minister have focused on leading and directing ministries and ministerial-level agencies to proactively prepare and complete more than 40 draft laws and resolutions in a very short time, with a large and complicated workload to promptly institutionalize the Party's policies and guidelines on arranging and organizing the apparatus of the political system in conjunction with amending and supplementing the 2013 Constitution and immediately removing obstacles and difficulties caused by laws; submitting to the 9th Session of the 15th National Assembly for approval of 38 laws and resolutions, giving opinions on 4 laws, the largest number of laws and resolutions ever at a single session.
The response to the US's tariff and trade policy adjustments was implemented promptly and effectively and achieved important progress; the two negotiating delegations of the two countries agreed on the Vietnam-US Joint Statement on the framework of the reciprocal, fair and balanced trade agreement; General Secretary To Lam had a phone call with US President Donald Trump, affirming the comprehensive strategic partnership between the two countries, creating trust and expectations for businesses.
Political stability, independence, and national sovereignty are maintained; national defense and security potential is enhanced. Forces strictly maintain combat readiness, handle emerging situations, avoid being passive or surprised; absolutely ensure the safety of the country's political and cultural events.
The work of preventing and combating corruption, negativity, practicing thrift, and combating waste has been focused on; the peak month of fighting, preventing, and repelling smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights has been effectively implemented.
Information and communication were promoted, especially policy communication; the fight against and prevention of bad and toxic information was intensified and violations were strictly handled. Foreign affairs and economic diplomacy were effectively carried out; high-level foreign affairs activities of Party and State leaders were carefully and successfully organized, contributing to consolidating and enhancing Vietnam's position and prestige in the international arena.
Existence, limitation
In addition to the basic achievements, our economy still has limitations and shortcomings and continues to face many difficulties and challenges. Macroeconomic stability still has potential risks, and pressure on exchange rates and interest rates is still high.
Export markets were affected, orders decreased; the purchasing managers' index (PMI) in June reached only 48.9 points (the third consecutive month below 50 points). Domestic consumption, although growing positively, has not yet made a breakthrough. Private investment, although recovering, is not yet stable.
Investment in science and technology development is still slow; new industries and fields such as digital economy, green economy, artificial intelligence, semiconductor chips... have not seen clear changes.
The work of perfecting institutions and laws has been given attention and direction, but there are still some legal regulations and administrative procedures in some areas that are contradictory, complicated and have not been amended in a timely manner. The lives of a part of the population are still difficult, especially in remote areas, ethnic minority areas, border areas, islands...
Natural disasters, storms, floods, and extreme weather are developing abnormally. Security and order in some areas, traffic accidents, fires, explosions, high-tech crimes, and online fraud still have potential complications.
Lessons learned
The Government basically agrees with the lessons learned according to the report of the Ministry of Finance, the opinions at the Conference and emphasizes the following lessons: It is necessary to closely follow the Party's guidelines and policies and the State's laws to concretize them into specific programs and implementation plans, ensuring clear people, clear work, clear time, clear responsibilities, clear products, and clear authority.

Strengthen solidarity, unity, and mobilize the maximum strength of the political system and the entire population in performing tasks; take the people as the center, focus on removing barriers and bottlenecks, resolutely cut administrative procedures, and create a favorable business environment.
Proactively grasp the situation, respond to policies promptly, quickly, flexibly, have a long-term vision, think deeply and do big things, be decisive and courageous in handling arising problems, resolve disadvantages, ensure harmony in the short term and sustainable development in the medium and long term; resolutely not back down in the face of difficulties, steadfastly pursue the set goals, have higher determination, greater efforts, more drastic actions, stick to reality, and use reality as a measure.
Promote decentralization, delegation of authority, individualization of responsibility, promote the role of leaders, enhance initiative and creativity; combine direction with inspection and supervision, promptly resolve difficulties and problems, and promptly encourage, reward and discipline.
Do a good job of information and communication, creating motivation, trust and social consensus.
Main tasks and solutions in the coming time
In the coming time, the world situation is forecast to continue to develop in a complex and unpredictable manner; difficulties and challenges will outweigh opportunities and advantages, creating pressure on the direction and management of socio-economic development.
In that situation, the Government and the Prime Minister request Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to promote the spirit of responsibility, solidarity, unity, and solidarity, focus on thoroughly grasping and implementing more synchronously, comprehensively, and effectively the Resolutions, Conclusions, and directions of the Central Committee, the Politburo, the Secretariat, the General Secretary and key leaders, the National Assembly, the Government, and the Prime Minister; take advantage of opportunities and advantages, especially the effectiveness of newly issued policies and solutions and the officially operating 2-level local government model, as a basis for exploiting new development space, promoting growth in the third quarter and 2025; make the greatest efforts, striving to successfully complete the socio-economic development targets for 2025, especially the annual growth rate of 8% or more; in which the following contents are focused:
Effectively implement the Politburo's Resolutions on: science and technology, innovation, national digital transformation; law making and enforcement; international integration; private economic development.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, focus on directing the implementation of key tasks and solutions, completing tasks with specific deadlines in 2025 assigned by the Government and the Prime Minister in the Action Programs to implement the 04 Resolutions of the "strategic quartet" of the Politburo; strengthen urging and inspecting the implementation; periodically review, summarize and evaluate; report to the Prime Minister for consideration and decision on issues beyond their authority.
The Ministry of Science and Technology shall preside over and coordinate with agencies and localities to urgently complete the Project on developing and utilizing talents and high-quality human resources, especially leading experts to serve the development of science, technology, innovation and national digital transformation, and submit it to the Prime Minister in September 2025.
The Ministry of Justice shall preside over and coordinate with relevant agencies and localities to urgently complete and submit to the Government for promulgation a Decree guiding the implementation of Resolution No. 197/2025/QH15 of the National Assembly on a number of special mechanisms and policies to create breakthroughs in the development and organization of law enforcement.
The Ministry of Foreign Affairs shall preside over and coordinate with agencies and localities to organize and implement a program to widely disseminate Resolution No. 59-NQ/TW and the Party and State's guidelines and policies on international integration.
The Ministry of Finance shall preside over the synthesis of the implementation of Resolution No. 68-NQ/TW by ministries, branches and localities, and propose specific solutions and recommendations to the National Steering Committee to promote more effective implementation of this Resolution.
The Ministry of Home Affairs and the Ministry of Education and Training, according to their functions, tasks and powers, shall research and develop mechanisms and policies to attract human resources, science and technology talents, and innovation at home and abroad; submit to the Government in July 2025 a decree on scholarship policies for students in basic sciences, key engineering and strategic technologies.
Actively, urgently, proactively, and focus resources on perfecting institutions and laws associated with the arrangement of administrative units at all levels and the organization of two-level local governments, ensuring smoothness and efficiency.
Ministries, agencies, and localities, according to their assigned functions, tasks, and powers: Continue to review, implement the arrangement, and complete the organizational structure of the political system in 2025 according to Resolution No. 18-NQ/TW, Conclusions No. 121-KL/TW, 126-KL/TW, 167-KL/TW, and 169-KL/TW of the Central Executive Committee, the Politburo, and the Secretariat; ensure the operation of the two-level local government is interconnected, unified, effective, and efficient; identify this as one of the key tasks in the last 6 months of 2025.
Review, issue within authority or submit to competent authorities for amendment, supplementation or new issuance of legal documents in line with the effective date of the amended 2013 Constitution; promptly issue documents detailing and guiding the implementation of laws and resolutions passed by the National Assembly at the 9th Session related to the organization of two-level local governments.
Closely monitor the activities of local governments at two levels, the implementation of 28 decrees on decentralization, delegation of power, and assignment of authority to promptly remove obstacles, urgently overcome the problems of some villages and communes without electricity and telephone signals, ensure the apparatus operates smoothly, effectively and efficiently, without work interruptions, without leaving vacant areas or fields or affecting the normal operations of agencies, organizations, production and business activities of enterprises and people's lives.
Timely resolve the regime and policies for cadres, civil servants, public employees, workers and armed forces according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government and the tasks of implementing the arrangement of administrative units and 2-level local authorities.
Implement the Resolution of the National Assembly and the Decisions of the Prime Minister on the 2025 state budget revenue and expenditure estimates according to the new administrative units. Review, arrange, and use office buildings, vehicles, public assets, finances, and working conditions after the arrangement, ensuring proper purposes, savings, and no loss or waste; purchase additional assets and equipment (if lacking) in accordance with standards, norms, and legal regulations.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to complete and submit to the Government for promulgation Decrees stipulating: functions, tasks, powers and organizational structure of ministries and ministerial-level agencies (replacing Decree No. 123/2016/ND-CP dated September 1, 2016 and related decrees).
The Ministry of Finance shall fully and promptly allocate funds to pay for regimes and policies according to Decree No. 178/2024/CD-CP and Decree No. 67/2025/CD-CP of the Government; synthesize reports to competent authorities to supplement the state budget expenditure estimates for ministries and central agencies, and supplement targeted funds from the central budget for localities lacking resources.
The Ministry of Justice advises the Government and the Prime Minister to effectively implement the legislative program of the National Assembly and the National Assembly Standing Committee in 2025; and prepares the Government's proposal on the legislative program in 2026.
Promote growth associated with macroeconomic stability, control inflation, ensure major balances of the economy; strive for growth of 8% or more in 2025
Ministries, agencies and localities according to assigned functions, tasks and powers:
Closely monitor price and market developments to avoid shortages, supply disruptions, and sudden price increases, especially for food, foodstuffs, construction materials, housing, agricultural supplies, textbooks, etc.; strictly handle violations of the law on prices, speculation, hoarding, price manipulation.
Review and have specific solutions to promote and renew traditional growth drivers (investment, consumption, export), strongly promote new growth drivers from digital transformation, high-tech application, green transformation, green economy, circular economy, sharing economy, large-scale projects with strong spillover effects, transport infrastructure projects, healthcare, education, and high value-added sectors.
The Ministry of Finance shall preside over and coordinate with agencies and localities: Proactively and urgently coordinate with agencies, localities and the Policy Advisory Council, based on forecasts of the world and domestic situation, experience over the past 4 years (especially growth practices in the 3rd and 4th quarters), develop economic growth scenarios and key targets, targets, tasks and management solutions for the 3rd and 4th quarters of 2025, clearly identifying the room for growth drivers, adjusting the 2025 growth target of localities according to the new administrative units, ensuring the growth target for the whole year of 2025 reaches 8% or more; report to the Government in July 2025.
Closely monitor price developments and regularly update inflation scenarios to have appropriate price management solutions.
Continue to promote the modernization of tax administration, expand the collection base; resolutely prevent smuggling, trade fraud, and counterfeit goods; strengthen the management of state budget revenue for e-commerce, digital economy, cross-border business, food services, revenue from land, resources, minerals, and revenue from households and individual businesses... strive to increase state budget revenue by 2025 by 20% compared to the estimate.
The State Bank of Vietnam continues to closely monitor the international and domestic situation, proactively, flexibly, promptly and effectively manage monetary policy tools; manage exchange rates and interest rates synchronously, harmoniously and reasonably; strive to reduce lending interest rates; direct credit institutions to direct credit to production and business sectors, priority sectors and growth drivers.
Urgently consider removing administrative tools in credit growth management; transfer credit growth management to market mechanisms and risk assessment of each credit institution, develop a set of criteria for credit safety control; complete in July 2025 in accordance with the direction of the Prime Minister in Official Dispatch No. 104/CD-TTg dated July 6, 2025.
The Ministries of Construction, Science and Technology, Agriculture and Environment closely coordinate with the State Bank of Vietnam to continue to promote the implementation of credit programs under the direction of the Government and the Prime Minister, such as the Credit Program for young people under 35 years old to buy social housing, the VND 500,000 billion credit program for enterprises investing in infrastructure and digital technology; the credit program to support the linkage of production, processing and consumption of high-quality and low-emission rice products in the Mekong Delta.
Focus on promoting disbursement of public investment capital, especially important national projects and key transport sector projects; mobilize and effectively use resources.

Ministries, agencies and localities, according to their assigned functions, tasks and powers: Strictly implement legal regulations and instructions of the Government and Prime Minister on the allocation and disbursement of public investment capital in 2025. Assign monthly capital disbursement targets to each investor; regularly review, urge, and resolve according to authority or report to competent authorities to handle difficulties and problems arising in each project. Timely adjust capital from projects with slow disbursement or no disbursement capacity to projects with good disbursement and need for additional capital; determined to disburse 100% of the plan assigned by the Prime Minister.
Accelerate, focus on building, implementing, and mobilizing total social investment by 2025 to increase by 11-12% compared to 2024.
Further promote the effectiveness of Steering Committee 751 in resolving difficulties and obstacles for projects and Steering Committees and Working Groups of the Government and the Prime Minister to inspect, work with localities, urge, remove difficulties, promote disbursement of public investment capital, promote production and business, infrastructure construction and import and export.
Urgently review projects and works that are eligible to start construction or be inaugurated on August 19, 2025 on the occasion of the 80th anniversary of the August Revolution and National Day September 2, and send them to the Ministry of Construction before July 15, 2025.
Regarding the allocation and disbursement of public investment capital, 34 localities urgently reviewed and proposed adjustments to the medium-term public investment plan of state budget capital for the period 2021-2025 and 2025 of the localities after the merger; accordingly, complete the adjustment of the local budget capital plan before July 20, 2025, for central budget capital, send it to the Ministry of Finance before July 15, 2025 for synthesis and reporting to competent authorities for consideration and decision.
The Ministry of Construction shall preside over and coordinate with agencies and localities to: Monitor the situation, price fluctuations, and supply of construction materials, propose solutions to stabilize the market, ensure a stable supply of construction materials, especially common construction materials (sand, embankment soil) for projects, avoid speculation, hoarding, causing sudden price increases, affecting the progress of construction projects; promptly report and propose specific response plans to the Government and the Prime Minister.
Strengthen monitoring, inspection and supervision of the implementation of projects managed by localities, promptly advise the Prime Minister on direction and operation, and meet the set schedule.
Promote industrial production, enhance trade promotion, ensure domestic supply and demand balance; boost exports; prevent and combat smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
Ministries, agencies and localities, according to their assigned functions, tasks and powers: Continue to review and adjust incentive mechanisms and policies on tax and credit, creating direct motivation for key processing and manufacturing industries (electronics, automobiles, machinery, textiles, footwear, etc.) to expand investment in production and business, create new production capacity, and ensure the supply of goods to meet the requirements of the domestic and export markets.
Implement trade promotion activities and distribute goods via digital platforms, support the provision of market information, and provide legal advice to businesses to open up the domestic market; promote the campaign "Vietnamese people prioritize using Vietnamese goods".
Fully implement the Prime Minister's direction at the conference reviewing the first 6 months of 2025 and summarizing the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; especially "declare uncompromising war" on fake drugs and fake food.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to: Urgently develop and promulgate the National Master Plan on Trade Promotion for the 2025-2030 period under the direction of the Prime Minister in Directive No. 18/CT-TTg dated June 18, 2025.
Coordinate with localities to direct the national market management force to strengthen inspection, control, and strictly handle individuals and businesses that trade in smuggled goods, produce and trade counterfeit goods (especially milk, medicine, and food), infringe intellectual property rights, and have unclear origins.
The Ministry of Public Security focuses on directing professional forces and local police to establish special projects, resolutely combat and strictly handle criminal acts, smuggling, trade fraud, production and trade of counterfeit goods, intellectual property infringement, etc.; promptly publicize results on mass media for general deterrence and prevention; coordinate with prosecution agencies to speed up the investigation, prosecution and trial of cases.

The Ministry of Agriculture and Environment shall preside over and coordinate with relevant agencies to complete the Summary Report of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period; report to competent authorities before July 15, 2025.
Focus on the fields of culture, health, education, labor and employment; proactively respond to and reduce damage caused by natural disasters, especially during the rainy and stormy season.

The Ministry of Home Affairs develops and completes documents detailing and guiding the implementation of the Law on Employment (amended) approved at the 9th Session of the 15th National Assembly.
Promote administrative procedure reform and national digital transformation; effectively handle difficulties and problems of backlogged projects; resolutely prevent and combat corruption, negativity and waste.

Ministries, agencies and localities, according to their assigned functions, tasks and powers: Continue to implement the tasks and solutions assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and the Prime Minister's directives on reviewing, reducing and simplifying administrative procedures related to production and business activities, implementing administrative procedures to ensure efficiency, smoothness and no interruption when rearranging administrative units and implementing the 2-level local government model.
Implement administrative procedures according to the one-stop and one-stop mechanism at the provincial and commune-level Public Administration Service Centers and the National Public Service Portal as prescribed in Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government. Propagate and guide people and businesses to carry out administrative procedures on mass media.
Research, reduce and simplify business processes for 324 administrative procedures that can use paper information integrated into VneID to replace required documents in the profile and 200 administrative procedures that can reuse digitized civil status data and land data, creating convenience for people in performing administrative procedures.

The Ministry of National Defense proactively does a good job of strategic research, grasps and closely forecasts the situation in the air, on the sea, on islands, at the border, inland, abroad, cyberspace, and military conflict hotspots in the world; promptly advises the Party and State on policies and countermeasures to handle situations, avoids being passive or surprised, especially on complex and sensitive issues related to independence, sovereignty, and borders, contributing to preventing the risk of conflict, maintaining a peaceful and stable environment for national construction and development.
The Ministry of Public Security shall preside over and coordinate with agencies and localities to effectively implement solutions to ensure security, political stability and national interests; absolutely protect the safety of key targets, projects, and important political, cultural and social events of the country; strive to reduce crimes and social order. Strengthen the work of ensuring traffic safety, preventing and fighting fires and explosions, and preventing and fighting drugs.
The Ministry of Foreign Affairs continues to preside over and coordinate with agencies and localities to effectively implement the 2025 High-Level Foreign Affairs Program and advise on adjustments and supplements in line with foreign policy requirements in the last 6 months of the year. Continue to deepen relations with neighboring countries, major countries, and important partners, stabilize, substantiate, sustain, and last, create new breakthroughs, and effectively resolve major issues arising in the relationship.
Strengthening information and communication, especially policy communication, to create social consensus
Ministries, agencies, localities, information and communication agencies, based on their assigned functions, tasks and authorities, strengthen communication of policies, internal and external activities of the Party and State leaders; the direction and administration of the Government and the Prime Minister; the spirit of solidarity, unanimity and efforts of the entire political system from the central to local levels in the cause of national construction and defense, especially the arrangement of administrative units, organization of two-level local governments, activities and events to celebrate the 80th anniversary of the August Revolution and National Day September 2, the 11th National Patriotic Emulation Congress, and Party Congresses at all levels towards the 14th National Congress of the Party.
Regarding the specific tasks of ministries, agencies and localities: Each ministry, agency and locality, according to its assigned functions, tasks and powers, must urgently organize and implement synchronously, resolutely and effectively, assigning tasks with the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear products, clear authority for the contents in the Appendix issued with this Resolution.

It requests ministries, agencies and localities to focus on implementing the tasks and solutions as proposed by the Ministry of Finance in the above Report.

The Government basically agrees with the draft Report reviewing the direction and administration of the Government and the Prime Minister in the first 6 months of 2025 in Submission No. 6143/TTr-VPCP dated July 3, 2025 of the Government Office. The Government Office is assigned to synthesize and absorb the opinions of Government members, delegates attending the meeting and the conclusions of the Prime Minister, complete and issue the Report to ministries, agencies and localities to serve the direction and administration work in the last 6 months of 2025.
On the results of implementing the Resolution on key tasks and solutions to improve the business environment and enhance national competitiveness in the first 6 months of 2025
The Government basically agrees with Report No. 308/BC-BTC dated July 2, 2025 of the Ministry of Finance on the situation and results of the first 6 months of the implementation of Resolution No. 02/NQ-CP dated January 8, 2025 on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2025; requesting ministries, agencies and localities to focus resources, strengthen guidance, monitoring, urging, inspecting and evaluating the implementation results of ministries, branches, localities, relevant agencies and organizations for 15 specific targets assigned in Resolution No. 154/NQ-CP dated May 31, 2025 and Resolution No. 02/NQ-CP dated January 8, 2025 of the Government.
Regarding reporting to the Government as prescribed in Clause 4, Article 3 of the Government's Working Regulations
Implementing the Government's Working Regulations, at the Meeting, the Ministry of Finance reported on the content of receiving, explaining, and revising the draft Resolution on value added tax reduction; reported on receiving, explaining, revising, and completing the draft Law on amending and supplementing a number of articles of the Laws on the financial sector; the State Bank of Vietnam reported on the review, receiving, and explaining opinions of competent authorities on the draft Law on amending and supplementing a number of articles of the Law on Credit Institutions.
