Accordingly, Nghe An will merge the entire natural area and population of Cua Lo town and the entire natural area and population of 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong (Nghi Loc) into Vinh city. After the arrangement, Vinh city has a natural area of 166.22 km2 and officially becomes a coastal city. The population of Vinh city exceeds half a million people, about 580,669 people.
At the commune level, Nghe An reorganized 92 units, including 65/89 units subject to mandatory reorganization, 27 adjacent related units; four units subject to encouraged reorganization; 24/89 units were not reorganized due to special factors.
After the reorganization, Nghe An reduced one district-level administrative unit, from 21 to 20 units including: Vinh City, two towns: Hoang Mai, Thai Hoa and 17 districts.

Nghe An also reduced 48 commune-level administrative units, from 460 to 412 units, including five newly established towns: Tra Lan (Con Cuong), Kim Nhan (Anh Son), Hoa Thanh (Yen Thanh), Dien Thanh (Dien Chau) and Dung (Thanh Chuong) on the basis of rearranging administrative units.
Nghe An also merged dozens of communes together to establish 29 new communes including: Dien Hoa, Thinh Truong (Nghi Loc); Bach Ngoc (Do Luong); Binh Hop, Hoan Long (Tan Ky); Thuan Long, Van Hai, Phu Nghia, Quynh Son, Minh Luong, Binh Son (Quynh Luu); Minh Son, Thanh Qua, Kim Bang, Xuan Duong, Minh Tien, Mai Giang (Thanh Chuong); Xuan Thap, Ngoc Bich, Hung Hai, Hanh Quang (Dien Chau); Thinh My, Thong Tan, Phuc Loi (Hung Nguyen); Nghia Thai, Xuan Hong (Nam Dan); Van Tu, Dong Thanh (Yen Thanh); Tam Dinh (Anh Son).

After the merger, there are about 1,754 redundant district and commune-level officials, civil servants, part-time commune-level workers, Standing Committee members of the Fatherland Front , Standing Committee members of commune-level mass organizations, and contract workers providing support and services.
Nghe An province has issued a resolution on support policies for these surplus groups.
