"If you don't choose the best people to be teachers, don't talk about good social nature."
Giving his opinion on the draft Law on Teachers at the meeting of the National Assembly Standing Committee on the morning of June 9, Chairman of the Economic and Financial Committee Phan Van Mai said that the Politburo is directing the development of two resolutions on education and health. Therefore, he suggested that the draft law should be strengthened to reflect the vocation of teachers.

"If we do not have a viewpoint, legal framework and national policies to select the best people to become teachers and doctors; if we do not have an environment and conditions for teachers and doctors to fulfill their vocation, then let's not talk about the good nature of society," said Mr. Mai, and expressed his wish that the upcoming Politburo resolution would include viewpoints, policies and mechanisms for teachers and doctors to fulfill their vocation.
Mr. Mai suggested that teachers' salaries should not only be ranked at the highest level in the administrative salary scale as in the draft law, but there should be a salary regime that is double or triple to select the most excellent people to become teachers.
"Who are the people who go into teaching after graduating from high school? What conditions do we create to train these teachers so that they can teach our children and the future of the country?", Mr. Mai added.
Commenting on this issue, Vice Chairman of the National Assembly Tran Quang Phuong said that salary is just a regime and the draft law stipulates that teachers' salaries are ranked highest in the administrative salary scale, which is "okay". Along with salary, the draft law also stipulates many types of allowances for teachers.
"Now we demand a salary that is double or triple the amount, which is related to the budget for education," Mr. Phuong said, adding that the design of the draft law also shows the favor of the State and society for teachers.
National Assembly Chairman Tran Thanh Man suggested carefully reviewing the proposed policies and regimes in the draft Law on Teachers.

The Vice Chairman of the National Assembly said that the draft law also stipulates that localities and educational institutions have policies to support teachers. That is, mobilizing local resources, educational institutions and society to support teachers.
"I also agree with Mr. Mai's opinion that we have to think of a way to have a policy for teachers that shows that teaching is a noble profession. But the most important thing is to socialize it because the State's resources alone cannot meet all the needs," Mr. Phuong added.
"If teachers' salaries increase just a little bit, the budget must be carefully calculated."
National Assembly Chairman Tran Thanh Man noted that the Law on Teachers needs to be implemented synchronously with the upcoming Resolution on education and training of the Politburo, especially when the Politburo and the General Secretary have suggested the tasks that need to be focused on to build the resolution.
The National Assembly Chairman also requested the drafting agency to review the policies and regimes in the bill before passing it.
"For example, I will talk about the upcoming salary and allowance policies, and the working and retirement regimes for teachers. These are issues that the Ministry of Education and Training will issue specifically in the upcoming decrees and circulars," said the National Assembly Chairman.

"With 1.2 million teachers, if the salary increases even a little bit, the budget must be calculated very carefully," said Mr. Son, adding that the draft law cannot be specified because the high salary of teachers must, in addition to being desirable, ensure the feasibility of the budget and have a roadmap.
"The draft law sets out such a principle so that in the process of calculating teachers' salaries, there is a basis for doing so," Mr. Son added.
In the report on acceptance and adjustment, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that teachers in public educational institutions are civil servants, therefore, teachers' salaries are implemented according to the administrative career salary scale.
The regulation that teachers are entitled to the highest salary and allowances is an institutionalization of the Party's policy in Conclusion No. 91 of the Politburo. This content is basically not contrary to the spirit of Resolution 27 on reforming salary and allowance policies. The draft law assigns the Government to specify the salary classification of teachers.
