The Ministry of Education and Training provides guidance on inviting artisans, artists, and athletes to teach in schools to enhance comprehensive education for students.

For enrichment activities, experiences, art clubs, sports , life skills, cultural exchanges... organized in the second session: the school can invite experts, artisans, artists, coaches, athletes to participate in educational activities according to the school's approved educational plan.
Priority is given to inviting artisans and artists with ministerial level awards or higher.
According to the guidance document of the Ministry of Education and Training, schools need to have specific plans suitable to the practical conditions of the school regarding the need to invite experts, artisans, artists, coaches, and athletes.
There is consensus among the participating forces; when signing a contract, it is necessary to discuss and agree on viewpoints, content, programs, methods, pedagogical style, regulations, and rules of the industry and educational institution, and ensure standards and conditions for experts, artisans, artists, coaches, and athletes according to regulations;
There is a clear and transparent coordination and financial mechanism to ensure effective, stable and sustainable implementation.
For experts, artisans, artists, coaches, athletes, the Ministry of Education and Training's guidance document recommends that schools prioritize inviting the following 4 groups:
Experts and scientists with high professional qualifications, degrees and certificates appropriate to the industry or group of industries; practical experience and professional reputation in related fields; and recognized achievements and research works.
Artisans and artists who have achieved titles conferred by the State or have won awards at the ministerial or provincial level or higher or from professional associations; have contributions recognized by professionals and the public.
Coaches have a diploma or coaching certificate issued by a competent authority or have achievements in coaching athletes to win awards in high-performance sports tournaments; have practical experience in coaching and training.
Athletes who have achieved the level of level 1 athlete or higher or have won medals or awards in high-performance sports tournaments.
Regarding the coordination mechanism, the document clearly states: school teachers play the role of leading and managing the classroom. Experts, artisans, artists, coaches, and athletes play the role of providing specialized knowledge, specific abilities, and practical experience to supplement and support school teachers in organizing educational activities to ensure output standards.
The coordination mechanism must be clearly demonstrated through task assignment, professional exchange, management, use of facilities, teaching equipment and evaluation of coordination effectiveness.
How is the income and expenditure?
Regarding finance, the Ministry of Education and Training guides: using the state budget according to the approved estimate; at the same time mobilizing and using legal socialized resources. Payment must be public, transparent and implemented according to the labor contract ensuring the provisions of law, which clearly stipulates the rights and obligations of the parties, the implementation time and remuneration (if any).
The Ministry of Education and Training requires the Departments of Education and Training to proactively advise the People's Committees of provinces and cities to implement many solutions, including: developing and promulgating standards, criteria, and remuneration policies for invited experts, artisans, artists, coaches, and athletes in accordance with the practical situation of the locality and legal regulations; encouraging and facilitating the socialization and mobilization of legal resources from the community, businesses, and social organizations to participate in accordance with the provisions of law.
The document also guides educational institutions to invite experts, artisans, artists, coaches, and athletes to co-lecturate and guest lecture to ensure codes of conduct, safety, quality, and effectiveness.
In particular, schools need to survey the actual needs of students and parents and develop school plans and specific teaching plans suitable to the practical conditions of the school to sign contracts and are responsible for publicly informing parents of the revenues and expenditures related to inviting experts, artisans, artists, coaches, and athletes.
