Coal industry focuses on responding to storm No. 3

According to the National Center for Hydro-Meteorological Forecasting, storm No. 3 is strong and moving quickly. It is forecasted that by 7:00 a.m. on July 21, the storm will be in the sea east of the Leizhou Peninsula (China) and moving west into the sea east of the Gulf of Tonkin, with winds of level 11-12, gusting to level 14. The impact of storm No. 3's circulation will cause widespread heavy rain in the northern and north central provinces.

TKV requires units to deploy their storm and heavy rain prevention and control plans, strictly follow the motto "3 before" and "4 on-site" in accordance with the established natural disaster prevention and control plan; notify all officers and employees in the unit to proactively implement storm and rain prevention measures at their workplace and residence.

“Based on forecasts of prescribed levels of natural disaster risks, units are required to organize shifts at the unit's Production Control Center until the effects of storms and floods are overcome; note to be on duty on holidays.

Units with water transport must count boats, vehicles and notify them to move out of areas with strong gusts of wind; anchor securely in storm shelters to ensure the safety of vehicles, assets and goods," Mr. Nguyen Huy Nam, Deputy General Director of TKV, Head of the TKV Natural Disaster Prevention and Search and Rescue Department, requested.

In addition, TKV also directed units to reinforce and firmly tie down equipment, warehouses, houses, and assets, especially tall equipment in the seaport area.

Coal and open-pit mining units need to inspect waste dumps, quarries, dams and tailings reservoirs; reinforce drainage belts to ensure safety during storms.

Due to the storm's circulation being able to cause widespread heavy rain, there is a high risk of flooding, flash floods, and landslides; TKV also requires units to focus on clearing and dredging drainage systems to prevent flooding; preventing erosion of storm and rain prevention works; carefully checking the terrain of hillsides, slopes, around and behind construction works, warehouses, factories, works near slopes, etc. to prevent landslides (note the temporary camps of units with geological exploration drilling works).

Coal and open-pit mining units are required to carefully inspect and review waste dumps, mines, mine banks, and tailings dams (particular attention should be paid to coal mining units in Quang Ninh, Lang Son, and Thai Nguyen; mineral mining units in Bac Kan , Cao Bang, and Lao Cai to ensure the safety of waste dumps and tailings dams); and to reinforce drainage belts to ensure safety during storms.

At the same time, move equipment to a safe location to prevent landslides and flooding of the mining pit according to the response plan for storms and rains; put up warning signs, guard, and prevent people from entering areas at risk of landslides, mine banks, etc. Arrange forces and vehicles to be on standby at key points to promptly handle any potential incidents.

“Coal and mineral mining units need to check and strengthen the drainage pump system, partition walls, pump tunnel doors, water tanks, power supply systems, and backup generators to ensure they are ready to generate electricity when the grid loses power. In case of a sudden increase in water in the mining area, they must proactively stop production, withdraw people to a safe location, and prepare enough fuel for backup diesel generators,” Mr. Nguyen Huy Nam directed.

Coal and mineral mining units need to strengthen drainage pumping systems and power supply systems. In case of sudden increase in water level in underground mines, they must proactively stop production and evacuate people to safe locations.

At the same time, units are also required to warn all cadres, employees, vehicles of the unit and people not to go through spillways, spillways, and streams when it rains heavily; when there is a flood, assign people to be on duty and guard at spillways and spillways managed by the unit; prepare sufficient reserves of food, medical supplies, and medicine ; prepare plans to evacuate people, equipment, and residents promptly if there is a risk of unsafety when the storm makes landfall.

Before the storm makes landfall, houses and collective houses of level D, areas with subsidence due to mining impacts must move people to safe temporary shelters,... TKV also reminds members who are Directors/Heads of units not to leave the area when there is warning information about natural disasters in the area from level 2 natural disaster risk or higher.
