
Tuy Duc commune has a large area, a scattered population, a high proportion of local ethnic minorities, and a low starting point. The average income per capita is currently only about 27 million VND/year, lower than the average of the whole province. Livelihoods mainly rely on small-scale, fragmented agriculture .
Over the years, Tuy Duc commune has identified income improvement as a consistent and core criterion. The commune has focused on transforming the structure of crops and livestock towards commodities, applying advanced techniques to production. The commune has formed more than 956 hectares of advanced agricultural production, built 11 3-4 star OCOP products, 9 concentrated livestock farms. Trade and services have expanded with more than 2,000 business households and 112 operating enterprises. Thanks to poverty reduction policies, vocational training, and livelihood support, the poverty rate has decreased to 6.04%.
Ms. Pham Thi Phuong - Secretary of Tuy Duc Commune Party Committee said that the commune aims to increase average income by 10.03% per year; multidimensional poverty rate below 2%, especially ethnic minority poverty rate below 5%. To achieve the above target, the commune prioritizes building clean, high-quality agricultural production areas associated with processing and consumption; developing eco-tourism; attracting investment in industrial clusters and high-tech agricultural zones; at the same time, synchronously investing in traffic infrastructure, schools, irrigation, culture and sports to create development momentum.
Ta Nang commune is also a locality with a large number of ethnic minorities, low starting point, small-scale agriculture, and lack of synchronous infrastructure, which used to be a major barrier. Mr. Nguyen Tien Dien, Secretary of the Party Committee of Ta Nang commune, said that the commune has identified increasing income as the "destination" in building a new rural area. The commune is focusing on transforming the production structure towards commodities, applying high technology, and linking the market. The goal by 2030 is for average income to increase by over 10% per year, and the poverty rate to remain below 1%. The commune applies high technology to agricultural production on over 75% of the area; many models of growing vegetables, flowers, and high-tech fruit trees are associated with stable consumption. "The commune sets a target of an average income of 58.5 million VND/person/year or more in the period 2025 - 2030," Mr. Dien said.
According to the Lam Dong Provincial New Rural Area Coordination Office, income improvement is a key criterion in building advanced and model new rural areas. The goal by 2030 is that the average income in rural areas will increase by 2.5 - 3 times compared to 2020. Each commune will base on the specific income level of 2020 to provide specific data in accordance with the conditions and development and breakthrough capabilities of the locality in building new rural areas.
To realize the goal, Lam Dong is promoting agricultural restructuring towards increasing value, forming concentrated commodity production areas associated with deep processing and stable consumption. At the same time, the province strongly develops non-agricultural economy such as: community tourism, craft villages, and rural trade and services.
Sustainable poverty reduction programs are prioritized for ethnic minority areas, accompanied by vocational training and encouragement of entrepreneurship. The goal of increasing income is a measure of the success of the new rural development program, when people truly have a better and more sustainable life.
