Enhancing the capacity of the People's Public Security in international peacekeeping missions

On August 12 in Hanoi, the People's Public Security Academy (PPA) in coordination with the Ministry of Public Security's Standing Office on United Nations Peacekeeping (UNPKO) organized a scientific seminar on "The role of the PPA in participating in UNPKO activities", connecting online with UN missions and headquarters where Vietnamese PPA officers are working.

The seminar was co-chaired by Associate Professor, Doctor, Lieutenant General, Meritorious Teacher Phan Xuan Tuy, Director of the People's Public Security Academy and Senior Lieutenant Colonel Nguyen Xuan Long, Deputy Chief of Office, Permanent Office of the Ministry of Public Security on UN peacekeeping.

The first discussion session focused on discussing the policies and orientations of the Ministry of Public Security in implementing the UN peacekeeping mission, and at the same time introducing and thoroughly understanding the content of the Law on Participation in the UN Peacekeeping Force. The second session discussed the practical implementation of the mission, clarified the position, role and contribution of the Public Security Forces; analyzed the advantages, difficulties and requirements in the context of the rapidly evolving and complicated world and regional situation; shared experiences from officers who have directly worked at the missions; and at the same time, proposed recommendations and solutions to improve the quality of training, coaching and fostering of officers to meet the requirements of the mission.

The highlight of the seminar was a special discussion session with the participation of online speeches by police officers working at peacekeeping missions and at the UN headquarters in the United States. Through speeches, video presentations and direct discussions in the hall, the officers highlighted the difficulties and obstacles in implementing the Law on Participation in Peacekeeping Forces, as well as new requirements for peacekeeping missions.

In his concluding remarks, Lieutenant General Phan Xuan Tuy affirmed that the seminar provided valuable information, vividly reflecting the results, experiences and issues raised in practice. He emphasized the need to continue to comprehensively innovate work, improve the quality of human resources; train and foster in line with practice and international integration requirements; promote research and strategic advice; perfect the system of institutions and policies; be proactive and decisive in communication to spread the policies of the Party, State and Ministry of Public Security. At the same time, strengthen coordination with the Ministry of National Defense and international forces, focusing on the task of protecting the Fatherland early and from afar by peaceful means.
