Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army, presided over the ceremony. Also attending the ceremony were representatives of the Vietnam Peacekeeping Department (Ministry of National Defense), functional units within the Ministry of National Defense and relatives of the three officers preparing to depart for their duties.
The three officers sent to perform this mission include: Lieutenant Colonel Hoang Quoc An, an officer of the Institute of Military Ordnance Research (General Department of Logistics and Technology), will replace Lieutenant Colonel Nguyen Thi Thanh Loan, taking on the position of Logistics Staff Officer; expected to be deployed on July 27, 2025.
Major Ngo Quoc Cuong, an officer of the Vietnam Peacekeeping Department, will replace Lieutenant Colonel Nguyen Duc Doanh as Operations Staff Officer; expected to be deployed on August 24, 2025.
Captain Pham Phu Hai, also from the Vietnam Peacekeeping Department, will replace Lieutenant Colonel Nguyen Thi Lien as the Civil-Military Coordination Staff Officer; expected to be deployed on August 17, 2025.

Speaking at the ceremony, Major General Pham Manh Thang, Director of the Vietnam Peacekeeping Department, said that preparations for the officers' departure had been carried out systematically and seriously. The selection process was thorough, meeting all standards of military qualifications, professional expertise, foreign languages and health. All had completed specialized training courses prescribed by the United Nations, including: Pre-deployment training course; United Nations Staff Officer course; United Nations Logistics Officer course; and United Nations Military Observer course.
In particular, Major Ngo Quoc Cuong and Captain Pham Phu Hai have completed their terms at the United Nations peacekeeping mission, thereby accumulating a lot of practical experience, and have many advantages in the process of getting used to the work after deployment. The officers are all ready, have a strong mindset, high determination, demonstrate a sense of responsibility and express their honor to represent the Vietnam People's Army in participating in the international mission.
Speaking at the ceremony, Senior Lieutenant General Phung Si Tan asked the officers to thoroughly grasp the viewpoints and foreign policies of the Party, State and Army; strictly implement military discipline, regulations of the United Nations and the laws of the host country. In a multinational and multicultural working environment, officers need to ensure absolute safety for themselves and their equipment, quickly grasp the situation, and flexibly apply the knowledge they have learned to excellently complete their tasks.
Senior Lieutenant General Phung Si Tan emphasized that the continued participation of Vietnamese officers in the United Nations peacekeeping force not only contributes to protecting the Fatherland early and from afar by peaceful means, but also spreads the good image of the country, its people and Uncle Ho's soldiers in the international arena. He requested the Vietnam Peacekeeping Department to continue to promote the selection and training of successor forces, ensuring proper procedures and improving the quality of deployment in the following terms.

Representing the three officers sent on the mission, Lieutenant Colonel Hoang Quoc An expressed his honor and determination to participate in the international mission. He pledged to work with his teammates to promote solidarity, cooperate effectively with international forces, proactively grasp the situation, ensure the safety of forces and equipment, and successfully complete the assigned tasks.
