Improving the quality of civil servants is an urgent requirement.
In the current context, the requirement to improve the quality of the team, build a team of civil servants with good moral qualities and practical skills is inevitable and urgent to effectively and smoothly operate the two-level government in the new situation. Accordingly, the Party Committee, the government and the departments and branches in the province have been paying special attention to the work of training, fostering, improving the professional qualifications and practical capacity of the team of civil servants as well as training in moral qualities, lifestyle, responsibility, dedication to work and attitude of serving the people.
Reality in our province shows that the quality of the staff assigned and arranged in the new communes and wards after the merger all ensure professional qualifications and ability to perform tasks. However, this is the first time in history that the whole country has implemented a 2-level local government model, so in the process of implementing the new model, there will initially be some difficulties and problems.
At the Lac Duong Commune Public Administration Service Center - the largest commune in Lam Dong province with over 82% of the population being ethnic minorities, after more than half a month of operating the two-level local government, all work has been relatively smooth. However, according to Mr. Pham Hong Thai - Deputy Director of the Commune Public Administration Service Center, the number of new documents is too large, administrative procedures in some areas are not yet complete, making it difficult for civil servants to access, affecting the process of handling administrative procedures for people. In addition, with a huge workload and high task requirements, some civil servants are still confused...
This is also the common situation of the Public Administration Service Centers, which directly handle administrative procedures for the people. Therefore, improving the quality of the staff is a very urgent requirement to completely transform from administrative management to administration serving the people.
At the inspection sessions on the operation and organization of the government apparatus of communes, wards and special zones, one of the key contents that Lam Dong provincial leaders requested localities to implement was to coordinate in organizing training courses to improve professional capacity and management and operation skills for commune-level civil servants.
From July 13 to 26, Lam Dong Provincial People's Committee organized a Training Conference on the Operation of the Information System for Handling Administrative Procedures according to the 2-level local government model. The conference was held in 3 areas: Binh Thuan province (old), Dak Nong province (old) and Lam Dong province (old) for civil servants and public employees of provincial-level administrative units and communes, wards and special zones in the whole province. Thereby, it aims to guide and help civil servants and public employees quickly access and proficiently use the steps and processes in handling administrative procedures and operating the public service system according to the 2-level local government model.

Building an administration for the people
Since the implementation of the two-level local government, land and justice are two areas that have encountered many difficulties and problems. Therefore, on July 19, the Department of Agriculture and Environment of Lam Dong province held an online conference with localities on the implementation of the 2024 Land Law and provided guidance to localities on the implementation of decentralization and delegation of powers according to Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government; some other contents in the fields of agriculture and environment.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc said that in the initial phase of implementing the 2-level local government model, commune-level authorities encountered many difficulties and problems arising in implementing the 2024 Land Law and implementing administrative procedures such as: Regulations on the delimitation of authority of 2-level local governments, decentralization and decentralization in the land sector in Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government; developing land price lists, specific land prices; developing commune-level land use planning and plans; procedures for granting certificates of land use rights, ownership of assets attached to land for the first time and printing certificates...

Therefore, the Provincial People's Committee directed and agreed to assign the Department of Agriculture and Environment to organize an online conference to discuss and guide communes, wards, and special zones in the whole province to ensure smooth, effective and efficient operation of land policies when implementing two-level local government, and at the same time support localities in handling administrative procedures in the land sector.
According to Director of the Department of Agriculture and Environment Ton Thien San, the Department has also directed the Provincial Land Registration Office to increase the number of officials and employees to support and guide the commune level in handling administrative procedures serving the two-level government. Accordingly, 1 official and employee of the Provincial Land Registration Office will be assigned to guide and support communes, wards, and special zones in the province for 3 months, starting from July 22, 2025.
To solve difficulties in the judicial sector, Ms. Pham Thi Tra My - Director of the Department of Justice of Lam Dong province said that on July 23, the Department of Justice of Lam Dong province will coordinate with the Department of Justice of Khanh Hoa province to organize a conference to foster skills and expertise in the judicial sector for provincial and communal-level officials (new) after the arrangement to promptly implement legal documents on the organization of two-level local governments; decentralization, delegation of authority and assignment of authority. At the same time, guide and remove difficulties and obstacles in the implementation process at the local level... to help ensure unified operations, contributing to improving the effectiveness of document work at the local level when implementing two-level government.
In addition, the Department of Justice has established the Lam Dong Justice Group with all civil status and judicial officials of 124 communes, wards and special zones in the province, together with the leaders of the Department and specialized departments to monitor, grasp the situation and promptly resolve problems and difficulties from the grassroots level within the authority of the Department. In particular, there is interaction between 3 parties: between civil status and judicial officials at the commune level and the Department of Justice and the Department of Justice in communication with the Ministry of Justice throughout the entire process right from the first days of operating the 2-level local government to remove difficulties and obstacles arising during the implementation process.
Training conferences are held directly and connected online to all communes, wards and special zones in the whole province. Thereby, helping civil servants from the province to the grassroots level to be equipped with more knowledge, skills and approaches appropriate to the newly assigned tasks and authorities.
