Accordingly, the Provincial Party Committee has issued many documents to institutionalize the Party's policies on developing and using human resources and high-quality human resources such as: Plan No. 190-KH/TU dated August 12, 2020 "on implementing Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of policies and strategies to proactively participate in the fourth industrial revolution"; Action Program No. 75-CTr/TU dated October 26, 2023 of the Provincial Party Committee Standing Committee on implementing Directive No. 21-CT/TW dated May 4, 2023 of the Secretariat "on continuing to innovate, develop and improve the quality of vocational education to 2030, with a vision to 2045"; Action Program No. 98-CTr/TU dated May 7, 2024 of the Provincial Party Committee (PPC) term XVII on implementing Resolution No. 45-NQ/TW dated November 24, 2023 of the Party Central Committee term XIII "on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period...
From 2021-2024, the Provincial People's Committee will submit to the Provincial People's Council resolutions on the development and use of human resources and high-quality human resources to meet the socio-economic development requirements of the province. On the other hand, implementing the policies of the Party and the State, the Provincial People's Committee has also promptly deployed documents on the development and use of human resources and high-quality human resources.
In improving the quality of human resources, Quang Tri province always pays special attention to the fieldof education . Thanks to that, the quality of education and training in the province has been constantly improved in both mass education and key education over the years. From 2021 to present, Quang Tri has had from 28 to 44 prizes in the national excellent student selection competition. Human resource training associated with social needs and labor market needs has always been of interest to all levels and sectors in all fields.
From the 2020-2021 school year up to now, 100% of general schools have vocational education programs associated with local production, business and service activities and have teachers concurrently performing career counseling duties to meet professional and technical requirements. In particular, the team of managers, teachers and staff in the basic education sector is sufficient in quantity and quality to meet the requirements of the task. As of December 31, 2024, the whole province has 13,173 cadres, teachers and employees, of which the public sector has 12,442 cadres, teachers and employees.
In addition to the education sector, in the period of 2021-2024, the Provincial People's Committee has also focused on developing human resources in the health sector. Accordingly, the Provincial People's Council issued Resolution No. 166/2021/NQ-HDND dated December 9, 2021 of the People's Council stipulating policies on attracting, treating, and training civil servants of public health service units and policies on supporting training and fostering for female cadres, civil servants, and public employees (CBCCVC) of Quang Tri province in the period of 2022-2026.
Through review, from 2022 to present, the province has recruited 54 doctors to work at public health service units, of which 36 are at the provincial level and 18 are at the grassroots level. Although the number of recruited doctors is still not much, this is the basis and premise to continue recruiting and attracting general practitioners to work at public health service units in the province in the near future.
In addition, human resource development, especially high-quality human resources in the fields of science, technology (S&T), startups, and innovation, has also received attention. From 2021-2024, the Department of Science and Technology sent 93 civil servants to participate in training courses in the fields of S&T, startups, and innovation.
Through training and fostering, the quality of the civil servant team has been significantly improved in terms of professional qualifications, political theory, state management knowledge, administrative skills, and work handling and solving skills; meeting the increasingly high requirements in the process of performing tasks at agencies and units in the new situation.
By the end of 2024, at the State's public service agencies and units in the province, the total number of civil servants in the province is 1,668 people; the total number of people working in 2024 is 18,197 people. The province's staff has made strong progress in quality as well as ensuring quantity, basically standardized in terms of professional qualifications as well as theoretical qualifications according to the requirements of the job positions approved by competent authorities.
At the same time, in the recruitment plans of civil servants, the province always prioritizes recruiting attractive candidates according to Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create sources of staff from excellent graduates and young scientists first, if there are still quotas, the remaining candidates will be recruited.
Attention has been paid to the training and fostering of civil servants and public employees. Specifically, from 2021 to present, the province has organized 718 training and fostering courses for 47,636 civil servants and public employees of the state, party and mass organizations. On the other hand, the Provincial People's Committee has directed agencies, units and localities to advise and propose mechanisms and policies to prioritize and make breakthroughs in attracting, training, fostering, employing and rewarding talents to work in administrative agencies and public service units in the province to promote the capacity and dedication of intellectuals in each sector and field, especially in some key and important fields; develop specific programs, plans and projects to attract, employ and reward intellectuals who are civil servants and public employees in accordance with the requirements and practical socio-economic development of the province. For organizations and types of enterprises in Quang Tri province, currently, the labor force at enterprises has relatively equal qualifications and skills due to direct training associated with each industry, profession and job position at the enterprise.
Identifying the development of quality human resources and skilled labor to meet the requirements of rapid and sustainable development as a breakthrough and urgent step, in the coming time, Quang Tri province will focus on developing human resources synchronously in both quantity and quality; harmoniously combining training and retraining with attracting high-quality human resources to meet the development needs of the province and enterprises. At the same time, continue to research and issue new policies that are strong enough to truly attract and attract high-quality human resources, and train to improve the quality of human resources to meet the innovation of the province.
