In addition to constantly improving expertise, Quang Nam General Hospital also focuses on reception and guidance to make it more convenient for patients to undergo medical examination and treatment. On average, the hospital receives from 500 to 1,000 people to the Examination Department every day, forcing the reception and guidance team to work continuously at high intensity.

Management innovation
At Quang Nam Central General Hospital, the Board of Directors has begun implementing electronic medical records according to Circular 13/2025/TT-BYT issued by the Ministry of Health on June 6, 2025. The unit is gradually completing the digitalization of medical records and forms to serve effective medical examination and treatment.
Dr. Phan Tan Quang, Deputy Director of Quang Nam Central General Hospital, said that the facility is continuing to invest in infrastructure and information technology software such as servers, network systems, workstations, HIS, LIST, PAC software, and software for financial management, materials, equipment, human resources, training, scientific research, etc. It is expected that by September 2025, the hospital will complete electronic medical records, moving towards not using paper records and making cashless payments.

In response to changes in the Law on Health Insurance (HI) 2024, which will take effect from July 1, 2025, the Board of Directors of Quang Nam Central General Hospital has directed departments and offices to grasp the new laws, circulars, and decrees to properly implement the spirit of "friendliness, responsibility, and professionalism", ensuring people's rights, fairness, and non-discrimination between users of HI and users of requested services.
Accordingly, patients who are poor, receive social benefits, are ethnic minorities, are in particularly difficult areas, are children under 6 years old, have meritorious services, are on duty militia, etc. will be covered 100% of the cost when receiving medical examination and treatment at the right medical facility at Quang Nam Central General Hospital.
In addition, patients are fully paid if the cost is less than 15% of the basic salary or if they are inpatients after participating in health insurance for 5 consecutive years and the co-payment amount in the year exceeds 6 months of the basic salary.
“Some cases of non-line coverage are also entitled to the same benefits as those of line coverage, including emergency care, inpatient treatment, or serious illness, rare illness, surgery or high-tech procedures as listed by the Ministry of Health. The new regulations are clearer and more transparent, creating trust in the community. People see that their rights are guaranteed, so they actively participate in health insurance,” added Dr. Phan Tan Quang.
