Maintain growth momentum, create a solid foundation
In the first six months of 2025, Nam Dinh province continued to maintain positive growth momentum, demonstrating flexible management capacity and the ability to quickly adapt to the new context. The industrial production index increased by 22.2% over the same period last year, in which the processing and manufacturing industry continued to play a leading role; affirming the strong recovery momentum and resilience of key manufacturing industries. Trade and service activities continued to recover positively. Total retail sales of goods and service revenue were estimated at VND 43,492 billion, up 14.6% over the same period; the market was stable, essential goods were guaranteed, and there were no major fluctuations in prices. Import and export grew dramatically. In the first 6 months of the year, the total export turnover of goods in the area is estimated at 2.050 billion USD (up 55.2% over the same period last year), import turnover reached 1,750 million USD (up more than 2.1 times over the same period last year); this is a positive signal, affirming the resilience of enterprises in the context of global economic recovery. Many activities to promote brands, connect product consumption, and promote trade have been implemented synchronously, especially within the framework of the National Brand Week and OCOP, tourism, and craft village fairs and exhibitions nationwide.
In addition, the total state budget revenue in the area in the first 6 months of the year is estimated at VND 7,111 billion, equal to 46% of the estimate, up 39% over the same period. The total mobilized capital of credit institutions in the area is estimated at VND 144,960 billion, up 10.5% over the beginning of the year, showing that liquidity and credit flow are operating stably. Commercial banks and credit institutions have well implemented monetary policy mechanisms, ensuring timely response to capital needs for production and business, promoting growth. Investment promotion and attraction continue to achieve positive results. In the first 6 months of the year, the province has granted new investment registration certificates and adjusted capital increases for 51 projects (including 36 domestic investment projects and 15 FDI projects) with a total registered capital of VND 15,553 billion and USD 237.42 million. These substantial results have clearly affirmed the determination to act of the entire political system in the transition to a new organizational model.
Social security is ensured; policies for people with meritorious services and policy families are implemented promptly and fully. Cultural, artistic and sports activities to celebrate major holidays, especially on the occasion of April 30 and May 1, take place enthusiastically, imbued with identity, creating a joyful and exciting atmosphere among the people. Nam Dinh is also actively implementing Directive 34/CT-TTg on tourism development associated with the target of double-digit growth. TheEducation and Training sector continues to be a source of pride with high achievements in domestic and international competitions, in which Le Hong Phong High School for the Gifted leads the competition for excellent students of specialized schools in the coastal and Northern Delta regions with the result of winning 64/66 prizes (reaching 96.96%); 1 student won a Gold Medal at the Biology Olympiad in the United States.
The work of building advanced and exemplary new rural areas (NTM) continues to be promoted. Giao Thuy district strives to build a model NTM district in education; Truc Ninh and Xuan Truong districts have just been recognized by the Prime Minister as districts meeting advanced NTM standards, continuing to affirm Nam Dinh's leading position nationwide in the NTM construction movement. The administrative reform and local governance indexes have all improved: PAPI index ranked 20/61, up 3 places; PAR INDEX ranked 28/63, up 1 place. In particular, the component index on building e-government and digital government rose to the number 1 position nationwide, clearly demonstrating the effectiveness of administrative reform, streamlining the apparatus and increasingly better serving people and businesses. This is a positive achievement, creating the foundation for the digital government model after the merger.
Create new development momentum and force
The province has completed the dossier to submit to the Prime Minister for consideration and decision to establish the Management Board of Economic Zones and Industrial Parks, which is an important step in the industrial development strategy, attracting investment with focus and key points. Actively implementing the master plan of Ninh Co Economic Zone according to the Prime Minister's Decision; at the same time promoting the progress of urban, zoning and detailed planning projects throughout the area. In the field of infrastructure, a series of large-scale traffic, urban, health and education projects are being accelerated or completing investment procedures. Notable are the coastal development axis connecting Cau Gie - Ninh Binh expressway; the new Nam Dinh - Lac Quan - Coastal road; the southern axis of Nam Dinh city; Thien Truong bridge; Provincial General Hospital; Day River overpass connecting Nam Dinh - Ninh Binh... and is speeding up the implementation of investment procedures for key projects such as the Ha Nam - Nam Dinh expressway (CT.11), Ninh Cuong bridge, the landscape axis road connecting Nam Dinh - Hoa Lu (total investment of about 29 trillion VND), Dao River bridge connecting Tran Nhat Duat street to Lac Long Quan street (Nam Dinh city), the project to build a new Le Hong Phong High School for the Gifted... Ben Moi bridge, an important project connecting Nam Dinh with Ninh Binh, has been completed and put into operation, opening up space for inter-provincial development. Focus on speeding up investment procedures and site clearance to soon start construction of infrastructure for key industrial parks and clusters such as Trung Thanh (Y Yen), Hai Long (Giao Thuy), Minh Chau (Nghia Hung), Xuan Kien (Xuan Truong) and many other industrial clusters, creating momentum to attract investment and develop local industry. Notably, the site clearance has been completed and two major industrial projects of Xuan Thien Group in Con Xanh area (Nghia Hung) are being prepared to start construction, namely Xuan Thien Nghia Hung Green Steel Factory and Xuan Thien Nam Dinh Green Steel Factory No. 1. These are projects that promise to create breakthroughs for high-tech industry, marine economy and logistics chain.
Along with that, Nam Dinh focuses on completing the adjustment of district-level land use planning to 2030; continuing to appraise the land use plan for 2025. Deploying the development of a new land price list applicable from 2026; conducting land inventory in 2024. Strengthening the management and protection of the environment, minerals, water resources, and solid waste collection and treatment in strict compliance with legal regulations and sustainable development planning orientation to 2050. At the same time, focusing on handling and arranging headquarters and public assets in accordance with the roadmap for merging administrative units; the inventory of public assets, especially state-invested infrastructure assets, is being implemented synchronously and seriously throughout the province.
With the synchronous results of socio-economic development, administrative organization and institutional reform, Nam Dinh has affirmed its high political determination, proactive readiness, and readiness to work with related localities to create a large-scale, modern and effective administrative-economic entity in the center of the Southern Red River Delta.
