According to the National Center for Hydro-Meteorological Forecasting, from the evening of August 1 to August 3, a major flood is likely to occur on the Ma River. The flood peak in the upstream may reach alert level 3, while in the midstream and downstream it will range from alert level 1 to alert level 2, with some places exceeding alert level 2. The flood situation is assessed as very dangerous, especially for key dikes in Thanh Hoa province.

The Department of Dyke Management and Natural Disaster Prevention requires localities to immediately carry out urgent tasks: review and deploy dike protection plans at key points, locations where incidents have occurred or where construction is unfinished; increase inspection, patrol, and guard the entire dike line to promptly detect and handle incidents from the first hour; fully prepare materials, means, equipment, and human resources, and be ready to deploy the "4 on-site" motto.
Severe damage upstream
Updated at 6:30 p.m. on August 1, floods in Son La and Dien Bien provinces have caused serious damage to people and property.
In Dien Bien province, heavy rains killed 9 people and injured 1 person (2 people less than the previous report because authorities found the missing person in an injured state). Regarding property, 60 houses were swept away or severely damaged in Xa Dung and Ta Dinh communes; 171 households in Muong Luan, Na Son, Tuan Giao and Phinh Giang communes were flooded or affected by landslides.
Many traffic routes in the area were seriously eroded and cut off. National Highway 12 through Muong Luan commune was completely flooded. Roads in Na Bung, Muong Phang, Na Son and Tia Dinh were impassable due to high water and landslides.

In Son La, heavy rains caused traffic disruption in many areas. At least 5 houses were swept away. The road through Phung Banh commune was severely eroded. National Highway 12, Bo Sinh - Muong Lam - Song Ma section, was flooded from 1.2 to 1.6 meters deep. Several suspension bridges in Phung Banh, Chieng So, and Muong Lam communes were swept away. The entire province currently has 14 villages in Phung Banh and Chieng So communes that are completely isolated.

Authorities have urgently evacuated 70 households in Phung Banh, Muong Lam and Chieng Khoong communes. Notably, on the afternoon of August 1, a helicopter from the Ministry of National Defense successfully rescued 2 households (16 people) in Muong Hung and Sop Cop communes - people who were completely isolated in the flooded area.
Rescue forces are continuing to make efforts to reach isolated areas and assist people in overcoming the consequences of natural disasters.
