Implementing the two-level local government model, the land fund development centers and the Construction Investment Project Management Boards at the district, town and city levels (except for the two special zones of Van Don and Co To) were merged into one department under the two Regional Construction Investment Project Management Boards of the province. In which, Project Management Department 4 under the Regional Construction Investment Project Management Board I is in charge of site clearance and implementation of public investment projects in the former Quang Yen town.
Since the beginning of August, more than 20 officers and employees of the Uong Bi City Land Fund Development Center (now Project Management Office 5 under the Investment and Construction Project Management Board of Region I) have been mobilized and strengthened into four working groups to support Project Management Office 4. These groups carry out inventory, develop compensation plans, site clearance and resettlement support in communes and wards of the Quang Yen coastal economic zone. The focus on adding human resources to key areas has contributed to speeding up the site clearance progress, especially for investment attraction projects in industrial parks.
Mr. Pham Van Truong, Head of the Land Development Department of Bac Tien Phong Industrial Park, said: After implementing the 2-level local government model, with the determination of the sectors and localities, the land acquisition work has received a lot of support. Many areas that previously had to apply the forced land acquisition process, including residential land, have now been resolved smoothly thanks to the participation of propaganda, explanation of compensation and resettlement mechanisms and policies, creating consensus among the people. This is a land fund of special importance for timely handover to secondary investors whose policies have been approved by the province and the Economic Zone Management Board has issued investment registration certificates.
Currently, Project Management Office 4 is implementing site clearance for 17 transitional and new projects, affecting more than 8,000 households. Many projects still have large areas to be cleared, such as: Ha Long Xanh Complex Urban Area, Bac Tien Phong Industrial Park, Nam Tien Phong Industrial Park, Song Khoai Industrial Park, Bach Dang Industrial Park and resettlement areas... From July 1st to now, with the support of Project Management Offices under the Investment and Construction Project Management Board of Region I, nearly 140 hectares have been additionally handed over to projects in the area.
Mr. Nguyen Hoang Long, Head of Land Fund Development Department, Project Management Office 4, Investment and Construction Project Management Board of Region I, said: Based on the initial effectiveness of mobilizing this support force, in the coming time, when implementing land acquisition for more than 262 hectares of Bac Tien Phong Industrial Park, the leaders of the Investment and Construction Project Management Board of Region I will mobilize and supplement staff from Project Management Office 3 (the old Ha Long City Land Fund Development Center) to support our Project Management Office 4. With the additional human resources to conduct measurements and inventory, prepare compensation plans and the participation of commune and ward authorities in verifying land origin and approving plans early, the land acquisition work will be accelerated.
The innovation and flexibility in mobilizing maximum human resources to focus on key attacks regardless of administrative boundaries have created initial results, removing bottlenecks in site clearance work. Thereby, promoting investment attraction, accelerating the progress of public projects, and promoting the province's economic growth in the coming time.
