The incident occurred at around 4:00 p.m. on August 11, at Km172+500 on Ho Chi Minh Road, passing through Krong Buk Commune, Dak Lak Province, the patrol team stopped a passenger car with license plate 37F - 004.68. The car was driven by driver Hoang Viet H. (born in 1986, residing in Dai Hue Commune, Nghe An Province), traveling from Ho Chi Minh City to Nghe An Province.

Upon inspection, the authorities discovered that the vehicle was carrying 67 people, while the regulation allowed a maximum of only 46 people. Thus, the driver was carrying 21 more people, nearly 50% more than the allowed number of passengers. Notably, at the time of inspection, driver Hoang Viet H. could not present his driver's license. Upon investigation, the driver's license was revoked by the Quang Ngai Provincial Traffic Police Department.
With the above acts, the working group of Krong Buk Traffic Police Station has drawn up a record of administrative violations and temporarily detained the vehicle according to the provisions of law.
