Accordingly, to ensure the safety of people's lives and health, the People's Committee of Nghe An province requested the Department of Construction to preside over and coordinate with units and communes to identify key routes affected by storm No. 5; the time the storm passes through the area to organize temporary road closures for vehicles (except vehicles and storm prevention and control forces).

For landslide and flooded roads, especially in mountainous areas, the People's Committees of communes and wards organize warnings and send forces to prohibit people and vehicles from passing, ensuring safety for the people.
During the time the storm makes landfall (from 11am to 10pm on August 25), people without duties are requested to stay off the streets to ensure safety of life and health.
Nghe An Provincial People's Committee assigned the Provincial Police to preside over and coordinate with the Department of Construction and the People's Committees of communes and wards to deploy a temporary road closure plan to ensure traffic order and safety. The units will strictly handle individuals who intentionally do not comply, and base on practical conditions to be flexible and mobile in organizing road closures.

At 1 p.m. on August 25, SGGP reporters recorded in Truong Vinh ward (Nghe An province), although the storm had not yet made landfall, there was already very strong wind. The entire road was almost deserted. Strong gusts of wind caused trees to fall in many places.
