Increase initiative in performing state management tasks on education

At the conference on implementing state management tasks on education when implementing two-level local government recently organized by the Department of Education and Training, representatives of leaders and officials directly managing education of 102 communes and wards across the province brought a comprehensive perspective on current education management work.

After nearly two months of operating the two-level local government, state management of education at the commune level still faces many difficulties and problems from both management and professional perspectives. Specifically: commune-level officials hold multiple jobs and lack education expertise; related regulations and instructions are not complete and clear; schools have many campuses located in different communes and wards, etc.

Mr. Le Hoang Trung, Head of the Department of Culture and Society of Dong Hoa Ward, said: According to regulations, the department currently has 6 departments and branches managing different contents, including the field of education. The 2025-2026 school year is approaching in a new context, new tasks, management personnel without education expertise, and a tight schedule, so the ward is very confused in implementing management and operation work. Therefore, the Department of Education and Training needs to develop a unified roadmap with a synchronous operation and management program from the beginning of the school year to the end of the year so that the locality can closely follow the implementation of state management tasks in terms of education, ensuring continuity for schools and localities.

Representatives of commune-level officials presented recommendations to resolve problems related to state management of education at the commune level at the conference.

According to Mr. Vo Van Manh, an expert of the Department of Culture and Society of Phu Yen Ward, Hoa Binh 1 Primary School is managed by Tay Hoa Commune, but the second facility is located in Phu Yen Ward and the students are children of Phu Yen Ward, which causes difficulties in implementing the task of universalizing primary education. It is recommended that the education sector transfer the second facility of Hoa Binh 1 Primary School to Phu Yen Ward for management; promptly unify the form of operation, management and handling of arising issues of the new school year 2025 - 2026.

According to Circular No. 15/2025/TT-BGDDT of the Ministry of Education and Training, the Department of Culture and Social Affairs advises and assists the People's Committee at the commune level in performing the state management function for preschool education; general education (preschool, primary, secondary schools, multi-level general schools with the highest level being secondary schools); community learning centers.

Representatives of the Department of Culture and Society of Quang Phu commune also raised issues related to preparations for the new school year 2025 - 2026 such as: appointing school leaders; contract teachers; handling the shortage of teachers when teachers are on maternity leave, social insurance leave, etc.

The majority of delegates attending the conference said that the Department of Education and Training needs to establish an official communication channel to ensure a unified management and operation system between the department and 102 communes/wards across the province.

In the immediate future, the department needs to set up groups on social networks for each level of education to provide information and specific task instructions so that commune-level officials can easily monitor and urge educational institutions to implement them promptly; establish and fix the serial numbers of 102 communes/wards on the data system and related information so that commune-level officials can easily grasp and manage...

Director of the Department of Education and Training Le Thi Thanh Xuan said that establishing contact groups on social networks by grade level is a temporary solution to connect the Department of Education and Training with communes/wards in the current context. In the long term, the department will absorb local opinions and take note during the implementation process to ensure adherence to the direction of the Ministry of Education and Training and the Provincial People's Committee on digital transformation in the education sector in the coming time. Localities also need to be proactive, identify responsibilities and tasks in researching and updating legal documents and related documents in the field of education; participate in training courses to master expertise and profession; the process of performing state management tasks on education needs to ensure consistency and continuity (before and after merging provinces, implementing two-level local government) of important tasks such as: plans to build schools that meet national standards; universalizing preschool education...

According to the latest report of the Department of Home Affairs, there are still 53 localities in the province that have not issued decisions on appointing school managers. Therefore, communes/wards need to promptly advise on issuing decisions on school management personnel after arranging administrative units in order (absolutely not abbreviated) so that school managers can register their signatures, seals and carry out their responsibilities in schools...
