Lao Cai: More than 11,000 billion VND to implement national target programs for the period 2021-2025

Lao Cai province has identified three national target programs: the national target program on new rural construction; the national target program on sustainable poverty reduction; and the national target program on socio -economic development in ethnic minority and mountainous areas. These are key programs to promote socio-economic development, ensure national defense and security, and contribute significantly to sustainable poverty reduction and income improvement in rural areas in the province.

Up to now, most of the annual and phased targets and targets have been achieved and exceeded the assigned plan, such as: The average poverty reduction rate in the 2021-2025 period in the province is estimated at 4.48%/year, exceeding the target by 0.48%; in which the poverty rate in poor districts decreased by 7.89%/year, exceeding the target by 0.89%; the poverty rate among ethnic minorities decreased by 6.63%/year on average, exceeding 0.63%.

From 2021 to present, the whole province has supported the construction and repair of 18,591 new houses for poor households and policy families, of which 13,418 houses were completely newly built; in the period of 2024-2025, the whole province started construction of 10,635/10,707 temporary houses, of which 8,723 houses have been completed, and it is expected that by June 30, 2025, 100% of the plan will be completed.

The total number of communes meeting new rural standards to date is 65/126 communes, of which 7 communes are recognized as advanced new rural communes.

The total capital mobilized to implement the 3 National Target Programs in the province for the 2021-2025 period is estimated at 11,182,244 million VND; of which, the central budget capital is 6,258,874 million VND, the local budget capital is 1,938,325 million VND; and other capital sources: 3,201,712 million VND.

At the conference, delegates presented many valuable experiences and good practices in implementing the National Target Programs for the 2021-2025 period in the province.

Speaking at the conference, Mr. Hoang Quoc Khanh, Vice Chairman of the Provincial People's Committee, said that Lao Cai has focused resources and high political determination to synchronously implement 3 National Target Programs. These are major policies of strategic significance of the Party and State, directly and deeply affecting the lives of people, especially in rural areas, remote areas, and ethnic minority areas.

However, in addition to the achievements, it is also necessary to recognize the shortcomings and limitations that need to be focused on overcoming such as: Coordination between departments, branches and localities in the province is sometimes and in some places not really smooth; local counterpart resources and social mobilization still face many difficulties; maintaining and improving the quality of achieved criteria, especially "soft" criteria such as environment and income is still a big challenge; poverty reduction results in some places are not really sustainable.

Comrade Hoang Quoc Khanh emphasized: In the context of many challenges after implementing the arrangement of administrative units at all levels, and building a 2-level local government organization model; the remaining tasks in 2025 of Lao Cai province are very large, therefore, we need to make more efforts to complete the set goals, and at the same time prepare firmly for the period 2026-2030.
