The Hanoi Party Committee has just issued a plan to pilot the two-level local government model in the city.
According to the plan, from June 20 to 26, Hanoi will operate services related to public administrative procedures to serve people; operate services and work groups related to departments, branches, localities, people and businesses.
On June 27, the city organized a preliminary review and experience drawing; continued to deploy synchronously in units.
According to Hanoi, the operation of the above services is carried out at the headquarters of 126 new communes and wards; reception and result return points in the city, including 12 branches of the City Public Administration Service Center and public administration service points in new communes and wards.

According to Hanoi's plan, the Standing Committee of the Party Committee and the People's Committees of communes and wards will handle hypothetical situations before, during and after the operation of the new commune-level local government.
Hanoi will pilot the reception and transfer of incoming and outgoing documents within the political system; operate the reception and handling of feedback from citizens and businesses through the iHanoi application or directly at the reception counter.
In addition, the city will operate the reception and settlement of administrative procedures at the commune level including notarization, certification, birth and death registration; operate the reception and settlement of administrative procedures including household registration, land and construction.
Hanoi also operates to receive and resolve ongoing and pending projects of old districts, towns and cities to coordinate with departments, branches and sectors in the city to continue implementation or submit to competent authorities for consideration and resolution according to regulations.
The city will select hypothetical situations of important and complex nature, for example, construction projects that are behind schedule due to lack of permits, or land disputes between old commune-level administrative units...
Chairman of the Hanoi People's Committee Tran Sy Thanh said that the city's important task is that the new commune-level government apparatus must operate effectively to serve the needs of people and businesses.
Mr. Thanh requested that the members of the working group need to closely follow the assigned bases and units to promptly implement this important task.
According to the Chairman of Hanoi, the arrangement of the administrative apparatus at the commune level is a new, difficult and unprecedented task, especially in the context of no legal documents, so the implementation is "running and queuing at the same time".
Mr. Thanh requested that working groups as well as localities focus on priority to serve people and businesses related to handling administrative procedures.
The Chairman of Hanoi assigned the City Public Administration Service Center to support 126 new communes and wards in terms of technology, infrastructure, personnel, etc. to implement the "one-stop" model and provide guidance on administrative procedures for people.
The Chairman of Hanoi requested that preparations be made so that the official operation from July 1 can be smooth and effective.
