Lai Chau mobilizes postal and telecommunications enterprise personnel to support public administration center

DNVN - On August 28, 2025, Working Group No. 2 of the Ministry of Science and Technology worked with the Department of Science and Technology of Lai Chau and local units to evaluate the effectiveness of implementing the two-level government model and support in overcoming difficulties in state management of science and technology in the locality.

Since July 1, 2025, Lai Chau has established a Public Administration Service Center under the Provincial People's Committee, creating favorable and transparent conditions for serving people and businesses. By August 2025, the Provincial People's Committee has publicized more than 2,200 administrative procedures. Of the more than 20,000 dossiers submitted to the Provincial Public Administration Center, nearly 60% of the dossiers were submitted online and the on-time settlement rate reached 99.98%. However, the Center still faces problems with data connection and some difficulties in processing dossiers.

Although the People's Committee of Binh Lu Commune has effectively applied shared systems and official digital signatures, it still lacks digital signatures for some officials and has difficulties with the number of certified copies of original documents. In addition, the commune also faces limitations in Internet infrastructure, IT skills of officials, software synchronization and people's habit of submitting documents online. The locality requested additional support in infrastructure, funding and organization of training for officials.

Lai Chau has updated 1,092 administrative procedures and deployed 25 online public services. The province also focuses on strengthening technical infrastructure with a data transmission network system connecting all departments, branches, sectors and People's Committees of communes and wards. Important information systems such as administrative procedure settlement and online meetings operate 24/7.

The province has established a Technical Rapid Response Support Team, with the participation of personnel from postal and telecommunications enterprises supporting the People's Committees of communes and public administration centers. The "Digital Education for All" model has been strongly implemented, with nearly 40,000 students participating in 12 online courses as of July 2025, improving digital skills for officials and civil servants. Community digital technology groups have also supported people in using online public services.

The delegation from the Ministry of Science and Technology answered recommendations and provided guidance on overcoming difficulties in intellectual property and digital transformation, and committed to continuing to support Lai Chau in effectively implementing the two-tier government model.
