In early July 2025, Mr. Nguyen Van Nghi's family in An Phong Giang village, Tu Ky commune was preparing to pour the foundation to build a small house adjacent to the residential land. This is agricultural land that has not been converted to residential land.
Immediately after discovering that Mr. Nghi's family was preparing to build a project, the commune officials and specialized departments of Tu Ky commune came to work and informed his family that he was not allowed to build a house on agricultural land. After listening to the commune officials' propaganda and explanation, Mr. Nghi's family stopped the construction and returned the land to its original state. Mr. Nghi said: "Because we did not research carefully, my family planned to build a small house, but after being propagandized and persuaded, my family stopped immediately."
Mr. Nghi's family is just one of nine households that have built illegal structures on agricultural land in Tu Ky commune since July 1. Immediately after the two-level government came into operation, the Party Committee and the Tu Ky commune government strengthened the inspection and handling of violations on agricultural land and considered this a top priority task. Among the nine households that violated the law, some started construction, some were still building, but all were prevented and encouraged to voluntarily dismantle their structures, and they had not yet been forced to dismantle them.
In early July, based on information from the public, the Vinh Bao commune government promptly prevented the families of Mr. Nguyen Van Ke and Nguyen Van Doan in village 5 from immediately stopping the illegal construction of corrugated iron sheds on agricultural land and voluntarily demolishing and restoring the site.
According to Tran Trong Vuong, Head of the Economic Department of Vinh Bao Commune, since the implementation of the two-level local government, there have been 8 cases of land law violations in the commune that were promptly detected and prevented by the local government, and households were encouraged to voluntarily dismantle illegal constructions.
Through understanding the situation in localities, the situation of construction on agricultural land has been happening in many places in Hai Phong since July 1. People have arbitrarily leveled fields to build factories, material storage areas, and even build houses. These violations not only disrupt production planning but also cause difficulties in land management.
Tight management from the grassroots

Vice Chairman of Tu Ky Commune People's Committee Nguyen Huu Lang said that immediately after the new commune government came into operation, the commune established an inspection team to request the complete handling of newly arising violations and review of outstanding cases. At the same time, it assigned responsibility to the village chief and Party cell secretary in the process of local land management and included land management criteria in assessing the level of task completion of grassroots cadres.
In Phu Thai commune, from July 1 to August 20, 4 cases of construction violations on agricultural land were discovered. Phu Thai commune authorities have drawn up a record and requested the violating families to dismantle the violations themselves.
Reality shows that when the government is resolute, people comply because they clearly understand the harm if violations continue. Hai Phong is in the process of strong industrialization, the demand for non-agricultural land is increasing. If not well controlled, the risk of losing productive land will be very high.
Chairman of Tan Ky Commune People's Committee Nguyen Xuan Cuong affirmed that the locality will not legalize illegal constructions on agricultural land. All violations must be handled according to the law. Along with that, Tan Ky Commune continues to improve the effectiveness of state management of land, promote administrative procedure reform, and apply information technology in monitoring, in order to promptly detect and prevent violations.
In addition to inspecting, reviewing and strictly handling violations, localities need to urgently create land use planning maps as a basis for effective and scientific management and use. This not only protects valuable resources but also demonstrates the spirit of discipline and rule of law of a city that is strongly striving in the process of industrialization and modernization.
Determined to put land management into order, localities established working groups and assigned cadastral officers to coordinate with leaders of villages, residential areas, commune police and grassroots security forces to strengthen inspections and detect violations to prevent them early and from afar.
The People's Committees of communes organize the signing of commitments between village heads, organizations, and the People's Committees of communes, and grassroots security forces in land management. In cases of land encroachment or improper land use, local authorities promptly discuss and request the immediate cessation of illegal land leveling activities, the dismantling of illegal constructions, and the restoration of the original state.
Hai Phong City aims to resolutely prevent new violations from arising in the 2025-2030 period, and to thoroughly handle outstanding cases. To achieve this goal, in addition to close direction, it is necessary to strengthen coordination between sectors, the participation of the entire political system and supervision of the people, especially in the land sector.
