Accordingly, the electricity generation price frame for hydropower plants in 2024 is determined to be from 0 - 1,110 VND/kWh, excluding related taxes and fees such as water resource tax, forest environmental service fee, water resource exploitation right fee and value added tax.
This price remains unchanged compared to the electricity generation price frame for hydropower plants in 2023.
According to the Ministry of Industry and Trade , the 2024 electricity price framework applies to negotiating electricity purchase and sale contract prices of hydropower plants as prescribed in Point a, Clause 2, Article 1 of Circular No. 57/2014/TT-BCT dated December 19, 2014 of the Minister of Industry and Trade stipulating the method and procedures for developing and promulgating electricity price frameworks.

The Ministry requires Vietnam Electricity Group and power generation units to negotiate electricity purchase and sale prices based on the issued price framework, ensuring compliance with methods for determining electricity generation prices and legal regulations on management of construction investment costs.
This Decision takes effect from the date of signing, November 28, 2024.
In 2023, the electricity generation price range for hydropower plants is also 0 - 1,110 VND/kWh (excluding related taxes and fees). Meanwhile, the coal price is 1,808,000 VND/ton, the electricity generation price range for coal-fired thermal power plants is 0 - 1,559.70 VND/kWh.
