The Ho Chi Minh City Department of Education and Training held its first professional meeting on preschool education in the new Ho Chi Minh City on July 16 with the participation of 168 key principals from 168 wards, communes, and special zones in the city.

Ms. Le Thuy My Chau, Deputy Director of the Department of Education and Training of Ho Chi Minh City, called the meeting "in a period of great importance and significance for the city's human resource development". "We are standing at the starting point of a new journey after implementing the merger and adjustment of administrative boundaries according to the Resolution of the National Assembly Standing Committee. Accordingly, the three friendly localities including Ho Chi Minh City, Binh Duong Province and Ba Ria - Vung Tau Province have officially merged into the metropolis of Ho Chi Minh City", Ms. Chau said.

Ms. Le Thuy My Chau said that Ho Chi Minh City currently has a total of 1,839 kindergartens, including 692 public schools, 1,147 non-public schools; and 3,103 independent kindergarten groups and classes.
The "heart" of this system is 521,552 preschool children. Of these, public facilities are caring for, nurturing, and educating 220,303 children. The number of children studying at non-public preschools is 301,249.

Ho Chi Minh City currently has 3,801 managers, 40,435 preschool teachers and 20,726 employees.
According to Ms. Chau, the above figures not only reflect a very large scale of development, but also come with significant challenges. The larger the scale, the wider the area, the greater the diversity, the heavier the responsibility. The team of preschool educators needs to face these challenges head-on, not to be afraid, but to enhance their responsibility, to fulfill well the responsibility of caring for, nurturing, and educating preschool children.

The leaders of the Ho Chi Minh City Department of Education and Training affirmed the need for a new mindset and a new approach in preschool education. The strategic orientation in the coming period is to "restructure the leadership apparatus, strongly decentralize management, and at the same time promote training, professional testing and quality supervision of child care and education with the principles of concentration - decentralization - close connection - suitability for the locality and implementation practices".

Specifically, Ms. Le Thuy My Chau presented the model, structure, and network of preschool education activities of 168 wards and communes throughout Ho Chi Minh City:
- 168 wards/communes in the city will be organized into 16 specialized clusters. This clustering is based on geographical and social factors, aiming to create the most similarity and convenience for coordination, management and mutual support.
- To strengthen the leading role, these 16 clusters will be grouped into 4 large professional clusters. The responsibility of leading these large clusters will be assigned to teachers who are leaders of the former district/county Departments of Education and Training - those who have deep expertise and extensive management experience. Teachers will be important contacts, helping the Department of Education and Training guide, develop plans, implement topics, and act as a bridge to advise and contribute ideas on important policies related to preschool education.
- The 16 professional clusters will have a core group of experts from the Department of Preschool Education of the Department of Education and Training, along with teachers who are leaders of schools with expertise and good coordination ability. This is where professional activities are implemented in the most vivid and effective way.
- To complete the network, the Department of Education and Training plans to coordinate the review and addition of 168 officers in charge of social culture in communes/wards, specializing in supporting administrative management at the grassroots level. These are officers who are knowledgeable about the legal document system, have the ability to closely connect with local authorities, helping schools reduce administrative burdens and focus on professional work.
3 missions of Ho Chi Minh City preschool education in the new context
Deputy Director of the Department of Education and Training of Ho Chi Minh City Le Thuy My Chau said that the first and most important mission is to ensure consistent quality among all types of education. Quality in preschool education starts with the most basic things: an absolutely safe environment for physical and mental health, a scientific nutritional regimen, and above all, the love and respect that each child receives. How can a child in an independent class in a suburban commune also enjoy an advanced educational program, and be cared for as thoughtfully and scientifically as a child in a national standard school in the city center? That is fairness and equality.
The second mission is to strengthen and innovate administrative and professional management for more than 3,000 independent kindergarten groups and classes. How can groups and classes comply with legal regulations, ensure safety, and at the same time, unleash their potential, support their professional development, and create a smooth and synchronous network of connections?
The third mission is to allocate resources and support the team in a reasonable, scientific and fair manner among regions with different development conditions in Ho Chi Minh City, which has bustling urban areas, rural areas, industrial zones, and islands. How to build policies that are comprehensive and sophisticated enough so that the city's investment resources can go to where they are needed most, so that every teacher feels cared for and appreciated.
