Chu Lai Open Economic Zone: Expectations from two zoning planning projects

The approval of two construction zoning plans in Chu Lai Open Economic Zone by the People's Council of Quang Nam Province (old) right before the merger of Quang Nam and Da Nang City is expected to bring a "new breeze" in attracting investment and create a turning point in the urbanization process in this area.

Waiting for a "boost" from the duty-free zone

The Construction Zoning Plan (scale 1/2,000) of the Duty Free Zone associated with Tam Hoa Port Area, Chu Lai Open Economic Zone (abbreviated as Tam Hoa Duty Free Zone) is one of two construction zoning plans approved on June 24 at the 33rd session, the last session of the People's Council of Quang Nam province (old).

The duty-free zone planning is located in Tam Anh commune, Da Nang city (Tam Hoa commune, old Nui Thanh district) with a scale of more than 744 hectares. The three key areas of the planning project are: public service center, commercial service center; industrial park, warehouse, yard; port and logistics area.

According to the land use planning of Tam Hoa Duty Free Zone, land for industrial production, warehouses, and ports accounts for more than 488.9 hectares (accounting for more than 65% of the total planning area of ​​the project).

According to the Management Board of Economic Zones and Industrial Parks of Quang Nam Province (formerly), the entire area under the project has two main directions. Gateway No. 1 is the western gateway connecting from Tam Hoa urban area. Gateway No. 2 is the southern gateway, connecting with Tam Hiep Industrial Park, Chu Lai - Truong Hai Port and Logistics Area through the Tam Hoa - Tam Hiep Wharf Bridge. This is an important connection route of Tam Hoa Duty Free Zone with Da Nang - Quang Ngai Expressway, National Highway 1 and with the cargo station of the future high-speed railway.

Thus, this will be the first duty-free zone in the new Da Nang city. Almost at the same time that Quang Nam (old) approved the planning of Tam Hoa Duty-Free Zone, Da Nang city (old) also announced the decision to establish Da Nang Free Trade Zone with 7 expected locations.

With outstanding preferential policy mechanisms that have been and will be built in the future, along with the Da Nang Free Trade Zone, the Tam Hoa Duty Free Zone is also expected to create a strong lever to attract investment capital and stimulate consumption in the southernmost part of the new Da Nang city.

The “heart” of the open economic zone

The construction zoning plan (scale 1/2,000) of Tam Hoa - Tam Tien Urban Residential, Service and Tourism Area (abbreviated as Tam Hoa - Tam Tien Urban Area) approved by the People's Council of Quang Nam province (old) has a planning research scale of more than 1,678 hectares, expected to accommodate about 90,000 people.

The planning of Tam Hoa - Tam Tien urban area (now in Tam Anh and Tam Xuan communes, Da Nang city) is quite special when all 4 sides are bordered by rivers and seas. The northeast of the urban area borders the East Sea, the southeast and southwest borders the Truong Giang River, the northwest borders the Truong Giang River and Tam Ky River. In addition, the southeast of the urban area also borders the Tam Hoa Duty Free Zone.

Tam Hoa - Tam Tien urban residential, service and tourism area is oriented to become a high-class urban, service and tourism center with high flexibility and community spirit; at the same time, it meets the development orientation to become the "heart" of Chu Lai Open Economic Zone.

Another expectation when establishing this zoning plan of the People's Committee of Quang Nam province (old) is to increase the efficiency of land use, form a high-class financial center with administrative offices, commercial services, commercial centers, etc. From there, develop commercial - service areas with many utilities to serve people to minimize migration to other areas, promote mechanical population growth, a problem that has been a concern of local authorities in recent times.

To materialize this aspiration in the future, Tam Hoa - Tam Tien Urban Area is divided into 6 functional sub-areas, including: administrative - financial center area; sports park and mixed-use station center; tourist service area and sea square; western ecological park urban area; Memories Park semi-natural ecological park urban area; mixed-use service and riverside tourism area.

In addition to synchronous investment in technical infrastructure and social infrastructure of the entire urban area, important projects are proposed to be prioritized for investment in the coming time to support the shape of this urban area, including: investment in the main axis road of the Urban Area connecting National Highway 1 with Vo Chi Cong route and Tam Hoa Sea Square area; investment in the urban railway connecting the center of Da Nang city - Hoi An - Tam Ky - Chu Lai.
