On August 12, the University of Finance and Marketing issued a notice stating that it would not transfer employees with a doctorate degree or higher. This notice has caused outrage among the university's faculty.

Do not resolve job transfer for officials with doctoral degrees

According to the document, the school's board of directors requested leaders of the school's units to implement the contents, emphasizing the importance of maintaining and developing a team of lecturers with doctoral degrees or higher, meeting the regulations of university education standards and the requirements to improve the school's training quality.

Create favorable conditions for lecturers to feel secure in working at the school, promptly summarize and report on difficulties and problems in the process of implementing regulations and rules related to lecturers so that the school can study and resolve or review, amend and supplement accordingly.

Notably, the announcement stated: "The school's board of directors will not transfer employees with a doctorate or higher. The resignation or unilateral termination of the employment contract (if any) of an employee must comply with the provisions of the law and have a legitimate reason, and will only be resolved after December 31, 2025."

Affecting legitimate rights

However, many lecturers think this regulation is unreasonable and oppressive.

A lecturer with a doctorate (who asked to remain anonymous) indignantly shared: "We invest many years of studying to improve our qualifications. We have the right to choose a workplace that suits our living conditions and academic environment. We cannot force workers like this just because of the need to retain staff."

Lecturers also said that the ban on job transfers is considered a violation of the right to freedom of labor as prescribed by law. If schools want to retain talented people, they need to create a professional, transparent working environment and have a satisfactory compensation policy, instead of applying such administrative and restrictive measures.

"If the working environment is good, no one wants to leave. If a lecturer wants to quit or transfer schools, they should look at the internal causes first, not issue a document like this that prohibits them from leaving," another lecturer commented.

In order not to affect the enrollment capacity guarantee

On the morning of August 14, speaking with Tuoi Tre Online , a representative of the University of Finance and Marketing confirmed that the school had just issued the above notice. This document shows the policy of the Party Committee and the Board of Directors to "not resolve job transfers" from now until December 31.

"However, in practice, consideration will be given to special cases with legitimate reasons that are suitable to practical conditions, but it will have to be balanced so as not to affect the 2026 enrollment capacity of the registered school.

From January 1, 2026, in case of resignation or unilateral termination of employment contract or job transfer due to change of residence, the school will consider and resolve in accordance with the provisions of law on civil servants, school regulations and the agreement between the school and the individual," he added.

Also according to the school leader, on August 5, the school's Party Committee held an extraordinary meeting to discuss the arrangement and reorganization of higher education institutions under the Ministry of Finance .

The Party Committee and the Board of Directors believe that the staff with a doctorate degree or higher is the core force, the decisive factor in ensuring the quality of training and university administration, and is of great significance to the sustainable development of the school at present and in the long term. It is necessary to promote the implementation of retention and development policies more strongly.

"Over the years, the school has issued and implemented policies and mechanisms, including direct financial support to retain and attract staff with doctoral degrees or higher. This policy has been enthusiastically received, accepted, and assured by the majority of staff with doctoral degrees or higher, working, developing themselves, and contributing to the development of the school.

Along with this policy, the school's leaders always pay attention to directing the implementation of timely measures to resolve difficulties and problems, improve material and spiritual life, create favorable conditions and a good working environment for all staff and lecturers," the school representative added.
