According to the Office of the Ho Chi Minh City People's Committee, preparations for the new model have been carried out systematically and scientifically to ensure the operation of the new apparatus from July 1. In particular, the focus is on ensuring the settlement of administrative procedures for people and businesses. The headquarters addresses and hotlines of the Public Administration Service Centers at the provincial and communal levels have been publicly announced, ensuring easy access for people and businesses.

To avoid system errors, Ho Chi Minh City has published a list of 2,357 administrative procedures with 1,625 internal procedures updated on the Administrative Procedures Information System. Grassroots agencies are guided to flexibly apply the three-step process (receiving - processing - returning results) during the transition period. In addition, the city has also established a support point to promptly resolve any issues.
The new Public Administration Service Center model in Ho Chi Minh City will be deployed in a modern direction, including 3 facilities: Main facility at 159 Pasteur, Xuan Hoa ward (expected to operate from September 2025); Facility 2 at the Administrative Center building, Le Loi street, Binh Duong ward; Facility 3 at 4 Nguyen Tat Thanh, Ba Ria ward.
In particular, people can choose from many ways to submit their applications through 3 forms: Directly at the provincial/commune-level one-stop shop, online on the National Public Service Portal, or through the public postal service. The return of results is also flexible through direct delivery, postal delivery or electronic return of results to the individual's VNeID account.
From July 1, when carrying out administrative procedures, people and businesses can: Look up procedures, submit documents and receive results via the National Public Service Portal account; go to any one-stop department within the city, without having to follow the old location; use the personal identification code VNeID to exploit and reuse existing documents.
Establish a working group to resolve social insurance issues from July 1
On June 29, Social Insurance Region XXVII (HCMC, Binh Duong Province and Ba Ria - Vung Tau Province) announced that it had established a permanent working group at Social Insurance Region XXVII to direct the reception, guidance, resolution and timely handling of problems arising in the implementation of the two-level local government from July 1. Accordingly, the working group at Social Insurance Region XXVII will directly direct, supervise and support the reception, guidance and resolution of documents related to Social Insurance, health insurance and unemployment insurance when organizing the two-level local government in the new HCMC.
