On the afternoon of July 14, the Investigation Police Agency of Gia Loc District Police ( Hai Duong Province) issued a decision to prosecute the case of "Violating regulations on road traffic participation" related to a serious traffic accident that occurred on the morning of July 11, at Km49 + 400, Hanoi - Hai Phong Expressway (section through Gia Loc District) causing 2 deaths and many injuries.
Through investigation, the police clarified that at around 9:00 a.m. on July 11, Mr. Dang Quoc Hoang (born in 1983, from Ha Tinh) drove a pickup truck with license plate 38C-195.83 carrying Mr. Le Ngoc Hung (born in 1958, from Nghe An) and Mr. Trinh Tuan Anh (born in 1990, from Thanh Hoa) on the Hanoi - Hai Phong highway. When reaching Km49+400, the section passing through Gia Loc town (Gia Loc district), the pickup truck encountered an obstacle and braked suddenly. At that time, a passenger car with license plate 15F-006.78 driven by Mr. Quach Van Lam (born in 1989, from Hoa Binh ), carrying 11 people, was approaching and crashed into the back of the pickup truck.
However, the collision between car with license plate 15F-006.78 and car with license plate 38C-195.83 was only a minor collision. But then the two cars stopped on the lane with a maximum speed of 120km/h. Mr. Dang Quoc Hoang and Mr. Trinh Tuan Anh (both in car 38C-195.83) got out to argue with the bus driver, Quach Van Lam, right in front of the bus 15F-006.78. The argument lasted about 5 minutes.
While the three people were arguing, a 7-seat car with license plate 30K-757.00 driven by Mr. Tran Ngoc The (born in 1996, from Thai Binh) traveling in the same direction crashed into the back of the passenger car 15F-006.78, pushing the car to hit Mr. Trinh Tuan Anh and Quach Van Lam, leading to both of them dying on the spot. The accident also injured 11 other people who were taken to the Hai Duong Provincial General Hospital and Gia Loc District Medical Center for emergency treatment; 3 cars were severely damaged. Test results showed that all 3 drivers had no alcohol concentration, and drug test results were not available.
