Strategic route

Ring Road 3 is one of the key infrastructure projects of Hue City, approved by the People's Committee of Thua Thien Hue Province (now the People's Committee of Hue City) since 2023. The project has a total investment of more than 750 billion VND; of which, phase 1 allocates 500 billion VND, implemented in 4 years, reclaiming about 43 hectares of residential land and agricultural land. Most of the area is located in suburban wards - areas with development potential but have not been effectively exploited due to the lack of synchronous traffic connections.

Mr. Nguyen Dinh Quyen, Deputy Director of the Hue City Traffic Construction Investment Project Management Board - the project investor, said: "The selection of the contractor has been completed. Thanh Dat Joint Stock Company was assigned to carry out package No. 8, the construction and installation part of the southern section, 3.6km long, from Bui Thi Xuan intersection to Minh Mang - Vo Van Kiet intersection, with a total value of 139 billion VND, and an estimated construction time of 730 days".

The route is designed in a modern style with a cross-section width of 36 - 42m, asphalt concrete structure, median strip, and sidewalk. This design scale not only meets current needs, but also takes into account future development, aiming to build a modern, synchronous and sustainable urban area.

Ring Road 3 is one of the strategic infrastructure chains.

For many years, the suburban areas of Hue City, despite being located close to the center, have had difficulty attracting investment and developing services due to incomplete infrastructure connections. Ring Road 3 is expected to resolve this bottleneck, opening up new development space in the West and Southwest of Hue City, forming satellite urban areas and creating sustainable growth momentum.

According to the adjusted development plan of Hue City until 2045, the city will develop according to a multi-center model, focusing on expanding urban space to the West - Southwest, where the terrain conditions are favorable, the population is growing rapidly and there is still a large amount of land fund. The investment in Ring Road 3 is the backbone to realize this orientation.

Reduce inner city congestion, improve living environment

One of the important goals of Ring Road 3 is to reduce traffic volume through the city center, especially the overloaded National Highway 1A section through Hue city center. When completed, the route will become an effective traffic corridor, helping to reduce congestion and accidents and contribute to improving the quality of the living environment in the inner city area.

Not only solving traffic problems, the route also helps reduce pressure on urban technical infrastructure. Ring Road 3 will also better connect service, education , health and tourism centers in the west of the city with national traffic routes, improving accessibility and evenly distributing resources between regions.

The Ring Road 3 project has a large scale of land acquisition, with about 43 hectares, involving many households. To ensure progress and consensus of the people, Hue City has identified site clearance as the key step. Currently, the wards where the project passes have proactively developed specific plans, organized many dialogues and propaganda sessions to listen and promptly resolve difficulties and obstacles for the people.

Mr. Tran Van Hung, a resident of Kim Long Ward, said: “We are very happy to know that the road will soon start construction. Not only will it make transportation more convenient, but the road will also open up new opportunities for family economic development, especially in the service and trade sectors.”

The government also pledged to ensure the rights of affected people. Households will be resettled in new planning areas with more complete and convenient infrastructure, and will be supported in changing their livelihoods and stabilizing their lives after relocation.

The Ring Road 3 is one of the initial projects of the strategic infrastructure chain in the orientation of developing Hue into a heritage, green and smart city. Investing in a modern-scale road, in line with the trend of sustainable urbanization, not only demonstrates the strategic vision of the city government, but also affirms the determination to transform the urban development model towards a modern, harmonious, people-centered direction.

In the future, when synchronously connected with belt routes, vertical axes, railways and regional infrastructure projects, Belt Route 3 will become an important part of the dynamic transport network, contributing to promoting economic development, creating regional connectivity and enhancing the position of Hue City in the Central region.

Ring Road 3 is 6.5km long, passing through An Hoa Ward (now Huong An Ward), Huong Long Ward, Kim Long Ward (now Kim Long Ward), Thuy Xuan Ward (now Thuy Xuan Ward) and Duc Ward (now Thuan Hoa Ward). The starting point of the route connects Nguyen Van Linh Street with National Highway 1A - the northwest gateway of the city and the end point is at the intersection of Vo Van Kiet - Minh Mang Street, National Highway 49A - an important traffic axis connecting Hue City with the southwest region and mountainous localities.
