Phu Yen prepares to auction 40 mineral mines for common construction materials

The People's Committee of Phu Yen province has just approved the plan to auction the exploitation rights; starting price, deposit and auction steps for the rights to exploit minerals for common construction materials for 18 soil mines, 12 stone mines, 6 sand mines, 4 clay mines in the province.

For 18 landfill sites, Dong Xuan and Phu Hoa districts have 4; Song Cau town, Tay Hoa district, and Song Hinh district have 2.

Some land mines have large areas and forecast resources such as the land mine in My Binh village and Binh Thang village, Son Thanh Dong commune, Tay Hoa district at location 2 with an area of 46.4 hectares, 4.5 million m3 (starting price of over 9.8 billion VND), at location 1 with an area of 39.4 hectares, 4 million m3 (starting price of over 8.7 billion VND); 2 land mines in Phu Hoa district both have a starting price of over 8.7 billion VND, forecast resources of 4 million m3 including Mau Lam village, Hoa Quang Nam commune with an area of 40 hectares and the land mine in Long Phung village, Hoa Hoa Tri commune with an area of 30 hectares.

For 12 quarries, Dong Xuan district has 4 quarries; Tay Hoa district has 3 quarries, Dong Hoa town has 2 quarries; Song Cau town, Phu Hoa district, Tuy An district has 1 quarries.

Some quarries with large forecast resources include the Luong Phuoc construction stone quarry, Phu Hoa commune, Tay Hoa district with an area of 55.3 hectares, 8 million m3, starting price of over 28.6 billion VND; the Lanh Thuong quarry, Xuan Lanh commune, Dong Xuan district with an area of 15.7 hectares, 2.5 million m3, starting price of over 8.9 billion VND...

Soil and stone mines have a price step of 0.2; sand and clay mines have a price step of 0.3. Auction time is in 2024.

Regarding mining methods, for common material quarries, open-pit mining methods are required and industrial explosives may be used according to regulations.

Landfill mines, construction sand mines, using natural mining methods, only using motor vehicles to directly load and transport to the place of consumption, or to the gathering location. For construction sand mines, the People's Committee of Phu Yen province stipulates that they can only be exploited from January to the end of October every year (not exploited during the rainy and flood months), not using pumping and suction mining methods.

“The current land use status at mineral mines put up for auction for mineral exploitation rights all have assets attached to the land (acacia, eucalyptus, sugarcane, fruit trees, crops, etc.); most of the land area has been allocated to households and individuals for use,” the People’s Committee of Phu Yen province informed about the current status.

Therefore, organizations and individuals winning the auction for mineral exploitation rights must carry out relevant procedures to lease land before exploiting minerals in accordance with the provisions of the law on land; for existing mine sites with forests, when implementing mineral exploitation projects, investors must carry out procedures for reforestation and conversion of forest use purposes in accordance with current regulations.

Hualien Ceramics Group wants to invest 200 million USD project in Thai Binh

On August 26, Hualien Ceramic Industry Group (Hunan Province, China) worked with the People's Committee of Thai Binh Province on surveying and researching investment in the ceramic valley project in Thai Binh.

Established in 1994, Hualien Ceramics Industry Group is a leading enterprise in ceramic production in China, with products present in 42 countries around the world.

In the coming business strategy, Hoa Lien Ceramics is looking for opportunities to develop the international market, with the goal of investing in Vietnam to gradually bring products into the Southeast Asian market.

At the meeting, Mr. Xu Junqi, Chairman of the Group, said: Based on research and understanding of the investment environment in Thai Binh, the Hualien Ceramic Industry Group found that the locality has many advantages and conditions for developing the ceramic industry. The Group wishes to invest in the project, contributing to making Thai Binh a ceramic valley in the region. Initially, the project has a total investment of over 200 million USD. After completion and operation, it will create jobs for about 5,000 workers.

In response to the proposal of the Hoa Lien Group, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Thai Binh Provincial People's Committee Nguyen Quang Hung introduced to the Group's leaders the potentials and advantages of the province in industrial development, including the construction materials industry. In 2023, the province's construction materials industry had a production value of VND 5,421 billion, creating jobs for 25,652 workers, an industry that attracts many workers and highly skilled workers.

Not only having available conditions of infrastructure of Economic Zones, industrial parks and clusters, connecting traffic infrastructure, abundant human resources, preferential and attractive policies, Thai Binh also has gas and thermal power sources to serve production and business activities in industrial parks. Thai Binh province commits to support and create the most favorable conditions for the Group to survey and invest in the province.

Appreciating the Group's investment goals and plans in Thai Binh province, Vice Chairman Nguyen Quang Hung assigned specific tasks to the provincial departments and functions, in which the Provincial Economic Zone and Industrial Park Management Board was assigned to take the lead in coordinating with the provincial departments and branches to work specifically with the Group on investment contents and plans.

Quang Ninh approves master plan for Nui Cuong island tourist area with scale of more than 1,000 hectares

The development orientation of Dam Ha district according to the Planning of Quang Ninh province for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 80/QD-TTg dated February 11, 2023, accordingly: “Located in the priority zone for the development of Van Don island tourism area, aiming to develop marine economic sectors, located in the connecting corridor between Van Don urban tourism zone and Mong Cai urban tourism zone, creating a network connecting the whole province; Strongly develop services, trade, tourism, especially island eco-resort tourism. For island areas: Prioritize the development of aquaculture, offshore fishing, and marine economic development; mainly develop island eco-tourism. By 2030, Dam Ha district will have 1 golf course”.

Also according to the construction planning of Dam Ha district to 2040, with a vision to 2050 approved by the Provincial People's Committee in Decision No. 816/QD-UBND dated March 29, 2023; orientation for the development of Nui Cuong area, high-class resort, sea tourism with beach, golf course and water sports area, ecological area and marina.

In order to concretize the above orientations, recently, the People's Committee of Quang Ninh province issued Decision No. 2413/QD-UBND on approving the general construction planning at a scale of 1/10,000 of Nui Cuong island tourist area in Dai Binh commune, Dam Ha district, Quang Ninh province.

According to the decision, the scope of the planning study is the entire area of Nui Cuong island in Dai Binh commune, located in the south of Dam Ha district. The planned tourist area borders the water area bordering Bim Bim mountain island to the north; the west and south border the remote area north of Cai Bau island to the west; and Bai Tu Long bay to the east. The area is 1,076.8 hectares. Of which, the planning area is 672.13 hectares, the research area to promote the value of forests and sea is 404.67 hectares.

Nui Cuong island area is planned as a tourist area; mixed services; golf course; island ecological resort; creating economic development momentum, contributing significantly to promoting the development of Dam Ha district. This will be an area for tourism development, infrastructure in parallel with strict management and protection of the existing forest and marine environment in Nui Cuong island area.

The orientation of space development and landscape architecture in the tourist area will include 3 main centers. That is, the service - resort center in the West; the core of comprehensive services, the service - entertainment center in the East; in addition, there are interwoven service, commercial and ecological conservation areas.

Based on the structure, spatial development zoning, terrain factors, natural features and traffic system structure, Nui Cuong island tourist area is divided into 4 areas, each sub-area is associated with a specific dynamic project as the core of development.

The orientation of subdivision 1 is a multifunctional complex of mixed services - trade and high-class eco-tourism resort at the northern gateway to the east of Cuong mountain island. This area connects with the center of Dam Ha district and Van Don - Mong Cai highway and Van Don economic zone. The total construction land area is about 190.42 hectares. This will be an area focusing on developing mixed services - trade, high-class resorts, entertainment and marinas, seaplane docks.

For subdivision 2, the resort area in the west of Cuong mountain island will focus on developing high-end resorts and commercial service areas. The construction area is about 120.38 hectares. Subdivision 3 will be the resort area and Dam Ha golf course, associated with the 27-hole Dam Ha golf course project, with a scale of about 166.91 hectares.

Zone 4 is the resort area in the south of Cuong Mountain Island. This will be an area focused on developing mixed services - trade and eco-resorts on islands surrounded by nature.

According to the plan, the isolated islands will build resort villages with average density with diverse characteristics, shapes and architectures, suitable for natural conditions, and diverse types of experiences.

Surrounding the functional zones will be a research area to promote the value of forests and seas. It functions as an ecological belt, preserving the common ecosystem for the entire tourist area.

Quang Ninh Provincial People's Committee requests Dam Ha District People's Committee to preside over and coordinate with relevant departments to complete the dossier according to regulations. Be responsible for the accuracy of the contents, information, figures, documents, and databases in the planning project dossier. Strictly manage planning, land, and construction investment in the area, strictly manage ecological space: hills, forests, and water surfaces. Do not legalize violations, "group interests", and promote land use value.

Ho Chi Minh City finds it difficult to disburse VND15,899 billion in public investment capital in 2024

The Department of Planning and Investment of Ho Chi Minh City has just sent a report to the City People's Committee on the disbursement of public investment capital and solutions to implement disbursement in the remaining months of 2024.

Through reviewing the disbursement results and based on the situation of removing obstacles at the Projects, it is expected that 15,899 billion VND (equivalent to 20.1% of the total capital plan for 2024) will be unlikely to be disbursed in 2024.

Of the 15,899 billion VND, 4,651 billion VND is unlikely to be disbursed this year due to procedures to adjust the 1/2000 planning.

The current planning problems in projects in Ho Chi Minh City are mainly related to the management of underground urban construction space and local adjustments to the 1/2000 scale planning during the implementation of drainage projects.

Previously, only projects with 2 or more basements had to adjust the 1/2000 zoning plan, and then adjust the 1/500 zoning plan. However, there is now a new difficulty: projects with 1 basement must also adjust the 1/2000 zoning plan to serve as a basis for implementing the next steps.

For projects with drainage system renovation items, because the size of the drainage culvert is larger than the size in the planning, the investor must coordinate with the People's Committees of districts, towns and Thu Duc City to prepare and approve local adjustments to the 1/2000 residential area zoning plan.

In addition to planning problems, Ho Chi Minh City has allocated capital for two major projects: the Ho Chi Minh City tidal flood control project taking into account climate change factors, phase I (allocated 6,800 billion VND) and the metro line 1 project with 3,717 billion VND, but it is also difficult to disburse this capital this year.

The reason for the difficulty in disbursing funds is because these two projects are facing procedural problems and are in the process of coordinating with central ministries and branches to resolve them, so the allocated funds cannot be immediately disbursed.

In addition, 731 billion VND is difficult to disburse because the project is slow to hand over the site, so construction cannot be implemented.

In the remaining months of 2024, Ho Chi Minh City is "sprinting" to achieve a disbursement rate of 95%. To achieve this goal, the City has implemented many flexible solutions such as transferring capital from slow-disbursing projects to high-disbursing projects.

For projects waiting for relevant ministries, branches and agencies to resolve problems, the City will temporarily transfer capital from these projects to other projects that can be disbursed immediately.

The city continues to shorten the time for handling procedures for public investment projects by 30%; tighten discipline in disbursing public investment capital; and resolutely and strictly handle cases of delay.

Investing 693 billion VND to renovate and upgrade Quy Nhon channel for 50,000 DWT ships

The Minister of Transport (MOT) has just signed a decision approving the investment project to build and upgrade Quy Nhon channel for 50,000 DWT ships.

This is a maritime infrastructure project with the goal of investing in renovating the Quy Nhon maritime channel and turning basin for ships with a capacity of up to 50,000 DWT (full load) or larger (ensuring maritime safety conditions) to meet the region's cargo transit needs.

The scope of the Project includes the renovation and upgrading of a channel with a length of about 7.16 km from buoy No. 0 to the turning basin of wharf No. 1, with a channel width of 140 m and a channel bottom elevation of -13 m (nautical chart); upgrading the existing turning basin in front of wharf No. 1 into a shared turning basin with a diameter of 400 m; widening the curved channel from 220 m to 235 m; moving the buoy signaling system to match the upgraded channel.

The estimated dredging volume at the Quy Nhon channel renovation and upgrade project for 50,000 DWT ships is about 4.1 million m3.

The total investment of the Project is 693.2 billion VND mobilized from the State budget in the medium-term public investment plan for the period 2021 - 2025, of which about 50 billion VND will be allocated in 2024 and about 643.238 billion VND in 2025.

The Ministry of Transport assigns the Maritime Project Management Board to be responsible for organizing the survey, design, preparation, examination, appraisal, and approval of construction drawing design documents according to regulations; making a plan and overall and detailed schedule to implement the project, complying with regulations, in accordance with the capital plan granted by the competent authority.

The Maritime Project Management Board is also responsible for strictly managing construction investment costs, ensuring that they do not exceed the total approved project investment.

According to the master plan for the development of Vietnam's seaport system in the period of 2021-2030, with a vision to 2050, the Quy Nhon - Thi Nai - Dong Da port area (Binh Dinh) is planned for container, general cargo, and bulk cargo ships with a capacity of up to 50,000 DWT and ships with a capacity of up to 70,000 DWT with reduced load.

Currently, the inbound/outbound route to Quy Nhon port is being exploited for ships of 30,000 DWT, which cannot meet actual exploitation needs (Quy Nhon Port has invested in a wharf to receive ships of up to 50,000 DWT).

Therefore, to meet the need for synchronous exploitation with existing port infrastructure and promote investment in subsequent ports, serving the socio-economic development of Binh Dinh province and the Central Highlands region, investment in renovating and upgrading Quy Nhon route for ships up to 50,000 DWT is necessary.

Investing more than 895 billion VND to implement industrial park project in Quang Nam

Quang Nam Provincial People's Committee has just approved the project of Investment in construction and business of infrastructure of Tam Thang Industrial Park expansion with an investment capital of 895.5 billion VND invested by Chu Lai Industrial Park Infrastructure Development Company Limited.

The project to invest in construction and infrastructure business of Tam Thang Industrial Park expansion has a total investment capital of more than 895 billion VND.

The People's Committee of Quang Nam province has just issued Decision No. 1992 approving the project of Investment in construction and business of infrastructure of Tam Thang Industrial Park expansion. Specifically, the project has a total investment capital of 895.5 billion VND, with Chu Lai Industrial Park Infrastructure Development Company Limited as the investor. The project will be implemented within 48 months from the date of land handover by the State.

The project implements investment in construction and business of infrastructure of Tam Thang Industrial Park expansion according to the approved detailed construction plan (scale 1/500) within the scope of 242.27 hectares; including items: traffic system, leveling, water supply system, fire protection, rainwater drainage, industrial wastewater drainage, domestic wastewater drainage, wastewater treatment plant, transformer station, lighting and trees.

The construction survey contractor is Hoa Binh Design and Construction Consulting Company Limited; the contractor preparing the Feasibility Study Report is Vietnam Industrial and Urban Construction Consulting Joint Stock Company (VCC). The construction site is in Binh Nam commune, Thang Binh district, Quang Nam; the project belongs to group A; Technical infrastructure project, level I.

Quang Nam Provincial People's Committee requires the investor to be responsible for organizing the project implementation and project management in accordance with regulations, must have a commitment to ensure capital for project implementation, be responsible for ensuring the ability to mobilize capital according to the project's progress to ensure financial efficiency, socio-economic efficiency, and be responsible in case of failure to ensure capital sources leading to prolongation of project implementation time, affecting the effectiveness of the project.

The investor shall coordinate with local authorities, compensation consultants and relevant departments and branches, based on current legal regulations, to carry out compensation and support for site clearance in accordance with regulations for the area within the approved project boundary.

Chu Lai Industrial Park Infrastructure Development Company Limited (investor) shall, based on the approved contents, organize the preparation of the following documents and procedures in accordance with regulations and be legally responsible during the implementation process.

Quang Nam Provincial People's Committee also requested the Management Board of Economic Zones and Industrial Parks of the province, the Departments of Planning and Investment, Finance, Construction, Natural Resources and Environment and related sectors, units and localities according to their assigned functions and tasks to monitor, guide, inspect and supervise Chu Lai Industrial Park Infrastructure Development Company Limited during the project implementation process.

Binh Duong cuts 1,115 billion VND in 58 projects to switch to high-disbursement projects

Binh Duong Provincial People's Council has just issued Resolution No. 21/NQ-HDND on adjusting the 2024 public investment plan using state budget capital.

In particular, the Resolution adds 18 projects to the 2024 Public Investment Plan with a total capital of 17.4 billion VND. This additional capital is allocated to prepare for investment in many school projects such as Hoi Nghia Secondary School (Tan Uyen City), Tan Vinh Hiep B Primary School (Tan Uyen City)...

Construction of National Highway 13 expansion through Binh Duong province

Regarding projects included in the 2024 public investment plan but not yet implemented, the People's Council of Binh Duong province also decided to remove from the plan 13 projects with a total capital of more than 400 billion VND.

Many transport infrastructure projects were removed from the 2024 public investment plan, including Hieu Liem Bridge; Tam Lap 2 Bridge; Nguyen Chi Thanh - National Highway 13 Intersection; construction of the road from Tan Thanh to Tam Lap Bridge on the Bac Tan Uyen - Phu Giao - Bau Bang dynamic route. In addition, the Binh Duong Press Information Center Project and the construction of a new provincial library were also removed from this year's investment plan.

In particular, after reviewing high-disbursement projects, Binh Duong Provincial People's Council decided to increase capital for 50 projects with a total increase of VND 1,498 billion.

Of which, Component Project 5: Construction of Ring Road 3 through Binh Duong province (including Tan Van intersection and Binh Goi bridge) increased by nearly 122 billion VND; Component Project 6: Compensation, support and resettlement of Ring Road 3 through Binh Duong province increased by 128 billion VND; Project to upgrade and expand DT748 (section from Phu Thu intersection to My Phuoc town's Northern belt) increased by 659 billion VND; Project to upgrade and expand the road from Binh Chuan intersection to the intersection with Dai Liet Si Tan Phuoc Khanh road increased by 159 billion VND.

To increase capital for 50 projects, Binh Duong province has cut capital in 58 projects with a total capital reduction of 1,115 billion VND, including many drainage projects, resettlement area construction, site clearance...

In addition, the province has reduced the local budget deficit in 2024 for 2 projects including: Binh Duong Province Water Environment Improvement Project reduced by 995 billion VND and Binh Duong Public Transport Infrastructure Improvement Project reduced by 6.6 billion VND.

In 2024, Binh Duong province was assigned 22,000 billion VND of public investment capital (200 billion VND higher than in 2023). By the end of July 2024, the province had only disbursed 5,021 billion VND, reaching 22.8% of the plan assigned by the Provincial People's Council and 32.9% of the plan assigned by the Prime Minister.

For nearly 20 years, Ho Chi Minh City has not recovered 1,215 billion VND in advances from 3 projects.

According to a recent report from the Ho Chi Minh City State Treasury sent to the Department of Finance, of the total advance balance as of June 30, 2024, there are 125 projects with an overdue advance balance of VND 1,666 billion, accounting for 6.16% of the total advance capital, a slight decrease compared to the overdue advance balance at the beginning of 2024 (VND 1,687 billion).

Of the 125 projects with overdue advance capital, the three projects with the largest advance capital are the construction of the extended Le Thanh Ton Street; Thu Thiem Bridge; and site clearance for the High-Tech Park.

In which, the Le Thanh Ton extended road construction project invested by Thanh Nien Xung Phong Public Service Company Limited has advanced 463 billion VND.

The Thu Thiem Bridge construction project is invested by the Ho Chi Minh City Traffic Construction Investment Management Board with a provisional advance of 118 billion VND.

The Compensation, Site Clearance and Resettlement Project – High-Tech Park (District 9 - now Thu Duc City) with the Management Board of Investment and Construction Projects of Ho Chi Minh City High-Tech Park as the Investor has advanced 634 billion VND.

The three above projects were previously advanced under the direction of the Ho Chi Minh City People's Committee with a total advanced amount of VND 1,215 billion, accounting for 72% of the total overdue advanced balance.

It has been nearly 20 years since the advance payment, but the investors have yet to take any measures to recover the advance payment in these three projects.

According to the assessment of the State Treasury of Ho Chi Minh City, most projects have advances for compensation and resettlement support, but investors have not paid due attention to the timelines for refunding to the investor's deposit account at the Treasury, to refund the budget in case of failure to pay to beneficiaries.

Furthermore, many investors have not strictly implemented the regulations on preparing reports assessing the implementation of advance payments and recovery of advance payments of investment capital for each project and sending them to the State Treasury as prescribed in Decree No. 99/2021/ND-CP.

In addition, Decree No. 99/2021/ND-CP has not yet prescribed a unified form, leading to difficulties in reporting by investors as well as management and monitoring at the Treasury.

In projects that are delayed, contractors are dissolved, investors cannot contact contractors or investors have merged and have not been resolved.

Faced with the difficulty of recovering advanced capital, on August 21, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai signed Document No. 4791/UBND-DA requesting to rectify and strengthen the management of advanced public investment capital from the State budget.

In particular, the Chairman of the Ho Chi Minh City People's Committee requested that, for overdue advances, the Departments and branches review and specifically evaluate the causes of each overdue advance; determine the collective and individual responsibilities to repay.

From there, propose a solution to thoroughly and resolutely handle the situation, ensuring the recovery of all overdue advance capital, including measures to file a lawsuit in court and transfer to the inspection agency and police.

In case the contractor and supplier are not willing to cooperate in handling overdue advances, the investor must urgently report to the investor's superior agency and the Department of Planning and Investment to preside over and coordinate with relevant units to advise the City People's Committee not to allow these contractors to participate in implementing projects using State budget capital in the City.

Da Nang opens road and bridge across Cu De River, total investment over 93 billion VND

On August 28, Da Nang city organized the opening of the traffic route connecting DT601 road and Loc My village (Hoa Bac commune, Hoa Vang district).

Mr. Nguyen Minh Huy - Director of the Management Board of Investment and Construction Projects of Traffic Works of Da Nang City said that the project has a total investment of more than 93 billion VND; including the following items: Main branch road with a length of more than 870 meters; branch road connecting to Loc My village with a length of nearly 300 meters; bridge over Cu De river; bridge over Bau Bang stream.

The completed project has contributed to completing the planned traffic network, creating an additional connection between Bac Thuy Tu - Pho Nam road and DT601 road in Hoa Bac commune; fundamentally solving traffic problems in rescue work during the flood season; shortening the distance to the center of Hoa Bac commune.

The project was completed before the rainy season, 5 months ahead of schedule.

Chairman of Da Nang City, Mr. Le Trung Chinh said that the road put into use will fundamentally solve the traffic problem in rescue work during the flood season, shorten the distance to the center of Hoa Bac commune, contributing to promoting local socio-economic development.

The Chairman of Da Nang City affirmed that it will continue to pay attention to investing and further improving the traffic infrastructure in Hoa Bac commune, promoting the development of community tourism and eco-tourism, improving the living standards and meeting the transportation needs of the people.

In order for the project to be put into operation effectively, Mr. Le Trung Minh requested the City Department of Transport, the City Traffic Construction Investment Project Management Board and contractors to promptly organize the acceptance and handover of the project to put it into official operation and exploitation.

The Management Board of Urban Infrastructure Construction Investment Projects of Ho Chi Minh City (abbreviated as the Urban Infrastructure Board) has just sent a document to the Department of Construction of Ho Chi Minh City regarding the adjustment of the Pre-Feasibility Study Report of the Environmental Improvement Project of Tham Luong - Ben Cat - Rach Nuoc Len Canal.

In the adjusted Pre-Feasibility Study Report, the Urban Infrastructure Board proposed to increase the total investment from VND 8,200 billion to VND 8,968 billion (an increase of VND 768 billion), due to increased site clearance costs and many additional items arising during the project implementation process.

The arising items include: temporary roads in the area of the Vam Thuat - Nuoc Len tidal control sluice project; water intake system for fire prevention and fighting (75 locations) in 7 districts.

The project also requires the construction of 29 additional sluices in 6 packages and the installation of new tide-prevention gates for existing sluices. In addition, the project also requires an increase in compensation for site clearance and resettlement.

According to the Urban Infrastructure Board, the addition of these items is necessary so that future construction projects can connect to the Project's tide control sluices, avoiding the situation where the project has been put into operation and has to be dug up for construction, which will be costly.

Therefore, the Urban Infrastructure Board recommends that the Department of Construction and the Department of Planning and Investment organize the appraisal of the Pre-Feasibility Study Report to adjust the Project on Infrastructure Construction and Environmental Improvement of Tham Luong - Ben Cat - Nuoc Len Canal (connecting Long An province via Cho Dem River and Binh Duong province, Dong Nai province via Saigon River).

Regarding capital for this Project, in 2024 the project was allocated 2,300 billion VND, currently 515 billion VND has been disbursed, reaching a rate of 22.4%. It is expected that by the end of 2024, the Project will disburse all 2,300 billion VND.

Korean investor proposes $100 million golf course project in Quang Tri

At the meeting, Mr. Kim Byung Chang, Deputy Director of DRP Development Company Limited of Korea, said that with the desire to learn and invest in many projects in Quang Tri, in March 2024, the Company's leaders came to survey, research, and find investment opportunities in Gio Linh district. After returning home, the Company formed the idea and researched the investment project to build a golf course combined with a resort in Gio Linh district.

The event was organized in a combination of live and online formats with the main bridge taking place at the 500 kV Pho Noi transformer station (Hung Yen) connecting online to 8 bridges in 8 provinces where the Project passes through.

The 500 kV line project, circuit 3, Quang Trach - Pho Noi is a large-scale project, with a total length of 519 km, 2 circuits with 1,177 pole locations, and a total investment of more than 22,300 billion VND. The project has a volume of earth and rock excavation of more than 2.5 million m3, using more than 705,000 m3 of concrete, nearly 70,000 tons of foundation steel; a total volume of steel pole installation of 139,000 tons; pulling a total of nearly 14,000 km of various types of conductors.

This is a key project, of great significance to increase the power transmission capacity through the 500 kV system from the Central to the North with a capacity of 2,500 MW at present to 5,000 MW, improve the stability of the power system operation, increase power supply to the North in 2025 and the following years, reduce the risk of overloading and overloading of existing 500 kV lines and stations, contributing to ensuring national energy security.

The project construction process encountered many difficulties and major challenges, but with new thinking, methods and approaches compared to previous methods, the project implementation time was significantly shortened, meeting the requirements for project completion progress as directed by the Prime Minister. This is unprecedented with previous 500 kV transmission line construction projects when, according to assessments, projects of similar scale and volume had to be implemented within 3 to 4 years.

The 500 kV line project, circuit 3, Quang Trach - Pho Noi, was completed after about 6 months of construction. In terms of project scale, the 500 kV North - South line, circuit 1, required 60,000 tons of steel poles, while this project required 139,000 tons of steel, which is more than twice as much as circuit 1.

Speaking at the main bridge in Hung Yen province, Prime Minister Pham Minh Chinh emphasized: The completion of the project is of special importance to the energy security of the whole country. In particular, the project will contribute to increasing the confidence of foreign investors in the commitments of the Government. At the same time, the project demonstrates the aspiration, confidence, bravery, and values of the Vietnamese people, with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible"; has the meaning of connecting the economy, linking regions; promoting responsibility with outstanding efforts, proactiveness, positivity, creativity, determination, and tireless work of related subjects.

The Prime Minister commended the spirit, determination, drastic and effective participation of ministries, branches, forces, socio-political organizations, project management boards, consulting contractors, construction contractors, equipment and material suppliers, provinces, especially the people and political systems of localities where the project passes through, cadres, engineers, workers, laborers at the construction site and related entities... to bring the project to the finish line as required.

The Prime Minister requested the Vietnam Electricity Group and the National Power Transmission Corporation to coordinate with local agencies to do a good job of environmental restoration and sanitation; organize the safe and most efficient operation of the 500kV line 3 project and the entire national power system. At the same time, continue to invest in developing power sources and grid systems, ensuring adequate and stable supply of electricity for socio-economic development.

The authorities of the 9 provinces where the project passes through must coordinate with the investor to continue to care for and stabilize, continuously improve and enhance the lives of people affected in the area where the project passes through, in accordance with the spirit that the new residence must be at least equal to and fundamentally better than the old residence.

The Management Board of Economic Zones and Industrial Parks of Quang Nam province has Document No. 53 sent to the Provincial People's Committee on the arrangement of capital plan and implementation time of the Main Road project to the expanded Tam Thang Industrial Park.

According to the Management Board, the Main Road Project to the expanded Tam Thang Industrial Park has a total investment of 230 billion VND from the Central Budget with targeted support.

The project started on January 22, 2020. However, due to problems and obstacles in site clearance, the project had to extend the construction schedule many times, most recently Decision No. 1041 dated May 2, 2024 adjusting the project schedule for 2020 - 2024.

The project was awarded the construction contract by the joint venture of Thanh Tien Company Limited - Thang Long Corporation - JSC - Construction Joint Stock Company 510.

The Management Board said that the Central Budget capital plan arranged and disbursed to date is 150,869 billion VND. Of which, the capital plan for the period 2021 - 2022 is 30,970 billion VND, the medium-term public investment capital plan of the Central Budget for the period 2021 - 2025 arranged for the project is 86,136 billion VND, 30,971 billion VND has been disbursed, the remaining 55,165 billion VND has been cut and transferred to other projects.

In 2023 and 2024, the project is not eligible for capital allocation as prescribed in Clause 2, Article 52 of the Law on Public Investment. In order to continue allocating capital to implement the project in accordance with the provisions of Clause 2, Article 52 of the Law on Public Investment, the Provincial People's Committee has submitted and reported to the Government a request to extend the allocation period for the project until 2024. However, to date, it has not been approved by the Prime Minister.

The Management Board of Economic Zones and Industrial Parks of the province believes that the investment to complete the project of the main road of the Tam Thang Industrial Park expansion is very necessary, especially the work of compensation for site clearance and payment to the people is very urgent.

However, the procedure for extending capital arrangement has not been approved, there is no source of capital to pay compensation costs for approved plans and implement construction of the remaining route, the project cannot be completed in 2024 as planned.

Therefore, the Management Board proposed that the People's Committee of Quang Nam province agree to adjust the project implementation time to 2025. In addition, the unit also proposed that the province advance the provincial budget an amount of 17 billion VND to pay for compensation plans for site clearance.

In case the project's capital allocation period is not extended and the Central Budget capital plan is not arranged in 2024, the Management Board proposes that the Provincial People's Committee allocate VND 79 billion from the provincial budget to continue investing in the remaining part of the project to complete in 2025.

Hai Phong plans to build Tan Vu - Lach Huyen 2 sea-crossing bridge

The Office of the Hai Phong City People's Committee has just issued Notice No. 422/TB-VP on the conclusion of the Chairman of the City People's Committee on the investment plan for the construction of Tan Vu - Lach Huyen 2 bridge and the access roads at both ends of the bridge.

Accordingly, after listening to the report of the Hai Phong Department of Transport, the consulting unit as well as the opinions of relevant departments, branches, agencies and localities, Mr. Nguyen Van Tung, Chairman of the Hai Phong City People's Committee, agreed to the investment policy of the Tan Vu - Lach Huyen 2 Bridge Construction Project and the access roads at both ends of the bridge.

Specifically, the investment in building Tan Vu - Lach Huyen 2 bridge has a length of 5,443 m, a width of 16 m, and land clearance is organized according to the planning (roadbed width of 68 m). The median strip remains the same, the roadbed is expanded to both sides, and the investment phase of the road construction is divergent with a roadbed width of 51 m. At the same time, 3 different-level intersections are invested in at the following locations: Km2+800, Km10+800, and Km13+20.

During construction, the bridge will keep the current median strip; expand the roadbed to both sides, and phase in investment and construction of the road with a roadbed width of 51 m (motor vehicle lane 6×3.75=22.5 m, mixed lane 4×3.5=14 m, median strip 9 m, auxiliary median strip 2×1.5-3 m, safety strip 2×0.5+2×0.25=1.5 m, dirt shoulder 2×0.5=1 m).

The Chairman of Hai Phong City People's Committee assigned the Department of Transport to direct the consulting unit to complete the project proposal as well as further study the option of only investing in Tan Vu - Lach Huyen 2 Bridge, keeping the current approach roads on both sides of the bridge. Previously, on the occasion of National Day September 2, 2017, the Ministry of Transport of Hai Phong City inaugurated the Tan Vu - Lach Huyen sea-crossing bridge connecting the mainland area of Hai An district with Cat Hai island of Cat Hai district (Hai Phong City). The total length of the route is 15.63 km, of which the sea-crossing bridge is 5.44 km long. This is the longest sea-crossing project in Vietnam and one of the longest sea-crossing bridges in Southeast Asia.

The Tan Vu - Lach Huyen sea-crossing bridge, which has been put into operation, has completely solved the traffic connection problem between Hai Phong city and Cat Hai island, replacing the old sea-crossing ferry route. Thanks to this bridge, a series of key projects have been "landed" on Cat Hai island such as Hai Phong International Gateway Port, Vinfast Automobile Factory, Cat Ba Cable Car, etc.

The Tan Vu – Lach Huyen No. 2 road and bridge project is about to be invested in and built with the goal of being a backup plan to regulate traffic for the current bridge when there is congestion, or traffic accidents and other incidents. The project plays a role in connecting with the entire region in general; contributing to creating a complete traffic network, serving the transportation of goods to the port of the economic triangle area of Hanoi – Hai Phong – Quang Ninh.

According to forecasts, Hai Phong International Gateway Port is expected to have a maximum capacity of about 125 million tons/year by 2030, making Hai Phong a major seaport city. In addition, the number of tourists to Cat Ba has continuously increased in recent times. It is forecasted that by 2030, the number of tourists to Cat Ba will reach more than 10 million/year.

These figures on transportation and tourism demand all exceed the previous investment progress forecast. Therefore, according to Hai Phong City, it is necessary to study investment and soon implement the Tan Vu - Lach Huyen No. 2 Road and Bridge Investment Project.

After proposing to the Prime Minister and consulting with relevant ministries and central agencies, Hai Phong City expressed its determination to soon build Tan Vu - Lach Huyen 2 bridge by adding the project to the Hai Phong City Planning for the period 2021-2030, with a vision to 2050.

In particular, the construction progress of the road section at both ends of the bridge has been delayed due to the site clearance process. The construction site has not been completely cleared, only enough land has been cleared to implement the bridge section.

Mr. Bui Ngoc Chanh, Deputy Director of Hue City Land Fund Development Center, informed that at the Nguyen Hoang Bridge project, the unit is also focusing on site clearance, and there are still some households that have not been handed over. It is expected that by September 30, the entire site will be handed over to the project.

The project started on December 23, 2022 and is expected to be completed in December 2025, with a duration of 3 years.

The project to build a bridge over the Huong River (Hue City) using steel arches, reinforced concrete and prestressed reinforced concrete, with a total length of about 643 m, of which the bridge length is 350 m. At the main span of 180 m, 2 separate steel arches are arranged along both sides of the bridge to separate the motor vehicle part from the non-motor vehicle part and the sidewalk. The bridge width is 43 m, including 6 motor vehicle lanes, of which the road surface width is 21 m.

The starting point is adjacent to the Nguyen Hoang extended road project, at the intersection of Kim Long - Nguyen Phuc Nguyen - Nguyen Hoang, in Kim Long ward (Hue city). The ending point is at the intersection of Bui Thi Xuan street, in Phuong Duc ward, adjacent to the Ring Road 3 project (Hue city).

Nguyen Hoang Street is 43 m wide, according to the scale of the Nguyen Hoang Street project being invested and implemented, including 6 lanes. The approach road to the Huong River overpass is 43 m wide, including 6 lanes for motor vehicles and 2 lanes for mixed vehicles. Kim Long Street is 23 m wide, 4 lanes, with retaining walls on both sides of the red line boundary. Bui Thi Xuan Street is 19.5 m wide.

Ministry of Transport clarifies investment orientation for 36 km of Ring Road 5 through Ha Nam

The Ministry of Transport has just sent a document to the People's Committee of Ha Nam province in response to the locality's proposal to support central budget capital to invest in the construction of a parallel road on both sides of Ring Road 5 - Hanoi Capital Region.

According to Mr. Le Anh Tuan, Deputy Minister of Transport, in the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Ring Road 5 - Capital Region passing through Ha Nam province is about 36 km long, including a 6-lane expressway and a parallel road with 2 lanes on each side, with investment progress before 2030.

“In order to soon form an East-West dynamic axis to attract investment in developing industrial parks and high-tech parks, contributing to promoting the province's socio-economic development, and managing land funds according to planning, the study of investment in parallel roads on both sides of the belt is necessary and under the authority of the People's Committee of Ha Nam province in case of separation from the expressway,” the leader of the Ministry of Transport assessed.

Regarding central budget support, the Ministry of Transport requested the People's Committee of Ha Nam province to study the investment plan for the parallel road on both sides of Ring Road 5 - the Capital region, determine the investment cost and work with the Ministry of Planning and Investment and the Ministry of Finance to report to the Prime Minister for decision.

Previously, the People's Committee of Ha Nam province proposed that the Government and the Ministry of Transport pay attention to supporting the central budget capital in the medium-term public investment plan for the period 2021-2025 from reserve sources, increased revenue and the central budget in the medium-term public investment plan for the period 2026-2030 for the investment project to build a parallel road on both sides of Ring Road 5 - Capital region (phase I).

This project, according to the People's Committee of Ha Nam province, has an impact on inter-regional connectivity between Ha Nam province and the provinces of Thai Binh, Hung Yen, Nam Dinh, Hanoi city and the northern mountainous provinces.

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the belt road - Capital region (code CT 39) is 272 km long, not including about 41 km overlapping the Noi Bai - Ha Long, Hanoi - Thai Nguyen, Hanoi - Lao Cai expressways and National Highway 3 and 59.5 km overlapping the Ho Chi Minh road.

The route passes through Hanoi, Hoa Binh, Ha Nam, Thai Binh, Hai Duong, Bac Giang, Thai Nguyen, Vinh Phuc.

Ho Chi Minh City – Moc Bai Expressway increases 1,832 billion VND in land clearance capital

According to the plan in September 2024, Ho Chi Minh City will issue a notice of land acquisition, October 2024 will measure tallying and confirming the origin of the land. It is expected that Ho Chi Minh City will hand over the ground from April 2025.

The project of compensation, support and resettlement of Ho Chi Minh City - Moc Bai highway through Ho Chi Minh City has a length of 24.6 km through 11 communes of Cu Chi district.

The total number of affected cases is 1,808 cases, of which 336 cases are eligible for resettlement.

Regarding estimates for compensation, support and resettlement expenses of VND 7,102 billion, an increase of VND 1,832 billion compared to the approved estimate in the Prime Minister's Decision No. 760/QD-TTg of VND 5,270 billion due to the application of the Land Law 2024.

According to the decision approved by the Government, the project has a total length of 51 km; The first point is connected to Ring Road 3 - Ho Chi Minh City in Cu Chi District, Ho Chi Minh City; The end point is intersected with Highway 22 (Km53+850) in Ben Cau district, Tay Ninh province.

Phase 1 invests in 4 lanes, design speed 120 km/h. Preliminary total investment of the Project is 19,617 billion VND, invested in the form of PPP (BOT Contract).

In particular, the investor capital is responsible for arranging 9,943 billion dong. The state capital participating in the project is 9,674 billion dong (the central budget of 2,872 billion dong; Ho Chi Minh City budget is 6,802 billion dong).

The investment in Ho Chi Minh City - Moc Bai highway is to reduce the load on Highway 22, develop the industrial chain - Moc Bai urban - Ho Chi Minh City - Cai Mep - Thi Vai port associated with the Xuyen A economic corridor, promote socio -economic development of Ho Chi Minh City and Tay Ninh in particular and the provinces in the Southeast in general.
