Groundbreaking ceremony of Tri An Hydropower Plant expansion: increasing capacity for the Southern power system

(Chinhphu.vn) - On the morning of August 19, Vietnam Electricity Group (EVN) started the key project of Tri An Hydropower Plant Expansion in Dong Nai province. The project is tasked with increasing the capacity of the Southern power system, especially during peak hours, with a total investment of nearly VND4,000 billion, expected to be completed by the end of 2027.

Attending the ceremony were Senior Lieutenant General Nguyen Truong Thang - Member of the Party Central Committee, Deputy Minister of National Defense ; Comrade Phan Thi Thang - Deputy Minister of Industry and Trade; Comrade Vo Tan Duc - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Nai province.

On the side of Vietnam Electricity Group (EVN), there were Mr. Cao Quang Quynh - Member of EVN Board of Members; Mr. Pham Hong Phuong - Deputy General Director of EVN; Mr. Pham Thanh Hoai - Director of Power Project Management Board 3; former leaders of EVN, along with representatives of member units and professional departments.

The groundbreaking ceremony was also attended by leaders of central ministries and branches; departments, branches and local authorities of Dong Nai province; representatives of the European Union Delegation to Vietnam; representatives of the German Reconstruction Bank (KfW) and the consortium of contractors and construction units.

Delegates cut the ribbon to start construction of the Tri An Hydropower Plant Expansion Project.

The Tri An Hydropower Plant Expansion Project is invested by EVN, directly managed by the Power Project Management Board 3 (EVNPMB3), with a total investment of VND 3,965 billion. The installed capacity is 200 MW (including 2 units x 100 MW). The capital for the project includes EVN's self-arranged capital of about 30% and commercial loans of about 70% from the German Reconstruction Bank (KfW) and the Vietnam Joint Stock Commercial Bank for Investment and Development ( BIDV ).

According to the plan, unit 1 will generate electricity in the third quarter of 2027, unit 2 in the fourth quarter of 2027, and the entire project will be completed in the fourth quarter of 2027.

When put into operation, the Tri An Hydropower Plant Expansion will provide an average annual electricity output of about 113 million kWh, contributing to increasing the ability to mobilize capacity for the Southern region, especially during peak hours; at the same time, helping to reduce electricity production costs, maximize flow, reduce CO₂ emissions, and extend the equipment life of existing generators.

Committed to ensuring quality, safety and on-time completion

Speaking at the ceremony, Comrade Vo Tan Duc - Deputy Secretary of the Provincial Party Committee, Chairman of the Dong Nai Provincial People's Committee affirmed: "With its great scale, stature and significance, the Tri An Hydropower Expansion Project has received special attention and close direction from the Government, Vietnam Electricity Group, ministries and localities. I believe that with high determination, close coordination of construction, consulting and supervision units and a sense of responsibility, the project will be constructed safely, ensuring quality, on schedule, and soon put into operation, making an important contribution to the socio-economic development of the country".

On EVN's side, EVN Deputy General Director Pham Hong Phuong pledged that the Group will direct and closely coordinate with contractors and consultants at the construction site to implement the Tri An Hydropower Expansion Project to ensure quality, safety and completion on schedule.

At the same time, EVN requires contractors in the Joint Venture to urgently mobilize sufficient human resources, equipment, and prepare financial resources to carry out construction to meet requirements on quality, progress, and safety. Design consultants and supervision consultants must arrange permanent staff at the construction site, closely monitor, promptly detect, and propose solutions to ensure construction quality, labor safety, and environmental sanitation.

Representing the joint venture of contractors and the project's construction unit, Colonel Tang Van Chi - General Director of Lung Lo Construction Company expressed his honor and pride to participate in the project, and committed to mobilizing maximum human resources, equipment, finance, and organizing scientific construction; coordinating with the Investor, Supervision Consultant, and local authorities to be determined to bring the project to completion on schedule.

On this occasion, EVN, together with contractors and construction units, organized meaningful social security activities, presenting practical gifts to the people of Dong Nai province. This is not only a timely sharing and support but also demonstrates EVN's sense of responsibility and attachment to the local community.

Previously, in December 2024, EVN started construction of Hieu Liem Bridge, an important project serving the construction of the Tri An Hydropower Plant Expansion. The bridge is 249.5 m long and 9 m wide, and is approved as a Grade II project. In addition to the function of transporting materials and equipment during construction, after the project is completed, Hieu Liem Bridge will continue to serve the travel needs of local people, enhance traffic connectivity, and promote regional socio-economic development.

Tri An Hydropower Plant began construction in the 1980s with comprehensive support from the former Soviet Union. Tri An Hydropower Plant is the last hydropower step on the Dong Nai River system. The project officially completed generating electricity for all 4 units in 1991, with a total designed capacity of 400 MW. In addition to the task of producing electricity and supplying the national grid, Tri An Hydropower Plant also performs the function of ensuring water for daily life, agriculture, repelling salinity and regulating floods.
