Focus on human resources to prioritize paying National Day gifts and '178 days off'
The State Treasury (KBNN) has just issued Official Dispatch No. 9823/KBNN-QLTT dated August 29, 2025 to adjust system operations, ensuring that the payment of VND 100,000 gifts from the Government to people is fully and promptly implemented before National Day, September 2.
Accordingly, the State Treasury has decided to temporarily suspend the plan to convert the 8-digit bank codes of commercial bank branches where the State Treasury opens accounts. Previously, this plan was mentioned in Official Dispatch No. 9748/KBNN-QLTT dated August 26, 2025. However, to prioritize the task of paying National Day gifts, the conversion will be postponed and only implemented after a new announcement.
The highest goal set by the State Treasury is: All gifts, whether via bank transfer or cash, must reach the people before September 2, 2025. The implementation must be quick, complete and to the right recipients, avoiding any delays or errors in the payment process.
To ensure progress, the State Treasury requires its affiliated units to arrange civil servants (including leaders and specialists) to work throughout the National Day holiday from August 30, 2025 to September 2, 2025. The main task is to promptly handle the payment and settlement of policies for the people, without interruption.
At the same time, the State Treasury also requested to focus on serving the payment of policies and regimes for subjects affected by the organizational arrangement according to Decree No. 178/2024/ND-CP (in case of request from the budget spending unit).
The State Treasury clearly directs: civil servants in the functional departments and transaction offices must be aware that the task of paying gifts and policies on this occasion is a top political task. Therefore, the entire system must focus on prioritizing leadership, direction and organization of implementation in accordance with regulations, promptly and effectively, to ensure social security and strengthen people's trust.
The remaining vaccine fund has more than 3,400 billion VND, to be paid to the central budget.
In parallel with the implementation of National Day gift payments, the State Treasury continues to demonstrate its role in transparent public financial management through the operation of the COVID-19 Vaccine Fund.
According to information from the State Treasury, the total amount mobilized by the COVID-19 Vaccine Fund is VND 11,084 billion, including VND 389.6 billion in bank deposit interest. Of which, the amount spent from the Fund is VND 7,671.4 billion, mainly for vaccine purchases (VND 7,666.9 billion).
Up to now, the remaining Fund balance is 3,418 billion VND (including converted foreign currency and exchange rate difference), which has been submitted to the Central budget according to regulations.
Previously, in the context of the COVID-19 pandemic outbreak, the Prime Minister signed Decision No. 779/QD-TTg dated May 26, 2021 on the establishment of the Vietnam COVID-19 Vaccine Fund, aiming to mobilize social resources and the State budget to serve the largest vaccination campaign in history.
From the very beginning, the Ministry of Finance assigned the State Treasury the responsibility of establishing and operating the Fund Management Board. The State Treasury has built financial infrastructure and control procedures to ensure that all activities comply with the law, are transparent and effective.
In its leading role, the State Treasury has carried out three key tasks: Centralized and scientific management, ensuring that all contributions are accounted for quickly and accurately; timely and appropriate payments, so that vaccines reach people as soon as possible; and absolute safety for the entire cash flow of the Fund.
As of June 30, 2025, the Fund has mobilized more than VND 11,000 billion, making a great contribution to the fight against the epidemic. After completing its mission, the entire remaining balance was transferred to the central budget.
According to Resolution No. 206/NQ-CP dated July 8, 2025 of the Government, the State Treasury has completed closing the Fund's account, preparing financial reports and submitting the entire balance to the State budget in September 2025. This is a milestone affirming the end of the historic mission of the Vaccine Fund.
