Affirming efforts to contribute to peace, cooperation and development

At the invitation of General Secretary and President of China Xi Jinping, President Liang Qiang will attend the 80th Anniversary of the World People's Victory over Fascism and work in China from September 2 to 4, 2025. This is President Liang Qiang's first working trip to China as President.

President Luong Cuong's working trip took place in the context of the world situation continuing to develop in a complex and unpredictable manner. Strategic competition between major powers is becoming more intense, but dialogue is still maintained. The Asia -Pacific and Indian Ocean continue to be the driving force of global growth, but are also the focus of major power competition. In resolving conflicts between parties at hot spots, new issues have emerged, with strong, multi-layered impacts on the international and regional situation and context.

Having gone through a long resistance war for national independence, freedom, unification and development, Vietnam is respected by the world as a typical country of tireless struggle, contributing to peace and justice for humanity. Right after the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam on September 2, President Luong Cuong attended the 80th anniversary of the victory over fascism of the world's people, expressing not only a responsible voice, but also Vietnam's support for the efforts of the world's people for peace, security and development.

Taking place right after the visit and attendance at the 80th Anniversary of the August Revolution and Vietnam's National Day on September 2 by the high-ranking delegation of the Chinese Party, State and the Chinese People's Liberation Army, President Luong Cuong's working trip also demonstrated the mutual support between the two Parties and countries of Vietnam and China in the historical journey of fighting for national liberation in the past, as well as in building and developing the country today.

In the context of the world economy tending to slow down, despite many difficulties, China still achieved high economic growth compared to major economies in the world and achieved many breakthroughs in science and technology. As two close neighboring countries, connected by mountains and rivers, having gone through many events and ups and downs of historical context, Vietnam and China always affirm that the stable development of bilateral relations brings fundamental and long-term benefits to the people of both countries.

From that common perception, the Vietnam-China Comprehensive Strategic Cooperative Partnership and Community of Shared Future have strategic significance and continue to develop positively and comprehensively, following the “6 more” orientation. In the context of the 75th anniversary of the establishment of Vietnam-China diplomatic relations (1950-2025), the Vietnam-China Humanitarian Exchange Year 2025, the two countries continue to promote high-level and all-level exchanges and contacts in many flexible forms. Exchange and cooperation mechanisms on security and defense have been consolidated and enhanced, demonstrating high political trust.

In terms of trade, in 2024, Vietnam will maintain its position as the largest trading partner in ASEAN and China's fourth largest trading partner by country (after the US, Japan, and South Korea). Vietnam-China bilateral trade turnover for the whole year of 2024 will reach 205.2 billion USD (up 19.3%). In the first 7 months of 2025, Vietnam-China bilateral trade turnover will reach 136.47 billion USD (up 21.3%)...

In terms of investment, in 2024, China ranked first in the number of new investment projects with 955 projects; ranked third in total registered capital with 4.73 billion USD (after Singapore and South Korea). In the first 7 months of 2025, China ranked first in the number of new investment projects with 695 projects...

Regarding tourism, in 2024, Vietnam will welcome 3.74 million Chinese visitors, an increase of 114% compared to 2023, accounting for 21.26% of total international visitors to Vietnam, ranking second after South Korea. In the first 7 months of 2025, Vietnam welcomed more than 3.1 million Chinese visitors to Vietnam, accounting for 25.5% of total international visitors to Vietnam, ranking first in total international visitors to Vietnam. Vietnam and China continue to emphasize that cooperation between the two countries still has a lot of potential for development and expansion.

In that context, the working trip of President Luong Cuong to attend the 80th anniversary of the victory over fascism of the world people and to work in China continues to affirm the positive and good development momentum of the Vietnam-China Comprehensive Strategic Cooperative Partnership and the Community of Shared Future, which has strategic significance; affirms Vietnam's consistent policy of always attaching importance to and wishing to consolidate and promote political trust, effectively implementing high-level common perceptions, especially during the visits to the two countries by the two General Secretaries.

Recognizing the positive results in recent times, especially in investment and science and technology, the two countries continue to expand cooperation in other fields, implementing new cooperation contents such as innovation, promoting private economy, digital transformation, green transformation, smart cities... substantive, effective, sustainable, making practical contributions to the implementation of national development goals.

In an interview with the press ahead of President Luong Cuong's working visit, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu affirmed that Vietnam and China are two countries with great potential and strengths for cooperation. The two countries have a land border of nearly 1,450km, which is convenient for people-to-people exchange and trade between the two countries, and share many similarities in terms of culture, history and political systems. The economies of the two countries complement each other in many aspects.

According to Deputy Minister Nguyen Minh Vu, China is a major economy in the world with a consumer market of more than 1 billion people, a technological power in many fields and an important voice in security and development. Vietnam is in a key stage of the industrialization and modernization process, setting a 100-year development aspiration in the new era, the era of national development.

It is these complementary points that require close cooperation between the two countries. In the context of political security, world and regional economy with many advantages and challenges intertwined, developing bilateral relations and taking advantage of economic cooperation strengths is in line with each country's foreign policy and general trends. In the future, the two sides need to implement practical and effective measures to promote the building of a community of shared future with strategic significance in the direction of "6 more", including:

The first ,   Continue to strengthen exchanges and share experiences on economic development theory and orientation, strengthen coordination in multilateral forums to jointly respond to common challenges, resolve disagreements for the security, peace and development of each country.

Second , create new breakthroughs in trade, investment, tourism, strategic infrastructure development and science and technology, especially digital transformation, AI, quantum, 5G, 6G, biotechnology, high-tech agriculture...

Tuesday ,   Strengthen people-to-people exchanges, tourism and cultural cooperation based on historical and cultural similarities and geographical proximity to create bonds, strengthen friendship, and consolidate the "foundation of people's hearts" for long-term, sustainable development of relations between the two countries.

With the long-standing relationship between the two countries, clear strategic directions from senior leaders and a peaceful and stable environment as a foundation, the Deputy Minister affirmed that the potentials and advantages of cooperation between the two sides will be strongly promoted, bringing practical benefits to the people of the two countries as well as making practical contributions to peace, cooperation and development in the region and the world.

President Luong Cuong’s working trip to China continues to affirm Vietnam’s foreign policy of independence, self-reliance, multilateralization and diversification of foreign relations; proactive and active international integration comprehensively and extensively; at the same time, conveying Vietnam’s strong message of responsibility and contribution to peace, stability, cooperation and development in the region and the world.
