
80 years ago, on August 28, 1945, in the Proclamation of the Provisional Government of the Democratic Republic of Vietnam, the Ministry of Information and Propaganda (the predecessor of the Ministry of Culture, Sports and Tourism today) was established. After 8 decades of formation and development, the team of cultural workers in Vietnam in general and Ha Tinh in particular has continuously grown and matured in all aspects, making worthy contributions to the cause of building and defending the Fatherland.

Immediately after the successful August Revolution in 1945, the Ha Tinh Cultural Department was formed from the provincial level down to the district level. Activities focused on propaganda, agitation, and mobilizing the people to participate in the National Assembly elections and the resistance war against the French; culture and information were the sharp weapons of the People's Government on the ideological front.

After peace was restored in the North, the Ministry of Propaganda was renamed the Ministry of Culture; accordingly, the Ha Tinh Department of Propaganda and Arts was renamed the Department of Culture. There was a major change in organization, the Ha Tinh Department of Culture continued to carry out its tasks in the new period, actively participating in the country's construction. The department had many activities such as: publishing books and newspapers, establishing a library system, establishing art troupes and performing and composing songs and plays among the masses. The establishment of the Ha Tinh Art Troupe in 1959 and the Mobile Projector Team in 1960 showed the maturity of the department.

In 1965, the Ha Tinh Department of Culture focused on carrying out the task of propagating to the people to raise their vigilance against the US air force's sabotage plot. In the rain of bombs and bullets, many artists went to each battlefield to record the heroic and brave moments of the army and people of the province. In 1965, under the direction of the Central Party and the Government, Ha Tinh province successfully organized the celebration of the 200th anniversary of the birth of the great poet Nguyen Du (1765-1965), in which the Department of Culture played a leading role. In 1972, the Ha Tinh Department of Culture was honored to be recognized as the "Leading Flag of the Cultural Sector of the entire North" and received the "Rotating Flag of the Government".


After the country's reunification, Nghe An and Ha Tinh merged into Nghe Tinh province; Nghe Tinh Information Service was also established. This was a period that witnessed the strong development of the mass art movement and propaganda activities to promote the building of a new lifestyle. The professionalism of the industry was clearly demonstrated in the spirit of staying close to the grassroots, being present at construction sites, factories, fields, and residential areas to propagate and promote the building of a new lifestyle. In particular, the presence of artists at the construction site of the Ke Go Great Irrigation Project was typical, where musician Nguyen Van Ty composed the legendary song "The person who built Ke Go Lake".

In August 1991, Nghe Tinh province was divided into Nghe An province and Ha Tinh province. The Ha Tinh Department of Culture continued to enter a new period with many challenges. To fulfill its assigned tasks, the Ha Tinh Department of Culture and Information established affiliated units including: Provincial Library, Provincial Museum, Song and Dance Troupe, Provincial Cultural Information and Exhibition Center, Printing Enterprise and High School of Culture and Arts. In the period of 1995-1999, shaping grassroots cultural movements and building cultural life through scientific seminars such as "Village culture and building cultural villages" was the basis for the 13th Provincial People's Council (July 1995) to pass a Resolution on building grassroots cultural and information life...
In response to the requirements of innovation and integration, in 2008, the Department of Sports, Tourism and the Family Department of the Committee for Population, Family and Children were merged into the Department of Culture; in March 2025, it received additional functions and tasks of State management of press and publishing. This is an event marking the comprehensive development of the Department of Culture, Sports and Tourism, creating a multi-sectoral, multi-disciplinary institution. The Department has advised the Provincial People's Committee to issue many important projects, plans and resolutions. Typical examples include: Project on Developing Sports and Physical Training in Ha Tinh Province for the period 2012-2020, with a vision to 2030; Master plan for tourism development in Ha Tinh Province to 2020, with a vision to 2030; Master plan for preserving and embellishing Nguyen Du Memorial Site, Nghi Xuan District; Outdoor advertising planning, especially Resolution No. 18/NQ-TU dated December 22, 2023 of the Provincial Party Committee on "Building and developing Ha Tinh culture and people in the new period"...


Currently, cultural activities are inherited and promoted effectively, promptly meeting the spiritual life of the people; propaganda, exhibitions, and libraries are all focused on developing both in quantity and quality. The mass cultural and artistic movement is maintained and widely developed. Ha Tinh professional arts have made strong innovations, many art programs have left deep impressions, especially the successful coordination of the Nghe Tinh Vi and Giam Folk Song Festival, contributing to honoring and widely spreading the heritage values of Nghe An. The work of preserving and promoting cultural heritage is focused. Currently, Ha Tinh has 694 ranked relics (special national level: 2, national level: 92, provincial level: 600); 3 national treasures; 4 national festivals; 3 world documentary heritages in the Asia-Pacific region; 2 UNESCO intangible heritages (Vi, Giam and Ca Tru folk songs). Notably, among the 7 Vietnamese celebrities honored by UNESCO, the province has 2 celebrities: Great Poet Nguyen Du and Great Physician Hai Thuong Lan Ong Le Huu Trac. Ha Tinh is one of the provinces with the most royal titles in the country.




State management of family has been implemented synchronously and effectively. The sector has advised on the issuance of many programs and plans; promoted propaganda, education on ethics, lifestyle, prevention of domestic violence; preserved and promoted traditional values of Vietnamese families. Promoted the movement "All people unite to build a cultural life" associated with the National Target Program on new rural construction, which has become increasingly in-depth and of high quality. Up to now, the whole province has 360,715/379,364 cultural families (reaching a rate of 95.08%); 1,874/1,901 cultural villages and residential groups (98.57%).




The field of physical education and sports is constantly developing. The rate of people participating in regular physical education and sports training is 35.7%, the number of sports families is 25.6%. Every year, the whole province organizes 10-15 provincial-level sports tournaments and hundreds of grassroots-level sports tournaments. In particular, Ha Tinh is honored to be chosen as the venue for many national and international sports tournaments, such as the VTV Cup International Women's Volleyball Tournament, the Asian Pencak Silat Championship, etc. The province's high-performance sports have also made steady progress, affirming the position of Ha Tinh sports in national, regional and international arenas. Typical athletes include: Hoang Thi My Tam consecutively won gold medals at the Asian Karatedo Championship, gold medals at the SEA Games; Nguyen Le Quynh Chi won gold medals at the world and Asian Pencak Silat; Nguyen Thi Ngoc and Nguyen Trung Cuong won gold medals at the SEA Games, in which Trung Cuong also broke the national record in the 3,000m obstacle course... Ha Tinh volleyball team won 4th place twice at the national strong teams tournament (2021, 2023); Hong Linh Ha Tinh Football Club achieved 5th place in the 2024/2025 season...




Ha Tinh tourism is increasingly flourishing, affirming its position on the tourism map, especially in the North Central region. The number of visitors increases steadily every year. The infrastructure is complete with 313 accommodation establishments (more than 7,000 rooms), more than 6,300 dining establishments, 17 provincial-level tourist areas/sites. Modern projects such as Muong Thanh Xuan Thanh Golf Course, Melia Vinpearl Hotel, Vinpearl Water Park Cua Sot, Hoa Nang and Hoa Tien Xuan Thanh Resort, Song Lam Waterfront Hotel, and Hai Au Thien Cam have created a new look for Ha Tinh tourism. In addition, new tourism products such as community models combining cultural preservation and sustainable development in Lang Che (Son Kim 2), Hoa Thi (Vu Quang), Phu Lam (Huong Khe) ...

State management of information, press, publishing, printing and distribution has been implemented synchronously and effectively. In particular, the direction and orientation of information for major events and activities in the province has been carried out in many forms, focusing on organizing press conferences and regularly training and guiding departments, branches and localities to seriously carry out the work of speaking and providing information to the press. External information activities, grassroots information and policy communication continue to be effective, ensuring the full and timely transmission of essential information to the people; the image of Ha Tinh province has been promoted to international friends, contributing to improving the effectiveness of foreign affairs, investment promotion and integration of the province.

With its achievements, in 2008, the Department of Culture, Sports and Tourism of Ha Tinh was awarded the Third Class Labor Medal by the President; in recent years, it has received Certificates of Merit and Excellent Emulation Flags from the Ministry of Culture, Sports and Tourism; many collectives and individuals have been commended and honored. In the first 7 months of 2025, the Department was commended by the Chairman of the Provincial People's Committee for serving people and businesses well in performing administrative procedures and providing public services on the National Public Service Portal.



The 80th anniversary of the traditional day is an opportunity for cadres, civil servants and workers of the Ha Tinh Culture, Sports and Tourism sector to review the tradition, unite and join hands to continue to innovate thinking, promote creativity, improve capacity and service spirit with the motto "Leaders set an example, disciplined staff, focused work, breakthrough thinking and action" and the spirit "Each civil servant, civil servant and worker of the cultural sector is a solution, not a problem". In particular, closely following the spirit of Resolution No. 18-NQ/TU of the Ha Tinh Provincial Party Committee on "Building and developing Ha Tinh culture and people in the new period", the provincial Culture, Sports and Tourism sector identifies this as a consistent orientation, a compass for all activities in the coming time to develop culture into a sustainable driving force, making worthy contributions to the construction and development of Vietnam and Ha Tinh homeland in the new era.
