Attending the Congress were Most Venerable Elder Chau Ty - Deputy Supreme Patriarch of the Vietnam Buddhist Sangha and Mr. Son Phuoc Hoan - Former Deputy Minister, Deputy Head of the Ethnic Minorities Committee (UBDT); Mr. Tao Viet Thang - Deputy Head of the Department of Local Ethnic Affairs (Can Tho Department). Representing local leaders were Ms. Dang Thi Hoa Ray - Chairwoman of the Vietnam Fatherland Front Committee of An Giang province; and Mr. Huynh Thanh Cu - Deputy Head of the Provincial Ethnic Minorities Committee; Cao Quang Liem - Secretary of the District Party Committee, Chairman of the District People's Council; Tran Minh Giang - Vice Chairman of the District People's Committee, Head of the Steering Committee for the 4th Congress of Ethnic Minorities in Tri Ton district, 2024... Notably, the full presence of 150 official delegates attended the Congress.
Tri Ton is a poor district (according to Decision No. 353/QD-TTg dated March 15, 2022 of the Prime Minister ); with 15 administrative units, including 12 communes, 3 towns, with 77 hamlets and villages; of which, there are 2 border communes. The district has 3 main ethnic groups, Kinh, Khmer, Hoa with a total population of 117,325 people, 33,434 households; of which, ethnic minority households are 11,137 households (mainly Khmer) accounting for 33.31% of the district's population.
From the results achieved in poverty reduction work, the number of poor households in the district has gradually decreased every year. Specifically, in 2020, the whole district had 1,938 poor households, accounting for 3.65% of the total population of the district. By the end of 2023, it had decreased to 670 poor households, accounting for 1.23% (of which 244 poor ethnic minority households, accounting for 2.34% of the total number of ethnic minority households, a decrease of 206 households compared to 2020); 2,220 near-poor households, accounting for 4.08% (of which 604 ethnic minority households, accounting for 5.80% of the total number of ethnic minority households, a decrease of 511 households compared to 2020).
In the period of 2019 - 2024, the district invested in many fields in the ethnic minority areas, such as investing in infrastructure construction; supporting production development, diversifying livelihoods, replicating poverty reduction models; supporting residential land, housing, and domestic water; supporting vocational training, job creation; supporting policy credit loans for production development; supporting health care,education ; supporting culture, information; religion, beliefs...
Since then, the district has achieved important results in socio-economic development, improving material and spiritual life; ensuring political security, social order and safety in the whole district in general and ethnic minority areas in particular; investing in infrastructure in particularly difficult areas has contributed to changing the face of rural areas and ethnic minority areas.
In addition, implementing the National Target Programs, the district has supported a total of 99 projects and models to support production development and livelihood diversification, with 1,257 households participating (379 ethnic minority households) with a total support capital of VND 23,648 million... contributing to improving and enhancing the quality of life and increasing household economic income; support policies on residential land, housing, and domestic water for poor households, near-poor households, and disadvantaged ethnic minority households have brought about certain effectiveness, meeting the people's requirements for residential land, housing, and domestic water; gradually solving the shortage of residential land and domestic water for poor and near-poor households.
In recent times, education and training have been gradually standardized, facilities have continued to be strengthened, and there are currently 58 educational institutions in the area. The activities of the District Boarding School for Ethnic Minorities have achieved many results in recent times, contributing to improving the intellectual level of the people to meet the learning needs, creating a favorable environment for comprehensive education for ethnic minority children.
The cultural identity of ethnic minorities has always been of interest to all levels and sectors of the district, creating favorable conditions for preservation and promotion, especially places of worship and traditional festivals. The whole district has 14 Khmer Theravada Buddhist pagodas; 1 Association of Patriotic Monks and Monks. During the Lunar New Year, the traditional holiday of ethnic minorities, the district organizes welcoming activities such as meetings, visits, gift giving and congratulations with a total of 17,615 participants, with a total cost of more than 6 billion VND...
In addition, vocational training and job creation in the district have achieved positive results. The district has trained 6,565 rural workers, of which 2,032 ethnic minority workers, accounting for 30.95%, with a budget of 6,683 billion VND.
During the period 2019 - 2014, many typical examples in different fields have appeared, and prestigious people and cadres working in ethnic affairs have shared their experiences and specific actions with the Congress.
At the Congress, the Presidium selected 30 official delegates and 3 alternate delegates to attend the Provincial Congress scheduled to be held in November 2024.
At the Congress, the Ethnic Minorities Committee of An Giang province awarded Certificates of Merit to 2 collectives and 4 individuals who had outstanding achievements in implementing ethnic policies and made many contributions to socio-economic development, national defense and security in the ethnic minority area of Tri Ton district in the period of 2019 - 2024.
At the same time, the Congress Steering Committee awarded Certificates of Merit from the Chairman of the District People's Committee to 9 collectives and 20 individuals who had outstanding achievements in ethnic work in the period 2019 - 2024.
Speaking at the Congress, Chairwoman of the Vietnam Fatherland Front Committee of An Giang province Dang Thi Hoa Ray suggested that the Congress promote the achieved results, build specific programs and plans with goals and targets in line with the development orientation of ethnic work and ethnic policies of the province and Tri Ton district in the coming period.
“I suggest that Tri Ton district needs to focus and be more determined in directing and effectively implementing the 3 National Target Programs, which are policies and huge resources invested in the area, bringing about comprehensive and sustainable development. In addition, we need to strengthen propaganda and mobilization of dignitaries, prestigious and knowledgeable people among ethnic minorities to create consensus and gather the Great National Unity bloc”, Ms. Dang Thi Hoa Ray emphasized.
