As of August 26, ministries, sectors and localities are focusing on implementing many measures to overcome the consequences of storm No. 5, prioritizing the restoration of production, electricity, communications and ensuring the lives of people in affected areas. The Ministry of Agriculture and Environment has sent a working group to the locality to support the restoration of agricultural production; the electricity sector urgently handled the incident, restored 4/6 high-voltage grid points, and continued to prioritize power supply to the BTS (transmitter and receiver) system for communications.
Previously, on August 23, the Central Party Secretariat issued Official Dispatch No. 70-CV/TW on responding to storm No. 5. The Prime Minister issued four telegrams directing response and overcoming consequences; directly established a forward command post in Military Region IV ( Nghe An ), chaired meetings with localities from Ninh Binh to Hue city and inspected the actual storm prevention and control work. Deputy Prime Ministers also continuously chaired online meetings with ministries, branches and localities to promptly direct response.
Ministries and sectors have urgently taken action. The Ministry of Agriculture and Environment issued six directives and organized two inspection teams in Nghe An and Thanh Hoa. The Ministry of National Defense and the Ministry of Public Security maintained hundreds of thousands of officers and soldiers along with thousands of vehicles ready to respond. The Ministry of Construction, the Ministry of Industry and Trade, and the Ministry of Science and Technology also issued directives; the Ministry of Foreign Affairs sent a diplomatic note requesting support for fishermen and boats to take shelter from the storm.
Information and propaganda work has been strengthened. Vietnam Television, Voice of Vietnam and press agencies have increased the time and frequency of reporting. The Department of Dyke Management and Natural Disaster Prevention and Control has coordinated with Zalo to send 42.9 million text messages providing guidance on how to cope with storms and floods.
By 8:00 p.m. on August 25, all 59,617 vehicles with 248,843 fishermen from Quang Ninh to Thua Thien Hue had been guided and taken to safe shelters. Provinces from Ninh Binh to Thua Thien Hue had evacuated more than 18,400 households with 44,300 people to safety. The work of reinforcing dykes, operating reservoirs and pumping stations for flood control was drastically implemented to protect production and construction safety.
