Guidance on compiling and completing socio-economic indicators to serve the construction of documents for party congresses at all levels

Attending the conference at the Dak Lak provincial bridge point were member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Ha; leaders of the Provincial Statistics Office; leaders of the Provincial Party Committee Office, the National Assembly Delegation and the Provincial People's Council, the Provincial People's Committee; leaders of relevant departments, branches and sectors.

At the conference, delegates at the connecting points were introduced to the construction of a system of socio -economic statistical indicators to serve the provincial and communal party congresses for the 2025-2030 term. Specifically, the list of main indicators in the documents of the party congresses at all levels for the 2025-2030 term includes 28 indicators; including 5 economic indicators, 16 social indicators, and 5 environmental indicators.

Delegates were also introduced to the content and methods of calculating the Gross Regional Domestic Product (GRDP) index, the ratio of added value of the digital economy in GRDP, the Human Development Index (HDI), and the Per capita income index; instructions for compiling the growth rate of total product value at the commune level. For each index, delegates were clarified about the concept, calculation method, calculation formula, and agencies responsible for implementation.

Delegates also participated in discussions and exchanged experiences from localities, especially provinces and cities that are implementing plans to rearrange administrative units according to the Resolution of the National Assembly Standing Committee.

Speaking at the conference, Deputy Minister of Finance Nguyen Thi Bich Ngoc emphasized that one of the key tasks in preparing and organizing party congresses at all levels, towards the 14th National Party Congress, is to build a database and a set of socio-economic indicators to evaluate the results achieved in the 2021-2025 period, the targets that have not been achieved, thereby building targets and plans for the 2025-2030 term.

Implementing the direction and guidance of the 14th Congress Document Subcommittee, the Ministry of Finance assigned the General Statistics Office to develop a set of criteria for the system of socio-economic indicators as a basis for 34 provinces and cities after the rearrangement of administrative units to have a basis for building a synchronous, unified and accurate data system.

Localities are equipped with a set of calculation tools and updated instructions, ready for compiling, estimating and perfecting the system of socio-economic indicators, contributing to standardizing the data system, serving the construction of documents for the new term Party Congresses at all levels, close to reality, ensuring quality and progress; at the same time, serving as a basis for advising on the development of socio-economic development strategies, especially in the current context.
