More than 83% of projects and works managed by district level achieved or exceeded disbursement plans.

By the end of May, district-level localities in Hai Duong province had 230 projects and works disbursing public investment capital, reaching and exceeding the 2025 scenario plan of the Provincial People's Committee.

The project to renovate and upgrade the traffic route from Kim Anh commune to Kim Lien commune (section from Bat Nao bridge, Kim Anh commune to Kim Lien commune) managed by the People's Committee of Kim Thanh district is speeding up construction progress. It is expected to be completed and put into use in August 2025.

According to the Department of Finance of Hai Duong province, districts, towns and cities in the province are implementing 276 projects and works managed by the People's Committees at the district level.

By the end of May, 230 projects and works (over 83%) had disbursed public investment capital that met and exceeded the 2025 scenario plan of the Provincial People's Committee with a total amount of nearly VND 1,000 billion. Notably, 69 projects and works exceeded the progress plan.

According to the Department of Finance, many district-level projects managed to disburse and exceed the plan because localities closely followed the scenario plan and proactively implemented many solutions.

However, there are still 46 projects with slow disbursement progress.

The delay in progress is due to some projects being temporarily suspended to implement the arrangement of 2-level government. Some projects during construction have to adjust the design plan due to arising issues at the site that were not fully calculated when designing, leading to a prolongation of the construction time. Site clearance work for some projects is prolonged. Many projects have arranged capital plans from land use revenue sources but have not completed the land use fee collection plan, so there is no capital to disburse...

By the end of June 9, Hai Duong province had disbursed more than 4,600 billion VND, reaching 39.9% of the plan assigned by the province and 44.3% of the plan assigned by the Prime Minister .

Many localities exceeded the scenario plan and had high disbursement rates: Tu Ky reached 72.7%, Ninh Giang reached 53.9%, Binh Giang reached 52.5%...

Some localities have not achieved the plan and have low disbursement rates such as Hai Duong city reaching 20.2%, Thanh Ha reaching 26.5%...
