According to the National Center for Hydro-Meteorological Forecasting, on the afternoon of June 10, the tropical depression was at about 15.3 degrees North latitude; 114.8 degrees East longitude, about 360km East Southeast of Hoang Sa archipelago. The strongest wind near the center of the tropical depression was level 6-7 (39-61km/h), gusting to level 9; moving slowly in the West Northwest direction at a speed of about 5km/h.
It is forecasted that in the next 24 hours, the tropical depression will move in the West-Northwest direction and then possibly strengthen into a storm (storm No. 01); after strengthening, storm No. 01 will continue to move in the West-Northwest direction and strengthen, possibly causing heavy rain in the Central provinces.
Pursuant to Official Dispatch No. 86/CD-TTg dated June 10, 2025 of the Prime Minister, to proactively respond to the complicated developments of tropical depression/storm No. 01, and to continue to strictly implement Official Dispatch No. 4152/CD-BCT dated June 9, 2025, the Minister of Industry and Trade requests units under the Ministry and units in the Industry and Trade sector to focus on performing the following tasks:
1. Strengthen the work of disaster prevention and control on duty, closely monitor the developments of tropical depression/storm No. 01 from the National Center for Hydro-Meteorological Forecasting (Dangerous area in the next 24 hours: From 13.0-18.5 degrees North latitude, 112.0-118.0 degrees East longitude, dangerous area is adjusted in forecast bulletins) to promptly deploy measures to respond to natural disasters caused by tropical depression/storm No. 01.
2. Strengthen the review and inspection of key and vulnerable works and areas, be ready to respond to the developments of tropical depression/storm No. 01, and ensure the highest level of safety for people and property.
3. Department of Industry and Trade of provinces and centrally-run cities
- Strengthen inspection and ensure safety for mineral exploration and exploitation activities and power grid systems in the management area. Require mineral exploitation facilities in the area to have measures to prevent landslides and flooding at mines, review and inspect tailings ponds at mines, and mines with great depth.
- Direct industrial and commercial production establishments in the management area, especially those in areas at risk of flash floods, landslides, key works, and unfinished works to have response plans to ensure the safety of people, works, machinery, equipment and prepare resources, means, and materials to proactively deploy response measures to emergency situations that may occur due to the impact of tropical depression/storm No. 01.
- Directing hydropower dam owners in the area to strictly implement the reservoir operation procedures approved by competent authorities, strengthening inspection of operation work to ensure safety of dams and hydropower reservoirs, especially weak dams, small hydropower plants or those under construction or repair, promptly detecting landslide-prone areas to post warning signs, closely coordinating with local authorities to promptly inform, ensuring safety for people, especially in emergency flood discharge situations.
- Urgently review areas that are likely or at risk of being cut off or isolated due to the storm's impact to promptly develop specific plans for stockpiling goods, ensuring the supply of essential goods, especially food, drinking water, and necessities to serve the people.
4. Vietnam Electricity Group
- Direct local power units and hydropower dam owners under their management to prepare sufficient human resources, materials and means according to the "4 on-site" principle to respond to tropical depression/storm No. 01, strengthen inspection and self-inspection of power grid projects and hydropower dams to ensure stable and safe power supply, especially for important loads, and prepare all plans to restore power as soon as possible to areas affected by tropical depression/storm No. 01.
- Direct the units managing and operating hydropower projects under the Group to fully implement the requirements in this Official Dispatch.
- Coordinate with the Department of Industry and Trade to direct and inspect the implementation of measures to ensure dam safety, especially dams that are weak, or under construction or repair; the operation of hydroelectric reservoirs to ensure construction safety.
5. Vietnam National Energy Industry Group (PVN)
- Notify ships and offshore oil and gas projects (under PVN's management) in the area affected by tropical depression/storm No. 01 to deploy measures to ensure safety for people, property and projects.
- Direct units under their management to prepare resources, means, and materials to promptly handle situations caused by tropical depression/storm No. 01.
6. National Electricity System and Market Operation Company
- Establish a method of operating the national power system, mobilize reasonable power sources so that the national power system operates safely and continuously, ensuring sufficient electricity supply for the country's economic development and people's living needs.
- Closely coordinate with the units managing and operating hydroelectric reservoirs to update the actual hydrological situation, flood situation and requirements of competent authorities, ensuring power generation efficiency; plan to regulate hydroelectric reservoirs to ensure compliance with the inter-reservoir and single-reservoir operation procedures and the instructions of the National Civil Defense Steering Committee, the Disaster Prevention and Control Command Committees of provinces and centrally-run cities.
- Coordinate with relevant units to optimize the operation mode of the power plant and grid, limit the risks of grid failures and generator failures.
7. Hydroelectric dam owners
- Strictly comply with the hydropower reservoir operation process and inter-reservoir process approved by competent authorities. Organize serious on-duty shifts, closely monitor weather information, flood and rain situations, increase notifications and warnings to ensure safety for people and related activities on rivers and streams in the downstream area of dams and factories before operating, regulating, starting to release water for power generation or in cases of sudden increase in discharge flow downstream.
- Actively operate the reservoir to ensure the flood capacity according to regulations. The organization of operation must ensure that there are no sudden, abnormal flows that directly threaten the lives and property of people in the riverside areas downstream of the reservoir. Organize the implementation of information and notification to the authorities and people in the downstream areas about the operation and regulation of the reservoir.
8. Other Corporations and General Companies in the Industry and Trade sector
Closely monitor the developments of tropical depression/storm No. 01 from the National Center for Hydro-Meteorological Forecasting to promptly direct disaster prevention work at facilities under management, ensuring safety for people and key works.
Requesting units under the Ministry and units in the Industry and Trade sector to seriously implement this Official Dispatch, prepare forces, equipment, means and materials to promptly respond to natural disaster situations; closely coordinate with authorities at all levels in disaster response and participate in rescue when requested. Organize 24/24h duty, regularly report information to the Standing Office of PCTT&TKCN of the Ministry of Industry and Trade.
