Resolution 68-NQ/TW of the Politburo on private economic development marks a strong shift in the Party's thinking and policy orientation towards the private economic sector, opening up great opportunities and creating important motivation for businesses to develop and grow.

Meet the exact needs of the business

Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo clearly demonstrates the Party's innovation in thinking, unity of perception and action. At the same time, it offers comprehensive, comprehensive and breakthrough solutions to further promote the role of the private economy.

The Resolution identifies the private economy as “the most important driving force” of the economy and the “pioneering force” promoting growth, creating jobs, improving labor productivity, national competitiveness, industrialization, modernization, and economic restructuring…

Setting the requirement for rapid, sustainable, effective, and high-quality private economic development as “both a central and urgent task and a long-term strategic one”, Resolution 68-NQ/TW requires the complete elimination of perceptions, thoughts, concepts, and prejudices about Vietnam’s private economy; properly assessing the important role of the private economy in national development…

Along with strategic and innovative guiding views, placing great trust in the role of the private economy, the business community is very pleased with the specificity and practicality of these policies.

The solutions are no longer just guidelines or appeals but have been institutionalized into clear mechanisms such as: Credit incentives and improving access to capital for small and medium enterprises; removing obstacles in land and administrative procedures; promoting digital transformation and improving competitiveness; creating conditions for private enterprises to participate in high value-added industries, high technology and global value chains.

The above shows that the policy not only aims to solve immediate difficulties but also opens up a long-term vision, in line with the world 's development trends and the requirements of the new development stage in Vietnam.

As someone who has studied Resolution 68-NQ/TW very carefully, Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Management, commented that this resolution is really drastic and "hits" the problems that private enterprises are facing.

“The solutions proposed are comprehensive, synchronous, specific and practical in order to support, promote and facilitate the development of private enterprises. Particularly important is the resolution that proposes drastic measures to decriminalize economic relations. These are solutions that can help enterprises reduce their concerns about legal risks, thereby creating more motivation to innovate and expand their scale of development,” added Dr. Nguyen Dinh Cung.

Expect the policy to come into practice soon.

To concretize Resolution 68-NQ/TW, on May 17, 2025, the National Assembly passed Resolution No. 198/2025/QH15 establishing a number of special mechanisms and policies for private economic development. Immediately after that, the Government also issued Resolution 139/NQ-CP implementing the plan to implement the mechanisms and policies approved by the National Assembly.

The Central Government's determination, urgency and synchronization in implementing Resolution 68-NQ/TW into practice has created excitement and raised many expectations for the business community in Hai Duong.

According to Mr. Do Van Tung, General Director of Bosu Joint Stock Company (Hai Duong City), the enterprise operates in the field of designing and managing digital content for enterprises. If the solutions in Resolution 68-NQ/TW are implemented seriously and synchronously, many barriers in production and business activities will be removed for enterprises. For example, reducing the frequency of inspections and checks will help enterprises feel secure in stabilizing production. Simplifying administrative procedures and switching from "pre-inspection" to "post-inspection" will help save time and costs. Easier access to land, capital and market information will open up many opportunities for expansion and development.

“Completing the legal framework for new models such as Fintech, AI, digital assets... will create a clear legal corridor for businesses to boldly invest and innovate. We hope that the policies of Resolution 68 will soon be concretized in sub-law documents such as decrees, guiding circulars... in a timely and clear manner. At the same time, there needs to be a mechanism to monitor implementation from the central to local levels to avoid the situation of hot above, cold below,” Mr. Tung suggested.

Along with that, it is necessary to build a mechanism to monitor and evaluate the effectiveness of policy implementation through business associations, intermediary organizations or the press. At the same time, businesses themselves must also proactively seize opportunities, improve management capacity, financial transparency and strengthen linkages within the industry and in the region. Because if they do not innovate themselves, even if there are good policies, businesses will find it difficult to take advantage of them.

“I expect that, with clear political determination, synchronous participation and proactive spirit from both the State and enterprises, these policies will not only breathe new life into the private economic sector, but also contribute to creating a fair and transparent business environment, promoting sustainable business development. In particular, we hope that Hai Duong will become a leading locality in implementing policies to support businesses. The province currently has a young, dynamic business force with a strong desire to innovate and reach out. If accompanied and supported in accordance with the spirit of Resolution 68, they can absolutely become a pioneering force, promoting the strong development of the private economy in the coming time,” said Mr. Nguyen Van Huy.
