Currently, the Ministry of National Defense is ready with 425,079 officers and soldiers and over 4,000 ships, planes and other means to respond to storm No. 3 ,” said Major General Pham Van Ty.

In addition, according to the leader of the Department of Rescue and Relief, the Ministry of National Defense continues to direct Military Regions 1, 2, 3, 4 and 5 to resolutely implement measures according to the direction of the Government , focusing efforts with local Party committees and authorities to prevent and respond to storms.

The Ministry of National Defense also directed the border guards to continue to resolutely implement measures to notify and call on vehicles operating at sea to take shelter to ensure safety, especially aquaculture cages in dangerous areas.

We request that localities direct competent authorities to proactively coordinate with military units stationed in the area to drastically implement measures to notify and call on ships operating in dangerous areas to take shelter in the spirit of “slow and steady wins the race”. In particular, it is necessary to strongly propagate to ship owners and resolutely evacuate people from dangerous areas to safety, ” Major General Pham Van Ty emphasized.

Also giving his opinion on the work of calling on fishermen to take shelter from storms, Colonel Nguyen Van Khanh, Deputy Chief of Staff of the Border Guard Command, said that the unit has requested provincial border guards to support localities in inspecting and grasping locations prone to flooding and flash floods, evacuating people to safe places, and securing houses, cages, etc.

In Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Da Nang City... there are a large number of boats operating in the North East Sea area, the border guards will directly meet with the boat owners, resolutely calling for them to move to ensure safety.

" Currently, border guard units from Quang Ninh to Phu Yen maintain 3,567 officers and soldiers/259 vehicles of all kinds, ready to participate in handling any situation that may arise, " said Colonel Nguyen Van Khanh.

However, according to the Border Guard Command, there are still many difficulties in the implementation process. Specifically, the information connection system is old and outdated, leading to difficulties in notification and propaganda work.

Along with that, some fishermen operating in far-off waters often rely on their own experience to predict storms, thereby remaining subjective and not following the instructions and directions of the authorities. " In many cases, when asked to move, they move slowly, trying to catch fish while moving, " Colonel Nguyen Van Khanh stated the reality.
