Colonel Nguyen Quang Vinh was assigned by the Minister of Public Security to work and hold the position of Director of Cao Bang Provincial Police in June 2025.
Delegates of the Cao Bang Provincial People's Council conducted the process of electing additional members of the Provincial People's Committee; Colonel Nguyen Quang Vinh was elected as a member of the Cao Bang Provincial People's Committee for the 2021-2026 term.
At the meeting, delegates of the Cao Bang Provincial People's Council reviewed, commented and voted to approve 7 resolutions on: Amending and supplementing Resolution No. 91/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council on promulgating the Regulation on decentralization of revenue sources, expenditure tasks, and percentage of revenue sharing between budgets of local authorities at all levels in Cao Bang province in 2022, the stable period 2022-2025, which has been amended and supplemented according to Resolution No. 75/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council.
Resolution on approving the settlement of state budget revenue in the area, settlement of local budget expenditure in 2024 of Cao Bang province; deciding on the estimate of state budget revenue in the area, settlement of local budget expenditure in 2025 after the rearrangement.
Resolution, adjustment and supplementation of the medium-term public investment plan for the period 2021-2025 of local budget capital of Cao Bang province (11th time); assignment of civil servant payrolls in agencies of the People's Council, People's Committee at provincial and commune levels of Cao Bang province in 2025.
Resolution approving the total number of employees in public service units and associations assigned by the Party and State in Cao Bang province in 2025.
Resolutions on policies to change forest use to other purposes (supplemented in the 4th phase); report on plans to use increased revenue sources and save local budget expenditures in 2024; State financial report in 2024.
Speaking at the meeting, comrade Be Thanh Tinh, member of the Provincial Party Standing Committee, Chairman of the Cao Bang Provincial People's Council emphasized that after a working session with a spirit of democracy, responsibility and intelligence, the Cao Bang Provincial People's Council meeting was a great success.
Delegates frankly, democratically, and intellectually contributed ideas to perfect and approve important draft Resolutions.
Among them, there are a number of Resolutions related to the organizational arrangement and the organization of activities of two-level local governments from July 1.
The adoption of these Resolutions will contribute to ensuring the effective and efficient operation of the two-level local government; improving the quality of services for people and businesses, meeting the development requirements in the new period. The delegates also elected and completed the membership of the Cao Bang Provincial People's Committee for Colonel Nguyen Quang Vinh, Director of the Cao Bang Provincial Police.
