Hoa Thuan develops from an agricultural foundation

In the 2020 - 2025 term, Hoa Thuan commune overcame many difficulties and challenges to achieve many comprehensive achievements. Agriculture continues to be the commune's strength, with more than 5,300 hectares of rice land, annual output of more than 410,000 tons, of which high-quality rice accounts for 98% of the cultivated area. Vegetables, livestock and aquaculture all grew strongly; aquaculture output reached more than 780,000 tons, many times higher than the target. The garden economy is increasingly prosperous, with 51 effective economic models.

Rural infrastructure has made remarkable progress. During the past term, Hoa Thuan commune built a total of 69km of roads, 14 key bridges, and 42km of internal irrigation. Per capita income increased from 59 million VND in 2021 to nearly 67 million VND in 2025. The commune has completed the new rural criteria and achieved 13/19 advanced new rural criteria.

Cultural and social movements have developed, with the rate of cultural households reaching over 97%. Social security work has received close attention. In the 2020-2025 term, the commune built 322 solidarity houses, reaching 165% of the resolution target, the poverty rate decreased to 0.55%, exceeding the target. National defense and security have been maintained; social order and safety have been stable, creating a solid foundation for development. This is the premise for Hoa Thuan to enter a new, more stable phase.

- Reporter: To achieve the above results, what solutions has Hoa Thuan commune implemented, sir?

- Comrade Tran Van Thanh: First of all, the commune clearly identifies comprehensive agricultural development as a pillar, so it focuses on restructuring production, applying science and technology, promoting mechanization, changing crop seasons, plant varieties and livestock. We focus on developing the collective economy, consolidating and merging small cooperatives. Currently, the commune has 11 cooperatives, with more than 1,500 member households, operating increasingly effectively. Many cooperatives have provided closed services from land preparation, pumping, draining to seeds and product consumption, helping farmers increase profits.

At the same time, the Commune Party Committee promoted the exemplary role of cadres and Party members, maintained the model of each Party member in charge, helped 13 households, and closely connected with the People. The "Smart Mass Mobilization" movement was widely deployed with more than 70 models, contributing to improving production efficiency, building new rural areas, and maintaining security and order. In particular, the commune mobilized the strength of the entire population, took advantage of capital from higher levels, combined with socialization to invest in infrastructure, creating a new rural appearance. It was the consensus and solidarity between the Party, the government and the People that helped Hoa Thuan overcome difficulties and make breakthroughs in the past term.

- Reporter: In the 2025 - 2030 term, what goals and development orientations does Hoa Thuan commune set?

- Comrade Tran Van Thanh: This congress takes place in the spirit of "Solidarity - Discipline - Creativity - Development". For the 2025 - 2030 term, the commune sets the goal of building a clean and strong Party Committee and political system; comprehensive socio-economic development, taking agriculture as the foundation, trade and services as the driving force, science, technology and digital transformation as the breakthrough.

In addition, the Party Committee has set out three key tasks: Mobilizing resources to invest in infrastructure, especially rural transport to meet advanced new rural standards; promoting digital transformation in all three areas of digital government, digital economy and digital society; building a team of cadres and party members with sufficient qualities and capacity, daring to think, daring to do, daring to take responsibility. Hoa Thuan strives to have an average income per capita of 80 million VND/year by 2030, the multidimensional poverty rate below 2%, the rate of people participating in health insurance reaching over 95%; more than 90% of residential housing meeting the "3 hard" criteria...

Hoa Thuan commune was established on the basis of merging two communes, Hoa Thuan (old) and Ngoc Hoa. Currently, the commune has 751 party members, 15 hamlet party cells and 6,536 households. The production area includes 5,355ha of rice, 4,243ha of vegetables, 10,131ha of aquaculture, 235ha of fruit gardens and nearly 50ha of pepper.
